PARK COMMITTEE MINUTES
APRIL 3, 1979
PRESENT: Chairman Joe Bell, Park Co�ittee members Bob Naegeli, E11en Milos, Carolyn
Rodriguez, Ginny Sterling and Park & Recreation Director Mike Bassett.
Absent: Dave Miller and Joanne Hollenbeck.
Chairman Bell called the meeting to order.
The minutes of the March 6, 1979 meeting were approved as written.
1. Holland=Jensen Park Public Meeting scheduled for April 10, 1979. 7:30 p.m.
Mike Bassett reported that a design study has been prepared by Bonestroo, Rosene,
Anderlik & Associates and thi� is the first public meeting for input regarding
the development of the park. Members of the park committee will be attending this
meeting if possible.
It was noted that the Park Co�n.ittee is interested in having Mar�y Jessen, Park Planner
for the Met Council attend a meeting and review other regional parks. Mike Bassett
stated that Mr. Jessen is scheduled to tour the Lac LaVon area on April 30 and possibly
the park committee members could meet with him that evening. This will be discussed
at the next meeting.
• 2. Other Items
a. Si ns - The signs �.nd posts from the park bond issue promotion have not been taken
down. Bob Naegeli and Ellen Milos will take care of that task this week.
b. Historical Co�ittee - Naming the Parks - Joe Bell reported that Marlene Romain
has contacted him and the Historical Committee has a presentation ready with names
for several parks and would like to meet with the Park Committee on April 17, 1979.
c. Ginny Sterling reported that the trees along Pennock Park have been chewed on
and asked that they be checked out.
d. Joe Bell suggested that the Park Committee tour the parks before getting into
talking about further development so the members of the committee are familiar
with the parks. He suggested that they use the concept plans and also review
the developed parks and what is proposed in those areas. Ellen Milos suggested
that they look at some of the equipment catalogs before they go to the parks to
determine what is needed.
Chairman Bell asked what parks the City proposes to develop first. Mr. Bassett
stated that it first needs to be determined who will be doing the consultant
work for the City.
The Committee agreed to scheduling a tour for a Saturday at the next meeting.
Ginny Sterling offered the use of her van so the entire committee could travel
• together and visit the parks.
e. Chairman Bell reported that the only call he received of a "congratulatory"
manner was from John Voss regarding the passing of the bond issue. He stated
that the Mayor and City Council did not co�unicate their appreciation, thanks,
etc. or acknowledge the fact that the Park Committee worked hard to pass the
bond issue.

• Mike Bassett reported that the Council did commend the Park Committee at the last Council
meeting and a Resolution will be adopted to that effect.
f. Chairman Bell will write a letter to the people that helped the Park Committee
in terms of passing out flyers, etc.
g. Two high school students have been assigned to the Park Committee as ex-officio
members. They are Denise Weber, 14730 Dundee - 423-2177 and Becky Cole 1071
Lowell Drive - 432-8134 both students at Apple Valley High School.
3. Special Park Election
a. Discuss election results. The Committee asked for maps indicating the number of
persons voting in each precinct at this election as compared to the election
the fall of 197Z.
Bob Naegeli stated that he now feels that Ali.magnet was not the deciding factor so
much in the outcome of the 197Z bond election. He feels that it was the dollar amount.
He stated that the big problem is that geople don't get out and vote. He feels good
about the results of the recent election and noted that this hasn't happened in other
Cities around the area. He was extremely pleased that people voted for Question ��1
and noted that athletics had nothing to do with the results.
Carolyn Rodriguez stated that she feels that people do not have a problem with the
development at the middle school. Joe Bell stated that the expanded facilities will
• provide places for athletics. Bob Naegeli stated that he doesn't feel the Park
Committee has to listen to the continuous support for athletics as he doesn't see it
in the community. Bob also stated that if we have to sacrifice something when we get
into the bidding process and spending the dollars then we need to look at what is most
important. Joe Bell stated that he feels that it is very important that the City
keep very close to the forms that were put out as to what will go in each park. If
we don't we will lose credibility. Mike Bassett stated that we should be able to do
what we said we would. Joe Bell asked about possibilities for matching funds. Mike
Bassett stated that he feels that Farquar Lake Park would be a good place to apply
for funds.
Mike Bassett commended the Park Committee on all the work that was dane; it was started
in 1975 and the issue passed because of the efforts of the Park Committee. There
was alot of active work and Pizzaz: He noted that it is no easy task to drop flyers
and work the shopping centers. A lot of communities were standing back looking at
Apple Valley. After the vote the reactions from the other communities were interesting.
He stated that it is important to get a group that will sell the bond issue.
At this point Mr. Bassett reported he is working out a plan to determine how much
consultant work and engineering planning will be needed. He has been talking to
other communities park departments that have been in the development game. He stated
that the price is very standard; the fee isn't as important as the expertise and
abilities of the people. The City needs someone that is understandable and can be
worked with. He stated that there are a lot of things that need to be determined such
as when is the best ti.me for letting the bids; and when will the best time be to do
the work in the parks. Right now alot of the contractors have their work lined up
• for 1979. :- Ginny Sterling would like to see the work done as soon as poss'ible. Mike
stated that those things need to be determined by a consultant and people that know
the labor market. It could be that tennis courts could be going in in July.
Mike noted the fees charged by the engineering firms; usually about 1'�% of the total
project is charged for construction management. He would like to have someone take a

fresh look at the concept plans and look at the neighborhoods to determine how these
� things relate to the surrounding neighborhood, etc. For example a technical error that
was made at Valley Middle School where one of the hockey rinks is going east/west and
the other north/south. The ice stays on the rink that is north/south much longer than
the other. Mike stated that he would like to talk to some consultants and narrow the
field down to a couple and bring them to the committee; he hopes to have something
settled by the next meeting.
There was some discussion regarding public meetings because of differences in opinion
as to what should go in the neighborhood park. He referred to a problem in Palomino
Hills. Bell stated that sometimes the vocal minoritq will have a tendency to change
an idea and he would like to know the feelings of the entire area. We need to do what
is best for the City.
Joe Bell asked about having the developers dedicate and develop the parks both. Mike
Bassett explained that State Law states that "land dedication" is required.
There was some discussion on things that could be done as "rainy day" or winter projects
within the park department. Joe Bell suggested looking at a plan for the development
of the parks and how the development can be phased.
The Committee questioned how you get the word out to the residents regarding development
of their neighborhood park. Bob Naegeli stated that he doesn't feel the Committee
should beg for the people to come and that an announcement in the newspapers should be
sufficient. E11en Milos suggested posting "official notices" regarding the informal
meetings.
• The Committee agreed to pursuing the costs for an additional lot adjacent to the park
in Palomino Hills as an open play area.
Bob Naegeli asked about completion of Alimagnet Park. Mr. Bassett stated that it should
be cotnpleted in the near future.
