PARK COMMITTEE MINUTES
APRIL 17, 1979
PRESENT: Chairman Joe Bell, Park Committee members Ellen Milos, Bob Naegeli,
Ginny Sterling, Dave Miller and Mike Bassett, Park & Rec Director.
ABSENT: Joanne Hollenbeck and Carolyn Rodriguez.
1. Chairman Bell called the meeting to order.
2. The <minutes of the Apri1 3, 1979 meeting were approved as written.
3. Discuss Naming of Parks with Historical Committee.
Members of the Historical Committee were present to discuss suggested park names
with the Committee. (See attached copy of inemo from the Historical Committee
to the Park Committee.) Marlene Romain, Chairman of the Park Committee, gave
some general comments on the work done by the Historical Committee. I�. �he names
recornmended ta the Park Committee the basic theme was "settlers in the area".
She referred to Alister Cooke's three most important factors in preserving history -
the windmill, the American plow, barbed wire. The historical aspect in the names
is basically a preservation of the names of the early pioneers; the common ordinary
pioneer families.
The Committee discussed the memo. Joe Bell stated that he feels that it is good
� for the "feeling of the co�unity" and goes along with names of historical ;
significance for the parks. Ginny Sterling stated that she does not feel they
should change the names of the parks that are already established. Ginny Sterling
stated that she spoke to Joanne Hollenbeck and she asked that they not act on
the names tonight because it is impossible for her to be present. Dave Miller
stated that the Historical Committee has gone to alot of work and he feels they
should move forward.
The Committee reuiewed each recommendation individually.
MOTION: of Bell, seconded by Naegeli to recommend to the City Council that the
park located on 131st Street and Johnny Cake Ridge Road be named
the Hagemeister Park.
Discussion: Bob Naegeli asked how they parks wi11 be identified. Joe Bell stated
that it is his understanding that the City will put some type of plaque at the
entrance which will give a similar type of explanation to the one included in
the memo. Mike Bassett stated that they will probably ask the Historical Commi.ttee
to come up with something that would fit on a small plaque. Ginny questianed who
would pay for the plaqu��. Mike Bassett stated that he doesn't feel that the
plaques would be a big problem.
VOTE ON MOTION: Yes - 5 - No •- �.
MOTION: of Bell, seconded by Sterling, to r�comimend to the City Council that
� the park located at 139th Street and Johnny Cake Ridge be named
the Moeller Park. Yes - � - NO - 0,

• Carl Mitchell explained th�:t he spoke to -the property owners and they are three
fellows from Norway and they named the area Nordic because of their common
heritage. There was some opposition on the Park Committee and it was agreed
to table Nordic Park until a later date.
Marlene Romain stated tha t the name recommended for either Greenleaf Phase IV Park
or the Diamond Path Park is "Indian Trails Park". She stated that Bob Tegeder
researched the Indian Names for Apple Valley and found that �:�ere was not an
Indian Tribe that actually settled in this area, however, they did travel through
the area. A1an Kohls stated that he researched the area for historical family
names and found that the land had changed hands many times ov�:r the years.
Marlene Romain reviewed some of the Indian names that Bob Tegeder had presented.
It was noted that the Dakotah Indians traveled through this are and a park could �
be named Dakotah Park after that Indian tribe•. . Ellen Mi1os stated that she
likes the Indian Trails Park name -- you could list all the different tribes on
a plaque. Ginny Sterling stated that if a park were named Dakotah Park it might
be confused that it is a County �ark. She also suggested using the name Delaney
Park for one of the two parks.
Mike Bassett also noted that the Diamond Path praperty also goes back in the
Corrigan family.
MOTION: of Milos, seconded by Sterling to recommend to the City Council that
the Diamond Path Park (located in the Diamond Path Addition) be
named Indian Trails Park.
� Joe Bell stated that he feels that the Indians deserve more than "Indian Trails."
He is more in favor of De3:aney or Corrigan Park. Ellen noted that she likes
the Indian Trails Park idea and list the Indian Tribes that traveled th�ough the
area on the plaque since there was not a particular tribe that settled in the
area. Carl Mitchell stated that he has done considerable research and the Sioux
or the Dakotah Indians were the primary tribes that were in the area; however
it could not be pinpointed that any tribe ever settled here. He recommended
Dakotah Trails Park. There was considerable discussion regarding both the
Greenleaf Phase IV Park and the Diamond Path park and the need�for names of
these parks.
Vote on Motfon: Yes - 0 - No - 3 - Abstained - 2.
Arleigh Thorberg was present at the meeting and stated that no one was more sorry
than he that question ��2 on the bond issue failed. He noted that Mr. Steve
Delaney worked harder in the 60's for the City than any one individual. He would
like to have the school named after Mr. Delaney; however, they do not want to
name the schools after individuals. He would like to have a significant park
named after Steve Delaney. A1an Kohls noted that any park in the area of the
middle school property should be named Delaney Park. That is where the family
lived.
MOTION: of Sterling, seconded by Bell to table the Greenleaf Phase IV Park and
the Diamond Path Park until a later date.
� The Park Committee will set up complete criteria for naming of the parks before
they continue with any of the names. It was suggested that possibly the Histor-
ical Committee could come up with some Indian Name or an Indian Word that means
trails for one of the parks.

� Mrs. Scott was not present at the meeting; however, Mrs. Romain stated that the
reason Mrs. Scott asked th at the Galaxie Park be named Will Scott Park is because
she doesn't feel that there is anything at the Scott Highlands Park. Ginny
Sterling noted that they will be putting $53,000 into Scott Highlands Park and
she feels one Scott park in the City is enough. She suggested putting a Scott
plaque at the park entrance and commemorate all of the Scott's. Marlene Romain
suggested that Mrs. Scott should come to the Park Committee meeting and explain
her views.
The Committee again discussed setting some type of criteria for naming the parks.
Ginny stated again that she doesn't see a need for two Scott parks and also
noted that there are streets named for the Hayes Family and also the Strese
Family. Bob Naegeli noted that the Park Committee asked the Historical Committee
to look into historical names and recommend names for the parks and he doesn't
feel they should skip what the Historical Committee has presented to them at
this time to go back and come up with criteria.
Marlene Romain also stated that she spoke to Joanne Hollenbeck and Joanne stated
that she feels very strongly that the Westview Complex should have a different
name and agreed with the Hayes Field idea, She noted that there is alot of con-
fusion with the Westview School and the Westview Complex. Joe Bell stated that
he doesn't see a problem with changing the name. He feels very strongly that the
Committee needs to set up rules and criteria for a way to go about it. He
suggested that maybe the Historical Committee can come up with some criteria.
� MOTION: of Bell, seconded by Milos, to delay action until the Committee has
a set of criteria for naming the parks.
Mrs. Romain noted that there are four City parks and two schools on Hayes land;
it was Hayes land for over a century. Dave Miller stated that the Committee
asked the Historical Committee to come up with suggestions. He feels that it is
proper to look at the theme that was set; look at some direction and proceed.
The historical significance is still here. Bob Naegeli stated that he doesn't
see a problem; Delaney Field was decided in one night, why not continue on with
the Hayes Field recommendation tonight? He feels that the criteria was set for
the parks that are being addressed.
Bell withdrew the motion. He noted that from this point on the Comm�ttee must
set some criteria before continuing with the park names.
The Committee stated that they would like to discuss Mrs. Scott's recommendation
with her at a future meeting.
MOTION; of Miller, seconded by Milos to table the Galaxie Park recommended
change and ask Mrs. Scott to come to a future meeting.
Yes - 6 - No - 0.
The Committee agreed to discuss the Westview recommended change to Hayes Field.
Ellen Milos stated that she feels that the name "Westview" has as much �haracter
as a piece of macaroni. It needs to be identified separately from the school.
Alot of people do.not realize that they are two separate entities. She doesn't
� feel that it has been called Westview long enough to have any historical signif-
icance and it wi11 be called Hayes Field for a lot longer in the future.

Dave Miller stated that he can remember back in 1966 when it was stated that the
� land in that area belonged to the Hayes Family. Joe Bell stated that he can see
the confusion with the community center and the school.
MOTION: of Milos, seconded by Miller to recommend to the Gity Council that the
Westview Complex name be changed to Hayes Field. Yes - 4 - No - 0
Abstained - 1 (Sterling doesn't feel we should rename parks that
already have names.)
Joe Bell stated that he wi11 contact Marlene Romai n to further discuss criteria;
he will meet with the Historical Committee on May 8, 1979 to work out some ideas.
4. BMX TRACK - Joe Milbauer of Bike 'n Ski.
Joe Milbauer explained that the BMX Track is for nonmotorized bicycles. He
stated that there is only one other track:in the State and it is located in
Minnetonka. That track opened last year and the response has been wild. Mr.
Milbauer showed a film that shows what the BMX Track is and shows the children
racing. He stated that he is representing the Optimist's Club and they would like
to establish a track in Apple Valley. The track could be used during the week by
the kids and organized races would be held on Sundays. Ginny Sterling questioned
insurance and Mr. Milbauer stated that the Optimist's Club does have a blanket
coverage for the organized program, Joe Bell questioned the area that would be
needed. Mr. Milbauer stated that the track covers less than an acre. They need
something with a little bit of a hill. The Scott Highland's Park does have a
good terrain for the track. At the present time they are looking for something
� temporary to see what is going to happen. One of the problems in that location
would be parking. They like to stay away from a residential area as much as
possible. Joe Bell questioned the number of injuries. Mr. Milbauer stated that
Minnetonka did not have any �njuries last summer. The speed is relatively slow
as it is strictly "leg power". Mike Bassett asked about a timetable. Mr. Milbauer
stated that they would like to get something going by Memorial Day weekend. It
will take some preparation to get a track in shape. Mr, Bassett stated that the
City liability will have to be checked out. He also noted that 140th will be
under construction in that area this summer and also the park may be under con-
struction as a tennis court is proposed for the corner. Bob Naegeli asked if it
would be a temporary situation, Mr. Milbauer stated that they are looking for a
location for this summer; they would like to run four or five races in June,
July and August. Mr. Naegeli stated that if it is successful; this year then
where wi11 they go next year. Mr. Milbauer explained that the track is nothing
more than a dirt path. Nothing as far as equipment would remain in the area.
Mr. Milbauer stated that he will get further information to the Park Committee
members as to what is involved in,the races.
This wi11 be further discussed at the next Park Committee meeting to be held
on May 1, 1979.
The Park Committee discussed the fees and people coming from outside of the commun-
ity to participate in these races.
The Park Committee members agreed to table the remaining items on the agenda
until a later date.
