HomeMy WebLinkAbout09/11/1979 • • CITY OF APPLE VALLEY • JOINT PARK/HISTORICAL COMMITTEE MEETING SEPTEMBER 11, 1979 PRESENT: Park Committee Chairman Joe Bell, Park Committee members Ginny Sterling, Ellen Milos, Dave Miller; Historical Committee members Ma.rlene Romain, Chairperson; Barb Linkert, Alan Kohls, Lois Puckett, Carl Mitchell, and Mrs. 0'Toole. Mike Bassett, Park & Recreation Director. ABSENT: Bob Naegli, Joanne Hollenbeck (arrived at 8:45 p.m.) , Carolyn Rodrigueze Park Committee Chairman Bell called the meeting to order. The Park Committee minutes of August 21, 1979 were approved with a notation that on page 2, the paragraph on the discussion of the motion, Dave Miller was stating that the leash law is not enforced at this time and until it is -- is the point that he was trying to make. Chairman Bell introduced the members of the Park Committee and Chairma.n Romain introduced the members of the Historical Committee. Chairman Bell gave background on the Farquar development and stated that the Park Committee feels that the farm house should be restored with funds other than � park funds. He noted that the barn should be restored and used as a multi-use facility. He stated that the Committee is concerned about a theme for the park. Bell asked for ideas from the Historical Committee. Chairman Romain stated that they do not have funds for restoration; however, they do want the things that are restored to be historically correct. Ginny Sterling stated that the Committee is concernad about the buildings fitting into the farmstead. M. Romain stated that Agnes Scott has resigned from the Committee and has withdrawn her offer of the old school house. She also noted that the Old Town Aall is an old school house. Mrs. 0'Toole asked if some of the early town board members might know where the school house camefrom. Mrs. Romain stated that the original intent of the Committee was to restore the school house as an old school house and the old Town Hall as a town hall. Bel1 questioned if they have envisioned a theme for Farquar Parke Mrs. Romain stated that they really haven't gotten into that as a Committeee They are aware that the park will have to serve as a park for the area. Alan Kohls asked about specific uses for the barn. Joe Bell stated that it could be used for theater arts, a warming house, summer recreation program and also for meeting rooms. Harold Skjelbostad from InterDesign, stated that they have been struggling with a themefor the park. Is it to be a farmstead, or a town center? How do the activiites such as tennis, etc. relate to the buildings. They would like to have a decision on the house and the barn and as to how the funds are to be used for the restoration. They are loaking for direction. Th.ey are concerned about locating a school or a townhall on the property; they question having just a cluster of . buildings. What is your historic image? He stated that the town hall or the school house could be located in other parks. What character does the school take and what type of impact would the school and town hall have on the park. Marlene Romain stated that the Historical Committee is trying to preserve whatever we have left; the Committee feels that it is important to preserve our own local history. Harold S. asked what people associate a one room school with? Joe Bell asked how the Town Hall would be restored. Carl Mitchell stated that he is concerned about the shape that the building is in. Alan Kohls stated that the old town hall will have to be moved this fall or early next spring because of the upgrading of County Road 42. Harold asked if there would be a problem if the Town Aall were located in one of the other parks. He stated that the exterior of the building could be restored and the interior could be used for some park type function such as a warming house. Carl Mitchell stated that it would provide more service to the community in that type of use. Harold S. stated that the exterior of the building could be brought up to date with minor window dressings, and some exterior work. He also stated that he would like to take a look at Farquar La�.e Park as a restored farmstead; it would be a complete entity as a farmstead. Joe Bell stated that they are looking for a theme for the Park; they wish to restore the barn to be functional and possibly use other funds to restore the farmhouse. He asked if we want to look at historical restoration on the outside and functional uses in the inside. Mrs. 0`Toole explained the Gibbs Farm. Marlene Romain stated that she did not feel that the outside of the building should be restored and the interior be modern. Dave Miller stated that he feels the barn has to be saved and there may be a time when people will really be favorable toward preserving history and funds can be raised to preserue the house. He asked if there would be some way to basically put the house on hold, • Mike Bassett stated that Robert Westlund stated that the two buildings; both the house and barn are sound. There are minor amounts of structural work that need to b e done to put the buildings on hold. He feels that we have some flexibility where funds can be used to structurally restore the buildings. . Start restoring the buildings character-wise on the exterior. Then see what we have left after that is achieved. The two committees agreed to a Farmstead Themefor the park. Dave Miller asked about a windmill; he feels that a windmill is'needed for the farm. Joe Bell suggested putting the Town Hall closer to the City Hall; or possibly at the Carroll Farm Park. Mike Bassett stated that the town hall can be moved �o the maintenance building area until we can find the appropriate place. Could consider other sites. Mrs. 0'Toole I asked about it being located here on the City Hall site. Carl Mitchell stated that �, it would have to be restored when it is moved to a park.!, He asked about doing restor- ' ation as a matter of degrees. Do you have to go �to the '�,total limit or are there places you can compromise. Mike Bassett referred to the Sibley House where it was restored to the nth degree; Marlene Romain noted that the Cahi11 School restoration cost approximately $50,000 plus about $50,000 in volunt�er work. The two committees were in agreement that Farquar Park would be developed as a Farmstead and another location would be determined for the town hall. Ma.rlene Romain asked about the old barn that is locatedlin the Cobblestone area. Mike Bassett stated that he doesn't believe it is on park property, however, he will check it out. � The two committees met separately to cover business pertinent to their committee. Page 4�3 Park Committee Minutes � � 9/11/79 � Harold S. reviewed the playground nucleus plan which is prototypical with the Committee; he explained the plan. Under Other Items: 1. Naming the Parks - Bell questioned taking the three parks to the Council. Bassett stated that if they do go to the Council, the Council may warit to know how they arrived at the three names. There was some discussion on criteria and the park names. Ginny stated that she is concerned aboufi changing some of the park names. Ellen Milos noted that the park names will be around alot longer if they are renamed now than they have been here. Joanne Hollenbeck stated that the Council is going to be interested in how you are going to name the other parks; she feels that all the names should be proposed at the same time. The Co�ittee agreed that the recommended park names; Hagemeister, Moeller and Hayes Field should go to the Council on September 27, 1979. The Park Committee agreed to meet on September 25, 1979 and October 2, 1979 if necessary. A meeting with Burnsville Park Committee was discussed for October 16, 1979. Joe Bell will talk to the Chairman of the Burnsville Park Committee. Joe Bell questioned the proposed Boulevard Tree Ordinance. Bassett will come back to the committee with more information on this. Ginny Sterling stated that Bob Naegeli called her before the meeting tonight and asked her to question the Trails Plan situation. She stated that Bob feels that the City should not be spending money for InterDesign to research the City when it has already � been done. Mike Bassett stated that InterDesign is preparing a proposal regarding preparation of a Trails Plan. If John Voss wishes to prepare a proposal, the City will also get one from him. He noted that the Trails Plan would not be done with park funds. Some of the money could come from the Comprehensive Plan monies that are left over. Meeting adjourned. �
