HomeMy WebLinkAbout09/25/1979 � � CITY OF APPLE VALLEY � PARK COMMITTEE MINUTES SEPTEMBER 25, 1979 PRESENT: Chairman Joe Bell, Park Committee Members: Ellen Milos, Ginny Sterling, Joanne Hollenbeck, Carolyn Rodriguez and Park Director, Mike Bassett. ABSENT: Bob Naegli, Dave Miller (arrived at 8:43 p.m.) l. Chairman Bell called the meeting to order at 7:37 p.m. 2. Minutes of the joint Park/Historical Committees on September 11, 1979 were approved as written. 3. Carroll Farm Sketch Plan - Mike Bassett spoke briefly about the Carroll Farm which is scheduled for development. He posted various ma.ps depicting layouts for the proposed park. The entire farm consists of 160 acres of which 12% is set aside for park dedication or approximately 19.2 acres. The sketch plan provided by the Carroll Farm Developers, Howard Dahlgren and Associates, shows the park entrance on Pennock Avenue between 146th & 147th Streets, with no visual access from County Road 42. Mike Bassett posted a revised plan that he prefers and explained the layout and asked for input from the Park Committee regarding the two plans. The Committee agreed to the importance of visual access on County Road 42 and establish a central park which would include a bandstand and ' • perhaps a fountain and develop the area facing County Road 42 into a passive area for community events. The possibility exists that the City may want to buy additional acreage for park over and above the 16 dedicated acres. Twenty to twenty-five acres is more desirable and would necessitate purchasing some of the land presently designated commercial, which the Park Committee unanimously agrees should not be permitted. If unable to purchase they are agreeable to in�stitutional zoning. Various questions were asked regarding the trees and buildings, whether they would be included. The developer's sketch shows it as institutional and if the revised plan is followed, additional land would have to be purchased which would make total acreage of approximately 23.6 to 24 acres. A representative from Howard Dahlgren & Associates would be happy to discuss the proposal at a Park Committee meeting. The committee agreed to invite and listen to a representative before they present their recommendations to the Planning Commission. 4. Joint Meeting With Burnsville Park Committee - The Apple Valley Park Committee has a tentative joint meeting with the Burnsville Park Committee on October 23, 7:3Q p.m. at the Burnsville City Hall. Agenda items include Alimagnet, Lac Lavon and trails. 5. Boulevard Tree Ordinance - No information available. MOTION: of Milos, seconded by Bell to table the boulevard tree ordinance until the next meeting. • � � • Park Committee Minutes September 25, 1979 Page - 2 Mike will try to get copies of the proposed ordinance and include it in the packets. Joanne questioned if at one time an ordinance included what type of tree could be planted on the boulevard. Mike will check. 6. Other Items - Mike asked the Committee how many meetings per month they feel is necessary. Bell suggested meeting the first Tuesday of each month and if the need arises, tentatively schedule the third Tuesday. Due to the off schedule in September the Committee agreed not to meet the first Tuesday of October. Mike spoke of the upgrading at Galaxie Park. The City has received free fill from the County Road 40 project and is being placed on the west side of the pond as a permanent location for the hockey rink. Carolyn spoke briefly about a Facilities Commission meeting she recently attended. Several questions were directed to her by residents regarding the recent Park Bond Issue. The question was raised as to when the Gity would consider returning to the voters with a question on funding for an East side Athletic Complex. • 7.
