HomeMy WebLinkAbout04/12/1978 • • CITY OF APPLE VALLEY PARK COMMITTEE MINUTES • APRIL 12, 1978 PRESENT: Chairman Roger Wangen, Members Joe Bell, Bob Naegeli, Ginny Sterling, Ellen Milos and Mike Bassett, Director of Parks & Recreation. ABSENT: Mike DesParte and Jake Frank Chairman Wangen called the meeting to order at 7:00 p.m. Minutes of the March 22, 1978 meeting were approved as written. Chairman Wangen reported that Jake Frank is indeed resigning from the Park Committee and will be submitting his official resignation to the Council this week. Mike Bassett introduced Dale Lyon, a representative from the Valley Athletic Association. Mr. Lyon was asked in what capacity he serves the VAA. He stated he is on the Board of Directors and also serves as Facilities Charima.n. Mr. Lyon presented the Committee with a letter stating the VAA's park needs in 1978. VAA is requesting the use of five (5) city parks: Faith, Redwood North, Galaxie, Johnny Cake & 131st and Pennock. DISCUSSION: VAA PARK DISCUSSION: Mr. Lyon was asked if he brought a list of which �: USE IN 1978 fields are needed for each sport. He did not have a list but stated that soccer; is by far the biggest sport requiring the most fields. Sterling • asked how ma.ny nights soccer would be played and what times? Mr. Lyon said if fields are available they would play five nights per week and possibly on Saturday, from approximately 6:00 p.m. until dark. Naegeli then asked if undeveloped parks could be used for soccer. Bassett responded No� due to safety factor - possible injuries from rough terrain. Question was asked if neighborhood parks could be used? The Committee agrees that neighborhood parks should not be used for organized play as it creates a parking problem and having to ask the neighborhood children to leave the field. The City intends to cooperate in every way possible to have a workable solution to VAA's problem. Perhaps offer a temporary consent for practice only on neighborhood fields. Milos stated that VAA should consider limiting registration as we are not able to do more than work with what we have. Mr. Wangen asked about VAA's future goals, would they limit registration or set guidelines. Mr. Wangen explained the City's problem of limited developed parks and the time and money it takes to buy land and dev�lop new parks. If VAA needs S parks this year, would they be asking for 10 next year? Mr. Wangen said it is imperative that VAA submit a schedule of activities, stating time of usage, the number of registrations, the length of playing season, etc. MOTION: by Bell, seconded by Naegeli to postpone the Park Committee's recommendation on park usage until VAA can come to the next meeting in 2 weeks with a schedule of how ma.ny registrations, how long a season, and how many parks are needed. MOTION CARRIED: Unanimously. • Discussion followed after Mr. Lyon left the meeting. Mr. Bell recommended having a proposal or solution before the next meeting on April 26th. Suggested rotating games at several different parks or play on alternate nights. Another possibility was having VAA check for the use of the easement behind Whitney for soccer games. The Committee agrees the VAA tnay have to limit registrations like the City does for their activities. , i • PARK COMMITTEE MINUTES • April 12, 1978 Page - 2 COMPREHENSIVE P & R Mike Bassett briefly reviewed the Comprehensive Park and SYSTEM _ PLAN Recreation System Plan stating that he will make recommendations for revision to the Committee at a later date. Chairman Wangen stated he spoke to four members of the City BOND ISSUE ITEMS ' Council regarding the failure of the last bond issue. The items they referred to are as follows: l. Frills, 2. Alimagnet Acquisition, 3. Westview vs an East facility and 4. Sectionalization. Discussion followed on the fire department's bond issue. Apparently the fire department is non-commital at this time. A time table was discussed for the park bond issue. The question being should the bond issue be held in the spring and the fire department's in the fall or should they be combined? OTHER ITEMS: Chairman Wangen has attempted to contact Bill Smith and Pam Sohlberg from the S.O.S. Committee. Mike Bassett passed out flyers regarding the Ma.yar's lst Annual Spring Clean-up planned for Saturday, April 22nd. He stated that letters had been sent to civic groups and organizations requesting volunteers to assist in the clean-up. Question was asked what the Committee could do to help? Mr. Bassett said they could help coordinate passing our soft drinks or hand out apples. • Mr. Bassett showed plans of the Alimagnet layout and drawings of the facility. Mr. Naegeli suggested taking an on-site inspection before the facility plans go to the Planning Commission on April 19th. It was agreed they would meet in the area off Ridgeview on Saturday, April 15th at 10:00 a.m. The Wildwood Woodland Club accepted our recommendation and the area shall be used for public park. Meeting adjourned at 9:35 p.m. �
