HomeMy WebLinkAbout07/05/1978 r �,,. ` � � � � CITY OF APPLE VALLEY PARK COMMITTEE MINUTES JULY 5, 1978 PRESENT: Ellen Milos, Dave Miller, Ginny Sterling, Joe Bell , Roger Wangen (arrived at 8:30 p.m. ), Mike DesParte (arrived at 8:45 p.m. ) , Mike 6assett. ABSENT: Bob Naegeli . Vice Chairman Sterling called the meeting to order. Mike Bassett asked the Committee members to review the Standards and Classifications and the Facilities Standards in the Five Year Comprehensive Park Plan. (Pages 5 & 6 and 11 & 12 of the Plan were reviewed.) The philosphy of the park system was discussed briefly. Mike Bassett stated that it should be determined if the City wants alot of tennis courts in one location or if the tennis courts should be at different locations with one or two courts at those sites. Joe Bell stated that he would like to see two or three courts in the neighborhood parks. The battery of eight or more courts could be located in areas such as the high school or the athletic canplex. At the present time we do not have any lighted tennis courts in Apple Valley. Bassett questioned if it is better to spend the money to build more tennis courts or to spend the money for lighting the existing courts. Miller felt that it would be beneficial to have the "battery of courts" lighted. The idea of � having the tennis courts and hockey rinks adjacent so the lighting could be used for both was d�;scussed. Bell ques�ioned the specific facilities standards fitting into the long range plans. Mike Bassett stated that you might have to change the # of units/ population figures in the future. He noted that the survey of the facilities will remain pretty much the same. Mr. Bassett stated that he felt the more systematic way of going through the Park Systems Plan and the concept plans is to review each Section. The Committee agreed to review the parks and open space in Sections 13, 14, 15, 16, 20 and 21. (Roger Wangen arrived at the meeting. ) SECTION 13 -- This area contains the Lebanon Hills Golf Course and the Lebanon Hills Regional Park. Mr. Bassett noted that the population figures in the Five Year System Plan will have to be updated and it will be a five year plan from 1979-1983. He stated that there may be a need for addition park area in the future if there is more development around the Woods Addition. SECTION 14 -- This area contains the remaining area of the Lebanon Hills Regional Park and the Minnesota Zoological Garden; there are also a few farmsteads. There may be a need in the future for a tot lot when this area is developed. SECfiION 15 -- This area contains the remaining area of the Zoo and the Cedar Knolls Neighborhood Park. Mike Bassett reviewed the concept plan for the Cedar Knolls Park and explained the present condition as well as the proposals. He also noted that . the City might be able to obtain an additional 4 acres of parkland when the area to the south of the park is developed. This would provide for a more open area for active play. He asked for comments from the Park Corrrnittee regarding the proposal for the Park. Joe Bell questioned if the trails could be used for Cross Country Skiing. Bassett stated that he thinks that they could be used. Milos recommended that the park have a drinking fountain. Miller stated that the parking lot is being used to park trucks, trailers, etc. � I 'Page #2 I � " Park Committee Minutes • � ' July , 1978 ',, ,, � SECTION 16 -- Mike Bassett reviewed the parks on the large City map in this area. This ,, is a problem area; the amount of acreage satisfies the need for Parks, however, the park areas are not conducive to active play. (Mike DesParte arrived at the meeting.) There does not appear to be any area where additional park property could be purchased. The Chaparral Drive Park concept plan was discussed. The playfield would be about 100' X 150' which is the only area that is flat in the park. The Belmont Park Plan was reviewed. This is developed. There is an area behind the park that could be leveled off to provide an active play area. Mr. Bassett stated that the park dedication for �he Highlands area was satisfied in the Palomino Cluster Agreement which was the dedication of Alimagnet Property. That Agree�ent was executed with the Town Board in 1966 and is part of the reason why we don't have many park areas in Section 16. Heritage Hills Park is about four acres. Mr. Bassett �xplained the City's Agreement with Duane Barth. Mr. Barth is building a tennis court and ballfield at this location. Mike DesParte suggested getting citizen input from this area. The Palomino Hills Garden Club could be contacted and possibly they could encourage some residents to meet with the Park Committee. Mr. Bassett stated that he was contacted by a resident at one time regarding the City purchasing some open lots in the area, however, upon checking with • the developer the cost would bave been $16-17,000 per lot and the Committee felt that it would be irresponsible to spend that much money for a small parcel of land. SECTION 20 -- The Cobblestones Neighborhood Park is located in this section. It was noted that this is an area that is nice to have, however, there is not alot of useable space. Mr. Bassett also pointed out that Palomino Development Company has also committed an area for a parking lot off of County Road 11 so that people can park and get into this park area. The Committee di�cussed having a trail along the lakeshore. The Committee had decided to take cash i� leiu of land in the remaining Cobblestone area. The Corrrnnnittee was concerned about use of this park. SECTION 21 -- The Wildwood Neighborhood Park is located in this area and with the recent dedication from Graham Development the Park will be about 11 acres. Mike Bassett reviewed the development in this park and the problems with Inland Development Corp. Mr. Bassett stated that there may be potential for additional park area east of the radar station at some �ime in the future. Chairman Wangen asked for comments and questions from the Park Eommittee members. He recommended that the remaining sections be reviewed at the next meeting and asked the Committee members to review the remaining parks in their systems plan and make notes. He also questioned the maintenance situation in comparison as to how many parks can the City maintain if they are developed. Mike Bassett recommended that the Committee spend some time at a meeting discussing the "level of service in park maintenance." Mike DesParte stated that there are people from Farquar Lake area and Dory Court that � are interested in meeting with the Park Committee -- he asked when they could be invited to come to the meeting. It was noted that the meetings are open to citizens and they could come in August. The Committee members wished to have time �imits set on th� park discussion.
