CITY OF APPLE VALLEY
PARK COMMITTEE MINiTTES
• NOVEMBER 21, 1978
PRESENT: Ginny Sterling, Ellen Milos & Joe Bell (Joanne Hollenbeck arrived as the
meeting was ending.)
ABSENT: Roger Wangen, Dave Miller, & Bob Naegeli
Due to lack of a quorum the members present discussed the Input Meeting which was held
on November 14, 1978.
Vice Chairman Sterling called the meeting to order.
The members present discussed Bob Naegeli's concern over not being able to attend
the Park Committee meetings because of his schedule change with his job in November
and January. The members were in agreement that he should continue as a member of
the Committee; they felt his knowledge is very valuable in working toward the up-
coming bond issue.
The remainder of the meeting was spent discussing the items that were brought up at
the Input Meeting held on November 14, 1978.
1. BMX (Bicycle Motorcross}Track. Committee members questioned if these were motor-
ized vehicles. Joe Bell stated that he would like to look into if there is a track
• available in Dakota County. If one is available in the County he doesn't feel Ap�le
Valley should have to provide one. Ginny questioned if the Optimist's Club would
build the track, could the City give them the land for that use? She is concerned
about motorized vehicles in the residential areas. The Committee feels that a location
is a problem and there are so many needs in the Park System that this is not a priority.
2. Passive vs. Athletics -- Athletics vs. Passive. The Committee felt that the running
areas in the parks marked in 1/2 mile segments is very feasible and should be considered.
The parks could be used for track practice and for the individuals to practice running
that participate in track programs. Signs imbedded in the ground could be used.
3. Tot Lot; �quipment. The members discussed involving civic organizations in the
development of the equipment -- they talked about th� variety of items that are available.
The climbing gyms, etc. are always good in the parks because most children like to
climb. They discussed the concrete items. Ginny doesn't feel that every parks needs
the slides and swings. Picnic benches and tables are neededin the parks.
4. Lights for hockey, ballfields, etc. The members agree that lights are needed in
the parks for both the summer and winter activities. Ginny stated that she has heard
many times that the Galaxie skating rink needs lights. They feel that it will have
to be determined if lights can be provided on the tennis courts and ballfields -- there
is a definite need for the skating rinks.
5. Palomino Hills Active Park. The members felt that the sum of money required to
purchase one lot to provide for active athletics in Palomino is much too high. They
noted that the Chapparel Drive Park could provide an active play area for the children
• in that area.
6. Closer work with service groups and neighborhood groups. Members feel that neighbors
could be encouraged to water the trees, etc. near their homes. Bell stated that he
doesn't see anything wrong with a positive direction toward that area.

� 7. Outdoor Classrooms. It was noted that there are things available at the Zoo, Metro
Open Space could provide that type of situation and Alimagnet Park. They' members agreed
to actively pursue a nature center and programs that would use it -- this could be worked
out with the summer park program.
8. Surtax at the Zoo:with monies for Park Development. The members discussed the money
coming into Apple Valley because of the Zoo and the positive benefits af the Zoo. They
felt it would be diff icult to get a surtax. Mr. Vern Yetzer stated that the City couldn't
get a surtax and further stated that he doesn't believe that an outdoor classroom is
feasible. Joe Bell noted that an outdoor classroom doesn't have to have animals --
they are not the only thing in nature. He also pointed out the work that is being done
to control the tree disease -- Mr. Yetzer commented on the work that is being done at
Alimagnet Park and asked who is getting the fire wood. With the price of fire wood
today it could be sold to help pay for the park improvements. Bell stated that the City
is trying to control the oak wilt disease and make the park more useable. He stated
that there are many things in nature that children can appreciate other than just animals.
9. Completion of the Trail System. The members noted that this is a priority and they
have discussed the Trail System and the development of the trails. It needs to be
determined where they will start and how.
10. Civic Center. It was felt that possibly a Civic Center might be built someday in
the future City Park which is planned for ��42 and Pennock.
11. Expansion of The Athletic Facilities. An Eastview is planned.�
• 12. Expansion of Passive Facilities. Bell stated that he can see a need for more.
13. Indoor Facilities. The tennis courts with a bubble were discussed -- if tennis
courts could be built in one area at a future Eastview.
Outdoor Volleyball Courts were discussed -- possibly they could put up a net and play
on the grass in some of the parks.
Vern Yetzer stated that the City could double the income at the Ice Arena if they would
flood an area just outside the present arena -- they could run the Zamboni out there and
groom the ice.
14. Area for Motor Cycles -- This was discussed before -- it was noted that it is
difficult to provide an:'area for motorized vehicles in the residential area.
Other Comments
Ginny stated that some people have stated that they don't like the blacktop under the

Bell stated that there is no way that a swimming beach can be provided at Farquar because
of the water quality besides the need for parking, etc.
Ellen Milos stated that benches and picnic tables need to be provided in the parks for
� mothers, joggers, etc. She has also heard alot of comments on the maintenance and
she suggested that the different groups that use the parks shouid be encouraged to
help police the area and cleanup after themselves. She refered to Westview and the
way papers, etc. are thrown around, They need to have an anti-littering campaign.
There should be a strong recommendation that the organization clean up after they use
a park area.

iNOTE TO PARK COMMITTEE MEMBERS:
Those persons not in attendance at this meeting, please write out your comments and give
them to Mike Bassett or Marlis Overgard for addition to these minutes. If you do not
have any comments it will be assumed that y�u are in agreement with the discussion on
these pages.
Joe Bell stated that he would like to discuss again how the bond issue will be presented.
He feels it should be designed in such a way that development means both active and
passive -- he feels that how the question is presented is going to be important.
The Committee would like to discuss development of the 16 new parks and the improved
facilities to the existing parks and how they will' be incorporated into the bond issue�
They would like to further discuss the Ad Hoc Committee for work on the Bond Issue at
the next meeting. ,
They would also like to discuss the total presentation of the bond issue -- how the
Committee will go about presenting the entire program.
