Call to Order The meeting was called to order at 7:05 p.m.by Chair polan. Members Present: Craig Anglin, Linda Dolan,Harald Eriksen, Charles Grawe, Neal Heuer Consultants Present: Stephanie Jackson Others Present: Brett Anderson,Heather Carlson , Members Absent: Dick Asleson,Arthur Zimmerman 2. Approval of Agenda Mr.Anglin requested that the Citizen's Academy be added as an item. Mr. Grawe moved, second by Mr.Anglin,to approve the agenda as amended. Motion passed unanimously. 3. A�proval of February 13,2002 Minutes Mr. Eriksen moved, second by Mr.Anglin,to approve the minutes of February 13,2002. Motion passed unanimously. 4. Election of Of�cers Mr. Eriksen moved, second by Mr. Anglin,to table the election of officers until the April meeting. Motion passed unanimously. 5. Audience Items There were no audience items. • . 6. Traffic Concerns Communicated to the Citv A) Police Mr. Anglin distributed a list of monthly complaints and provided a brief explanation of the terrns. B) Public Works Mr.Heuer presented the report on traffic complaints received by the Public Works Department. Mr.Heuer also said he met with the Police Chief to discuss issues raised by the students at the School of Environmental Studies. He briefly outlined the issues and said staff is preparing a written response to each. He said he would include the response in the following month's agenda packet. 7. MN/DOT Report,Apple Valley Crash Injuries Mr.Heuer distributed a report on crashes from January 1998 to December 2000. Mr. Anglin said he would like to create a statistic that shows the ratio of crashes to traffic volumes at the locations. Mr. Heuer said he would like annual maps instead of compilations to check for trends. He will ask the state to break out accidents,by year, and analyze traffic volumes at these locations. Mr. Heuer also noted that the MN/DOT report does not include crashes on private property(parking lots)or private streets. He noted that many minor crashes are not reported to the State. 8. 2001 Accomulishments Mr. Heuer distributed a final draft of the accomplishments and requested any additional changes by March 20th. 9. Crosswalk Studv Ms. Jackson distributed the final draft crosswalk study report and requested any additional changes by March 20th. 10. Svecific Location Concerns A) Galaxie Avenue Mr.Heuer said the Galaxie Avenue widening project is on the Council agenda to go out for bids. He hopes to award a contract in April. The project includes the overlay of streets north of County Road 38 to the Eagan border. Striping will be evaluated. Mr. Heuer also mentioned concerns about traffic movements from two new developments (Hawthorne and Legacy)adjacent to Galaxie Avenue. 11. Traffic Simulation Presentation � • Ms. Jackson demonstrated traffic simulation software. She presented an example intersection flow mitigation and made the Committee aware of traffic simulation opportunities that are available. 12. Other Business A) Mr.Heuer said the Accomplishments report and Crosswalk Study will be on the April 11 Council agenda. B) Mr.Heuer said the Rotary has asked the City to close several streets for go-cart races. Mr. Heuer suggested closing 147th Street east of Foliage and Flagstaff Ave. in the Fischer Market Place area on September 7th. This action would require Council approval. C) Ms.Dolan said she wants to be more proactive about traffic issues caused by future developments. D) Ms.Dolan said she appreciated the newsletter article. Mr.Eriksen moved, second by Ms.Dolan,to send a press release, similar to the newsletter article,to local media. Motion passed unanimously. E) Ms.Dolan requested that the City arrange a meeting with the County to discuss traffic issues. F) Ms.Dolan requested the 2002 Goals be on the next agenda. 13. Citizens Academv Mr. Anglin said the Academy starts on March 14th,with traffic enforcement night on March 21 st. He suggested TSAC give a brief presentation. Mr. Anglin and Ms.Dolan will prepare and present this overview of the Committee to the Citizens Academy. 14. Adj ourn Mr.Anglin moved, second by Mr. Eriksen,to adjourn the meeting. The meeting was adjourned at 9:22 p.m.
