Minutes
1. Call to Order
The meeting was called to order at 7:10 p.m. by Chair polan.
Members Present: Craig Anglin, Dick Asleson, Linda Dolan, and Neal Heuer
Members Absent: Harald Eriksen, Charles Grawe, and Arthur Zimmerman
Consultants Present: Glen Van i�Vormer

2. Approval of Agenda
Mr. Asleson moved, second by Mr. Anglin, to approve the agenda. Motion passed
unanimously.
3. Approval of January 9, 2002,Minutes
Mr. Asleson moved, second by Mr. Anglin, to approve the minutes of the January 9,
2002, meeting. Motion passed unanimously.
4. Presentation by JoEllen Rutzen
Officer JoEllen Rutzen of the Apple Valley Police Department presented a power point
presentation on the Child Passenger Safety (CPS) Program. The presentation included
history of the CPS program, the need for education, injury facts, child safety seat
effectiveness, technician involvement, and future goals.
5. Traffic Concerns Communicated to the City

Mr. Heuer reported on traffic complaints received by the Public Works
Department. Five concerns were, included. Mr. Heuer elaborated on a
resident not wanting 132"d Street West striped as well as reasons why
132"d Street West should be striped. The Committee recommended 132nd
Street continue to be striped.

Mr. Heuer also presented the Committee with an email received from Apple
Valley's City Administrator and a list of concerns expressed by students at the
School of Environmental Studies. This list was compiled during a meeting
between students, the Mayor, Police Chief, and Sheriff which was held to
discuss the need to drive more safely. The Committee asked 1VIr. Heuer to
meet with Police Chief Scott Johnson to discuss ideas which may be
implemented and report back at the next meeting.
6. 2001 Accomplishments
Mr. Heuer handed out copies of the Traffic Safety Advisory Committee's 2001
Accomplishments. The Committee suggested presenting the accomplishments to the City
Council at its informal meeting on March 14. At that time, the Committee would also
like to discuss its 2002 Work Plan and future direction.
7. Crosswalk Study
Mr. Van Wormer handed out draft copies of the Crosswalk Study and requested that
members of the Committee review the draft, mark it up, and mail it back to him with
comments. Mr. Heuer will mail copies to the absent Committee Members.
7. Specific Location Concerns
Galaxie Avenue is proposed to be widened from just north of 140�' Street West to just
north of McAndrews Road. Galaxie Avenue will be overlaid from the point north of
McAndrews Road where widening ends to the City's border. Mr. Van Wormer handed
out sketches of a center median proposed at the Greenleaf Elementary School erosswalk
to assist pedestrians. Mr. Van Wormer will also review striping of Galaxie Avenue. The
Public Works Department proposes to obtain City Council's approval to bid the project
this spring. The Committee recommended including the proposed center median in the
Galaxie Avenue project.
The Committee suggested staff contact the principal of Greenleaf Elementary to give an
update on the proposed project and see if Greenleaf Elementary has any thoughts of
expanding their parking facilities.

8. Other Business

Mr. Asleson mentioned the Rotary Club is looking into holding a go-cart race within the
City of Apple Valley. This proposal is in the early stages of planrung.

adjourned at 9:50 p.m.
