HomeMy WebLinkAbout09/12/2001 ! • MINUTES OF TRAFFIC SAFETY ADVISORY COMMITTEE September 12, 2001 - 7:00 p.m. Apple Valley City Hall COMMITTEE MEMBERS PRESENT: Linda Dolan, Arthur Zimmerman,Neal Heuer, Craig Anglin, Andy Pederson, Harald Ericksen COMMITTEE MEMBERS ABSENT: Dick Asleson OTHERS PRESENT: Pat Hughes (15274 Florist Circle) CALL TO ORDER Chair polan called the meeting to order at 7:00 p.m. APPROVAL OF AGENDA MOTION: of Zimmerman, seconded by Pederson approving agenda. Motion passed unanimously. APPROVAL OF AUGUST 8, 2001, MEETING MINUTES MOTION: of Ericksen, seconded by Zimmerman, approving the August 8, 2001 meeting minutes. Motion passed unanimously. AUDIENCE: FOR ITEMS NOT ON THE AGENDA Pat Hughes, 15274 Florist Circle, expressed concern with regard to traffic issues on Flagstaff Avenue between County Road 42 and County Road 46 as well as traffic issues associated with the proposed Home Depot/Hillcrest Acres development just north of the Orchard Pointe Development. Mr. Hughes expressed concern with regard to traffic speeds and current volumes as the result of the Pilot Knob Road detour, lack of pathways, and school bus pick up and drop off locations. Mr. Hughes stated that the major problem is on Flagstaff Avenue between 153rd Street and County Road 42. Committee Member Heuer stated that the City currently has traffic counters on Flagstaff Avenue to measure the volume and speeds of traffic on Flagstaff Avenue. Mr. Heuer also indicated that the City of Lakeville has seen traffic increase on Flagstaff Avenue from 5,000 to 12,000 vehicles per day as a result of the Pilot Knob Road detour. Mr. Heuer indicated that Pilot Knob Road should be open by November 1, 2001. The Committee discussed the planning process for the Home Depot/Hillcrest Acres development and discussed possible solutions to Mr. Hughes concerns. Committee Member Pederson stated that he would communicate the concerns presented by Mr. Hughes to the City Planner for incorporation into the discussion regarding the development. FINDLAY AVENUE - FIRELIGHT WAY INTERSECTION At its August 8, 2001, meeting, the Committee passed a recommendation denying the installation of stop signs at the intersection of Findlay Avenue - Firelight Way; encouraging community involvement � � and communication; and directing staff to prepare a finding-of-facts and letter to be considered at the next Traffic Safety Advisory Committee meeting and then distributed to the neighbors in the community. Committee Member Pederson presented a draft copy of a letter to be sent to the residents of the neighborhood outlining the Committee's discussion and motion. MOTION: of Ericksen, seconded by Heuer, approving the letter to be sent to the neighbors of the Findlay Avenue - Firelight Way Intersection. Motion passed unanimously. TRAFFIC CONCERNS COMMUNICATED TO THE CITY Committee Member Heuer reviewed the traffic concerns communicated to the City over the past month. 2001 TENTATIVE WORK PLAN The Committee discussed and specified specific traffic concerns and locations throughout the City, including: Speci�c Traffic Concerns 1. Teenagers driving both before & after school gets out 2. Heavier vehicle traffic before & after school as a result of failed levy referendum. 3. Aggressive driving 4. Running of the red semaphores,multiple vehicles 5. Traffic speeds 6. Traffic volumes 7. Pedestrian knowledge of how crosswalks signals work 8. School zones,what is the law? 9. Slow children signs 10. Bicycle education 11. Pedestrian knowledge 12. Center turn lanes—education on how to be used 13. Lane and turn lane striping 14. Pedestrians in the street(walking,running),Use of sidewalks 15. Neighborhood safety camps (pedestrian,bicycles, etc.) 16. Stop signs 17. Goals of County/State versus City of Apple Valley 18. Reduce speeds 19. Trucking issue (aggregate) and jake braking, uncovered trucks, unsafe equipment 20. Parking near parks 21. Educate early(school education) 22. Crosswalks 23. Stop sign warrants 24. Intersection of Gardenview & County 42: Leading up to the stoplight, Gardenview should have two lanes formed; the left lane for vehicles turning left onto 42, the right lane for vehicles turning right or going straight. Also, a left turn light should be added. 19. Intersection of Johnny Cake Ridge Road & 142"d St W: Consider replacing 4-way stop signs with stoplights. 20. Intersection of County 42 & 147th St(by Bachman's): a"No-turn" sign should be installed. Vehicles exiting the Wal-Mart lot onto County 42 shift over two lanes in less than %2 block, then wait for east-bound traffic to clear and then make a u-turn. 21. Intersection of Cedar Ave & County 42: Timer for the green light on 42 for east-west traffic should be lengthened. It seems most times that only 10-12 vehicles make it through before the light changes. 22. Intersection of Diamond Path& County 38: Traffic crossing 38 or turning on to 38 is very hazardous due to high speeds on 38, and poor sight lines on 38 when east bound.
