1VIINUTES OF TRAFFIC SAFETY ADVISORY COMVIITTEE
April ll,2001 -7:00 p.m.

1. CALL TO ORDER
Chair polan called the meeting to order at 7:00 p.m.
2. APPROVAL OF AGENDA
Chair polan requested that the Independent School District #196 Transportation
Policy issue be added as item 6-e.
MOTION: of Pederson, seconded by Eriksen, approving the agenda for today's
meeting as amended. Motion passed unanimously.
3. APPROVAL OF MARCH 27, 2001,MEETING MINUTES
MOTION: of Asleson, seconded by Lohse, approving the March 27, 2001 meeting
minutes. Motion passed unanimously.
4. TRAFFIC ENGINEERING INFORMATION
Chair polan introduced Mr. Glen Van Wormer, Transportation Engineer for Short Elliot
Hendricksen,Inc. and Consultant Traf�c Engineer for the City of Apple Valley.
Mr. Van Wormer presented the Committee with traffic engineering information.
Specifically, Mr. Van Wormer reviewed information on the Manual of Uniform Traffic
Control, stops signs, and other traffic related signage. Mr. Van Wormer also reviewed
discussion justification and warrant criteria for signage.
5. FLEETWOOD AVENUE -FLAGSTAFF AVENUE INTERSECTION
Comrnittee Member Heuer reviewed the facts and issues surrounding the removal of and
petition for the reinstallation of a stop sign at the intersection of Fleetwood Avenue and

Flagstaff Avenue to make it a all-way stop control. Committee Member Heuer reviewed
current traffic volume information and stated that after applying the conect Minnesota
Manual of Uniform Traffic Control wanants, the intersection does not meet the criteria
and justification for the re-installation of an all-way stop sign control.
Committee Member Heuer reviewed the number of children located in the vicinity of the
intersection as well as the fact that there are potentially five special needs children that
live in the neighborhood. Committee Member Heuer also reviewed a letter he received
from Dakota County Social Services. Committee Member Heuer stated that a plausible
solution might be to investigate the possibility of installing handicapped children signs in
the area to advise drivers of the special situation on the neighborhood.
Rob Franchino, 13755 Flagstaff Avenue, expressed concern with regard to the fact that
drivers don't slow and look at the intersection without a stop si�n. Mr. Franchino also
expressed concern with regard to the behavior that has been created because a stop sib
was previously installed and the fact that children had become accustomed to cars
stopping at the intersection.
Omar and Michelle Valencia, 13686 Fleetwood Avenue, expressed their concerns with
the fact that five special needs children live in the neighborhood.
The Committee and neighborhood residents identified the primary problem in the
neighborhood as speed and safety. Solutions to the problem that were suggested include
traffic calming, stop sign, advisory signs, speed study, speed trailer, and landscaping.
The Committee discussed the potential liability for installing stop signs at location that
does not meet the specified warrant justification. The Committee also discussed the need
for uniformity for installation of traffic control measures such as stop signs.
MOTION: of Asleson, seconded by Dolan, to direct City staff to conduct a speed study at ',
the intersection of Fleetwood Avenue and Flagstaff Avenue and surrounding '
neighborhood and to direct City staff and the City's consultant traffic engineer to examine I
potential alternatives for the Committee to consider at its May 9 meeting. Motion passed �
unanimously.
MOTION: of Eriksen, seconded by Pederson, requesting the neighborhood
representatives identify and ask those residents in the area with special needs children to
contact the City's Public Works Department to help better identify the locations of their
homes. Motion passed unanimously.

Committee Member Pederson reviewed a memo dated April ll which provided the
Committee with each member's pertinent contact information. Committee Member
Pederson stated that the phone number and e-mail address for Committee Member Jenson
were inconect.
Communications Update-Stop Sign Brochure
Committee Member Pederson reviewed a brochure developed by the City Council and
City staff entitled "Stop signs, are they right or your neighborhood?"
Committee Process
Committee Member Pederson reviewed a draft Traffic Safety Advisory Committee
process flow chart. The Committee discussed the fact its process would be developed as
the Committee proceeded forward with its work.
2001 Tentative Work Plan
Cornmittee Member Pederson reviewed a draft 2001 work plan. Committee Member
Pederson stated that this plan would be updated frequently until such time that the Work
Plan was completed for 2001.
ISD#196 Transportation Policy
Chair polan informed the Committee of the present School District discussions to revise
its busing guidelines and hazardous crossing definitions. Committee Member Heuer
stated that City staff is currently compiling a map containing all sidewalks located on the
City. Committee Member Heuer stated that the School District is scheduled to discuss
the issue at its April 23 meeting and that the City may have more information for the
Committee's next meeting.

MOTION: of Eriksen, seconded by Pederson, to adjourn the meeting. Motion passed
unanimously.
