Call to Order The meeting was called to order at 7:01 p.m.by Chair Arthur Zimmerman. Members Present: Craig Anglin, Dick Asleson, Charles Grawe, Neal Heuer, Arthur Zimmerman Members Absent: Linda Dolan,Harald Eriksen Consultants/Alternates Present: Tom Sohrweide Others Present: 2. Approval of Agenda MOTION: Mr. Asleson moved, second by Mr. Anglin, to approve the agenda as presented. Motion passed 5 —0 . 3. Approval of Mav 11,2005 Minutes MOTION: Mr. Anglin moved, second by Mr. Asleson, to approve the minutes as presented. Motion passed 5—0. 4. Audience Items There were no audience items. 5. Other Traffic Concerns Communicated to the Citv a) Police Concerns—Captain Anglin distributed a copy of the 2004 Annual Report. Captain Anglin announced that Captain Jon Rechtzigel would be replacing him as the Police Department representative on the Comxnittee beginning in the September meeting. Captain Anglin said there was a near-fatal car crash on Gala�e Avenue involving eight teenagers. Excessive speed, an inexperienced driver, and a heavily loaded vehicle may have played a role. Mr.Heuer said he would review that section of the roadway. � , TSAC Meeting Minutes � � May 11, 2005 Page 2 b) Public Works Concerns — Mr. Heuer reviewed speed concerns on Hamlet Avenue. Sergeant Bermel is working on enforcement in the neighborhood and there may be a speed perception issue. . Mr. Heuer distributed and briefly reviewed information on two complaints. One complaint involved traffic volumes on Denmark Avenue, but studies show very low traffic volumes. The second complaint involved vehicles on Hayes Road failing to yield to a handicapped child traveling to and from Apple Valley High School. Mr. Heuer said he would like to speak with the child about the frequency of this problem before proceeding to erect signs. As of the time of the meeting, the child had not contacted Mr. Heuer. Mr. Heuer said he is conducting several traffic studies, including a possible multi-way stop at the intersection of Garrett Avenue and 153rd Street. He also requested that the County study the intersection of County Road 42 and Garden View Drive. Mr. Heuer distributed an article on the camera enforcement in Minneapolis. 6. Education Issues Mr. Heuer distributed an educational software program, called Road Real Street Wise, for young drivers given out by State Farm Insurance in cooperation with Daimler Chrysler. Mr. Asleson suggested using the program as part of a review for young drivers six months after they receive their license. Mr. Sohrweide said parent/child contracts for driving privileges are also popular. 7. New Council, Commission and Committee Members List Mr. Heuer distributed a list of Council and Committee members and contact information for reference. Mr. Zimmerman said he attended the Child Safety Seat Clinic. 8. Adjourn MOTION: Mr.Anglin moved, second by Mr. Grawe,to adjourn. Motion passed 5—0.
