Minutes
1. Call to Order
The meeting was called to order at 7:02 p.m. by Chair polan.
Members Present: Craig Anglin,Dick Asleson,Linda Dolan, Harald Eriksen,

2. Approval of Agenda
Mr. Heuer requested an additional item for the election of officers for 2003.
MOTION: Mr.Eriksen moved, second by Mr. Zimmerman,to approve the agenda as
amended. Motion passed unanimously:
3. A�proval of Januarv 8, 2003 Minutes
MOTION: IVIr.Asleson moved, second by Mr. Zimmerman, to approve the minutes of
January 8, 2003. Motion passed unanimously.
4. Audience Items
There were no audience items.
5. Review 2002 Accomplishments Report
MOTION: Mr.Eriksen moved, second by Mr.Zimmerman,to approve the presented
report and forward the report to the City Council for receipt. Motion passed
unanimously.
6. Traffic Concerns Communicated to the Citv
A) Police

Mr.Anglin said he received a complaint requesting more street lighting on Flagstaff
Avenue between County Road 42 and County Road 46. He said Mr. Heuer reviewed
the street and a patrol officer drove that section of street at night. The officer
reported that a vehicle with appropriate headlights should be able to provide
adequate lighting for the driver.
B) Public Works
Mr. Heuer said that Mr. Van Wormer is studying the intersection of 140th Street and
Galaxie Avenue and specifically reviewing the protected left-turn arrow.
Mr. Heuer said the sensors for the signal at the intersection of Galaxie Avenue and
147th were misplaced and were not initiating the protected left-turn arrows as
designed. Mr. Van Wormer wrote a letter to the County and the signal has since
been reprogrammed to work properly.
Mr.Heuer said he received a complaint regarding the section of 153rd Street
currently under review by Mr. Van Wormer.
Mr. Heuer said he received a complaint about park and riders parking along 142nd
Street near Cedar Avenue. He noted that MVTA has arranged for park and ride
parking at the Mount Olivet Church. He believes this has mitigated the on-street
parking situation.
Mr.Heuer said he received a complaint from a resident on Hamlet Avenue
requesting signage because of vehicles taking a turn too fast and strikang mailboxes.
He said he reviewed the file and found one accident in that area during the past year.
A driver did strike a mailbox in that accident. The driver also lived in the
neighborhood. Mr. Heuer said he is not convinced that signage will solve this
problem as the traf�c on the street is primarily from the neighborhood,not cut-
through traffic from other areas. He said he has instructed the plow drivers to apply

Mr.Heuer said that while there are no curve signs along that stretch of the road,
there are five "slow children"signs. He proposed no action at this time.
Mr.Anglin said he received a complaint regarding the design of the intersection of
Cedax Avenue and 138th Street. Mr.Heuer said he expects Dakota County will
close that intersection in the near future.
7. Follow-up on Items from Januarv Meeting
Mr. Heuer said Mr. Van Wormer is working on the location of the mailboxes at the
Post Office site. He said the intersection of Garrett Avenue and 153rd Street will
likely have a traffic signal at some point in the future. The existing Post Office
driveway for the mailboxes is very close to that intersection. Mr. Van Wormer
drafted a new mail drop-off lane design and sent that design to the appropriate Post
Office officials. Mr.Heuer said the project could be completed by 2005.

Mr.Heuer said he received a complaint regarding the intersection of Pilot Knob
Road and Essex Avenue. He sent the resident the recently completed Dakota County
report on the intersection.
Mr. Heuer said he received a complaint on speeding on Diamond Path near the
intersection of County Road 38.
Mr.Heuer distributed an information handout on Traffic Safety Fundamentals.
Mr. Heuer said that Mr.Van Wormer is conducting a presentation to City staff on
the appropriate placement and location for street signs.
8. Traffic Safetv Educational Efforts
a) Monthly Newspaper Article
A copy of the articles in the February and March newspaper issues was distributed
with the agenda packet for Committee members' review.
b) Traffic Accident Investigation Update
Mr.Anglin said the State Patrol completed its investigation. A Dakota County grand
jury indicted the officer on three misdemeanor counts. A trial date is set for ApriL
The Dakota County Sheriff's Office is investigating as to whether any internal
policies and procedures were violated.
c) Car Seat Clinic
Mr. Anglin said a car seat clinic would be held on June 7th at the Northwest Federal
Credit Union bu:l�ing from 9:Q0 a.m. to 1:00 p.m. TSAC members are invited to
attend.
. d) Youth Representative
Mr. Anglin said a public safety instructor from Rosemount High School would be
willing to solicit interest on serving on the Committee from high school students.
The Committee members discussed a number of issues for such a proposal including
the residency requirement,the need for lengthy education and commitment to the
Committee, and the actual membership of such a person. Mr. Anglin said he would
explore the issue more fully and provide more information on the May agenda.
9. Election of Officers
Ms. Dolan requested nominations for the position of chair. She indicated she would be
happy for others to serve in this capacity. There were no other nominations.
MOTION: Mr.Asleson moved, second by Mr. Grawe, to appoint Ms. Dolan as Chair for
2003. Motion passed 6-0. Ms.Dolan abstained.

MOTION: Mr. Asleson moved, second by Mr.Eriksen, to appoint Mr. Zimmerman as
Vice-Chair for 2003. Motion passed unanimously.
10. Adj ourn
MOTION: Mr. Zimmerman moved, second by Mr. Anglin, to adjourn the meeting.
Motion passed unanimously. The meeting was adjourned at 8:10 p.m.
