Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman Members Present: Dick Asleson, Linda Dolan, Charles Grawe; Jon Rechtzigel, Arthur Zimrnerman Members Absent: Harald Eriksen, Consultants/Alternates Present: Tom Sohrweide Others Present: Carol Blommel JoYmson 2. Approval of A eg nda MOTION: Mr. Rechtzigel moved, second by Mr. Asleson, to approve the agenda as presented. Motion passed 5-0 3. A�proval of May 14, 2008 Minutes MOTION: Mr. Grawe moved, second by Mr. Asleson, to approve the Minutes of May 14, 2008 as presented with the typographical error corrected. Motion passed 4-0 (Mr. Zimmerman abstained) 4. Audience Items There were no audience items. 5. Update on Resident Request for Guardrails Alon�Palomino Drive Mr. Sohrweide distributed a memo recommending no guardrail installation at this time. He noted that if the City proceeded with the guardrail, it would likely cost arou�d $14,000.00. The requested guardrails would have covered the area where traffic ir�cidents have occurred,but wo�ld not cover areas further east where the slope is steeper. Mr. Sohrweide recommended that if the City proceeded, the guardrail installation occur behind the curb. He said a steel beam design is preferred over cable as cable can catch the front of a vehicle causing it to flip. ! � . Ms. Dolan asked if any additional signage was appropriate at streets intersecting with Palomino Drive. Mr. Sohrweide said probably not in this case given the speeds and local street designs. 6. Update on White Light Pro�ram for Red Light Runners Ms. Blommel Johnson said City staff inet with Dakota County and SHE will develop an implementation plan. However, the City would like to wait until the Burnsville implementation study has been completed. Preliminary discussion with Burnsville indicates that tickets are being issued. The Apple Valley Police Department would like to see how the court system handles those tickets before proceeding. 7. Other Traffic Concerns Communicated to the Citv of A�ple Valley Public Works' Concerns Ms. Blommel Johnson said a study was conducted on 144th Street at the intersection with Diamond Path by Diamond Path Elementary School. Mr. Sohrweide observed traffic movements and found there was a limited peak traffic time that last around ten minutes. For the 15 of 97 vehicles observed turning left onto Diamond Path, the average delay was around 21 seconds. The remainder of the vehicles turned right. Ms. Blommel Johnson said a stop sign was struck by a vehicle at the intersection of Oriole Drive and Duchess. From reviewing the files, it appears that this sign did not meet warrants as traffic volumes are low and the only accidents reported there appear to involve hitting the stop sign. As it does not meet warrants, it will not be replaced. Ms. Blommel Johnson said the County is working with residents and businesses on Cedar Avenue improvements. It appears likely that the 139tn Street access onto Cedar will be closed to make room for a transit station. The City received a request for a crosswalk at Foliage Avenue and 153ra Street. Foliage Avenue has a 45 miles per hour speed limit. Since additional stop signs were installed there have been no reported accidents at the intersection. There is significant pedestrian traffic in the area due to the nearby park. Mr. Sohrweide said that if the City installs a cross walk, it should consider a pedestrian refuge at the center median. Police Concerns Mr. Rechtzigel reported an increase in bike and car accidents, many involving vehicles making right-hand turns. � � 8. Education Issues The mock crash will be held at Eastview this year on May 15. Mr. Grawe said there seems to be an increase in interest in use of golf carts and other non-traditional motorized vehicles on City streets. Pedestrian and Bike Safety Campaign Mr. Sohrweide said the City of Burnsville recently launched a new pedestrian safety campaign and brochure. Mr. Grawe said he would contact Burnsville. Mr. Rechtzigel said he is currently exploring educational grant opportunities. 9. Adj ourn MOTION: Mr. Grawe moved, Mr. Rechtzigel seconded, to adjourn. Motion passed 5 - 0.
