Call to Order The meeting was called to order at 7:01 p.m. by Vice Chair Harald Eriksen Members Present: Linda Dolan, Harald Eriksen, Charles Grawe, Jon Rechtzigel Members Absent: Dick Asleson, Arthur Zimmerman Consultants/Alternates Present: Others Present: Carol Blommel Johnson 2. A�proval of A eg nda MOTION: Mr. Grawe moved, second by Ms. Dolan, to approve the agenda as presented. Motion passed 4-0 3. A�proval of March 12, 2008 Minutes MOTION: Mr. Rechtzigel moved, second by Mr. Grawe, to approve the Minutes of March 12, 2008 as presented. Motion passed 4-0 4. Audience Items Tfiere were no audience items. 5. Update on Resident Request for Guardrails Along Palomino Drive Ms. Blommel Johnson reported that shortly after the last meeting, another vehicle left the roadway and drove on the private property along Palomino Drive. From the tracks, the vehicle appears to have crossed Palomino Drive from Huntington Drive and continued onto the private property. There was no significant property damage and the vehicle fled the scene. Ms. Blommel Johnson said the last two events at this area seem to be anomalies and did not involve the type of traffic movement that guardrails are intended to address. The group asked for further analysis from the City's traffic engineer to determine the liability to the City or other issues that may result from • � installing the guard rails as requested. The group also requested cost estimates for different types of guardrail installations. 6. Update on White Li ng t Pro�ram for Red Li�,ht Runners Ms. Blommel Johnson said Burnsville has installed two of the light systems, but have yet to start enforcement. The white lights were changed to blue. The project cost was around $250 per light. Ms. Dolan recommended that staff discuss the success of the project before implementing in Apple Valley. 7. Other Traffic Concerns Communicated to the Cit�f Apple Valley Police Concerns Mr. Rechtzigel reported that the Department conducted a commercial vehicle enforcement saturation effort. Public Works' Concerns Ms. Blommel Johnson reported a complaint of vehicle speed on Dundee Avenue south of County Road 42. The resident requested speed limit signs. Studies have shown that posted signs can cause an increase in vehicle speed. Tlie City is using several educational and enforcement tools in the area. Deaf child signs were ordered for 148th Path where a daycare provider has a deaf child. � A resident expressed concerns over the intersection of 142"d Street and Granite Avenue. The City has checked the sight lines at the intersection and found an evergreen tree is causing some sight issues. The City will follow-up with that property owner. Turn lanes are being installed at 140th Street and Pennock Avenue. New striping is also scheduled for the intersections of County Road 42 and Garden View Drive and Galaxie Avenue and 160th Street. Parents dropping children at Falcon Heights Middle School have been turning east on McAndrews Road and then making u-turns to go west. This traffic is blocking traffic on Diamond Path. Education efforts are underway. Founder's Lane is scheduled for construction this year. 8. Education Issues The mock crash will be held at Eastview this year on May 15. • • 9.
