Minutes
l. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Joe Shaw,
Arthur Zimmerman
Members Absent: Michael Marben
Consultants/Alternates Present: Dave Bennett,Mitch Scott

2. Approval of A e�a
MOTION: Mr. Blomstrom moved, second by Ms. Dolan,to approve the
agenda as presented. Motion passed 5-0.
3. A�proval of September 12, 2012 Minutes
MOTION: Mr. Blomstrom moved, second by Mr. Grawe,to approve the
Minutes of September 12, 2012 as presented. Motion passed 5-0.
4. Audience Items
There were no audience items.
5. Draft Policy for Portable Driver Feedback Si�ns
Mr. Blomstrom said the City obtained two portable, solar powered driver
feedback speed signs in 2012. These signs would be installed in a location for
several weeks,but likely rotated to several different locations over the course
of the non-winter seasons. Mr. Blomstrom distributed a revised draft policy
for the new portable signs for the Committee's consideration. The Committee
members suggested minor revisions.

MOTION: Ms. Dolan moved, second by Mr. Shaw, to approve the policy
incorporating the minor revisions discussed in the meeting and recommend
the approval of the policy by the City Council. Motion passed S-0.
6. Garden View Drive Speed and Traffic Update
Mr. Bennett said the replacement speed sign was just installed,but some data
collection issues need to be resolved. He said he expects to have new data at
the next meeting.
7. Other Traffic Concerns Communicated to the Citv of Apple Vallev
Police Concerns
Mr. Scott said that speeding remains an issue of concern in general
Public Works' Concerns
Mr. Blomstrom noted that the construction on Cedar Avenue is substantially
complete.
Mr. Bennett said the City received a complaint about cut-through traffic on
Ellice Trail. Traffic patterns in that area were altered greatly by the road
construction project on Johnny Cake Ridge Road this year. The resident
noticed that the situation improved once the construction was complete and is
no longer concerned.
Mr. Bennett said a resident requested protected left turn arrows on north and
south bound Garden View Drive at County Road 42. The County's Capital
Improvement Program includes replacement of the signal in 2015 and the
County has indicated that they will consider changes at that time.
Mr. Blomstrom noted that Flagstaff Avenue has opened between 147�' Street
and 140�' Street and 147�' Street between Flagstaff Avenue and Johnny Cake
Ridge Road will open next week.
8. Education Issues
Mr. Grawe noted the increasing presence of motorized vehicles, including
full-size street legal mopeds,being used illegally on bike and pedestrian
pathways.

passed 5- 0. Meeting was adjourned at 7:48 p.m.
