Call to Order The meeting was called to order at 7:00 p.m.by Chair Arthur Zimmerman Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Michael Marben, Joe Shaw,Arthur Zimmerman Members Absent: Harald Eriksen Consultants/Alternates Present: Dave Bennett Others Present: 2. Approval of Agenda Ms. Dolan requested the addition of the neighborhood sign program as an educational item. MOTION: Mr.Marben moved, second by Ms. Dolan,to approve the agenda as amended. Motion passed 6-0. 3. Approval of Julv 11, 2012 Minutes Mr. Blomstrom asked for a correction by striking a phrase. MOTION: Mr. Zimmerman moved, second by Mr. Blomstrom,to approve the Minutes of July 11, 2012 as amended. Motion passed 5-0 (Mr. Zimmerman abstained). 4. Audience Items There were no audience items. 5. Resident Request for Parkin�Restrictions alon�Upper 139�' Street Mr. Blomstrom introduced the item. A resident has expressed concern over parking in a neighborhood that will be a future site of a BRT station stop. The � � resident met with staff and decided that there may not be a cause for concern since the BRT service is not intended for express commuting service. 6. Draft Policy for Portable Driver Feedback Si rg_is Mr. Blomstrom said the City is obtained two portable, solar powered driver feedback speed signs. These signs would be installed in a location for several weeks,but likely rotated to several different locations over the course of the non-winter seasons. Mr. Blomstrom distributed a draft policy for the new porta.ble signs for the Committee's consideration. The Committee members grovided several suggestions. Mr. Blomstrom said he would incorporate the comments and bring a revised policy back for approvaL 7. Garden View Drive Speed and Traffic Review Mr. Bennett distributed traffic data taken from the advisory signs installed on Garden View Drive. Mr. Blomstrom noted that a lightning strike damaged one of the signs and it is under repair. Mr. Bennett said the City reviewed the curve radius on the south end,but it does not meet warrants for a speed advisory sign. 8. Other Traffic Concerns Communicated to the CitY of Apple Valley Police Concerns Mr. Marben had no additional police items,but noted increasing examples of youth making risky traffic-related decisions. Public Works' Concerns Mr. Blomstrom said the City received a complaint about cut-through traffic on Ellice Trail. Traffic patterns in that area were altered greatly by the road construction project on Johnny Cake Ridge Road this year. Staff will review the issue next year to determine if it is an ongoing problem. Mr. Blomstrom said the City received a complaint about difficulty far bicyclists using the roundabouts. Mr. Bennett said the guard rail along Palomino is scheduled for installation in October. Mr. Bennett said the parking restriction signs were placed along Walnut Lane. � � 9. Education Issues Ms. Dolan said her neighborhood tested the new speed awareness signs this August. About 45 residents within the Cedar Isle development participated. Signs were relocated about every three to five days through September. The signs appeared to get the attention of motorists. 10. Ad�ourn MOTION: Mr. Grawe moved, second by Ms. Dolan,to adjourn. Motion passed 6- 0. Meeting was adjourned at 8:01 p.m.
