Call to Order The meeting was called to order at 7:00 p.m.by Chair Arthur Zimmerman Members Present: Todd Blomstrom, Linda Dolan, Harald Eriksen, Charles Grawe,Michael Marben, Joe Shaw, Arthur Zimmerman Members Absent: Consultants/Alternates Present: Dave Bennett Others Present: Daniel Guderjan 2. A�proval of A�enda Mr. Bennett requested removal of the Cobblestone Lake stop sign request due to lack of information from the resident as the intersection location of the request. MOTION: Mr. Blomstrom moved, second by Mr. Grawe,to approve the agenda as amended. Motion passed 7-0. 3. Approval of March 14, 2012 Minutes MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to approve the Minutes of March 14, 2012 as presented. Motion passed 5-0. (Mr. Zimmerman and Mr. Eriksen abstained) 4. Audience Items There were no audience items. 5. Resident Rec�uest for 3-wav Stop at intersection of Redwood Drive and Keller Lake Drive Mr. Blomstrom introduced the item. Residents have expressed concerns over speeding traffic at this t-intersection, which currently requires traffic on Keller Lake Drive to stop,but not traffic on Redwood Drive. Concerns over traffic � � volumes at peak times were also raised. Residents also noted that traffic on Kelley Lake Drive frequently fails to stop at the existing stop sign. Committee members explained different enforcement strategies to address violation problems. The Committee also requested that staff conduct an analysis of the intersection and bring recommendations to the next meeting. 6. Resident ReQuest for Additional Traffic Control at the Intersection of Garrett Avenue and 153`d Street Mr. Blomstrom said that the City is working with the Post Office to address traffic flow issues around the site. The current exterior mailbox location often creates traffic back-ups onto 153rd Street. Relocating the mailboxes might help alleviate some of the problem. The resident making the request is blind and has a difficult time crossing the intersection and has requested a signal. The guide dog will not go across the intersection unless all of the traffic is at a stop. Too many vehicles are creeping through the intersection and not fully stopping. The intersection is very close to meeting warrants for a signal,but a signal may not function effectively with such close proximity with a roundabout about a block away. The Committee discussed a number of alternatives, including optional routes that might allow the resident to get to their destination with less difficulty. 7. Founders and 153rd Street Traffic Si_gn Analysis for One-Way Streets Staff has noted increased violations of the one-way streets. Mr. Bennett presented recommended signage improvements. MOTION: Mr. Marben moved, second by Mr. Eriksen, to recommend the City implement the recommended signage changes. Motion passed 7-0. 8. Garden View Drive Speed and Traffic Review The City continues to receive complaints about traffic speeds and rude drivers on Garden View Drive. Mr. Blomstrom distributed the data collected from the advisory signs and there was brief discussion about the data. 9. Update on Palomino Drive Guard Rail Mr. Bennett said the City is obtaining quotes in June and expects to install the rail in August. � � 10. Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Marben noted increased traffic volumes on Galaxie Avenue during the Cedar Avenue construction. Public Works' Concerns Mr. Blomstrom noted similar traffic shifts onto Pennock Avenue. 11. Education Issues Mr. Blomstrom reported that a resident has taken out the neighborhood speed awareness signs,but has not yet returned them to the City. 12.
