Call to Order The meeting was called to order at 7:00 p.m.by Chair Arthur Zimmerman Members Present: Todd Blomstrom,Linda Dolan, Charles Grawe, Michael Marben, Joe Shaw, Arthur Zimmerman Members Absent: Harald Eriksen Consultants/Alternates Present: Tom Sohrweide, Dave Bennett Others Present: Mary Abraham, Ben Dahlman, Lorrie Dahlman, Sue Kasner, Guss Neubert, Tom Woltersdorf 2. A�proval of A�enda The Committee asked to add an additional education item on the Toward Zero Deaths Conference, to move the 140�' Street discussion before County Road 42; and to move the Annual Report after the discussion items for which there was audience attendance. MOTION: Mr. Marben moved, second by Mr. Blomstrom;to approve the agenda as amended. Motion passed 6-0. 3. A�proval of November 9, 2011 Minutes Mr. Blomstrom noted a correction in Item 5 that was attributed to him,but should have been attributed to Mr. Sohrweide. MOTIONY Mr. Blomstrom moved, second by Mr. Marben, to approve the Minutes of November 9, 2011 as corrected. Motion passed 6-0. 4. Audience Items There were no audience items. 5. Update on Resident Coneerns regardin� Crosswalk at 147�' Street at Garrett Avenue • • Mr. Blomstrom said that the school speed zone signs have been received by the City and will be installed during January. The school crosswalk signs are also scheduled to be installed in January. Public Works staff removed two trees on the east side of the crosswalk following the last meeting. Further evaluation of the visibility will be done when foliage is on the remaining trees. Mr. Blomstrom said the City provided a map to the School to determine their walk to school mapping. The City is currently waiting for the School to establish a crossing program. Once a program is established, the City will provide portable crosswalk signs that can be moved into the middle of the intersection during a crossing. 6. Resident ReQUest for Parkin�Modifications alon� 14030 to 14080 block of Guthrie Avenue Mr. Blomstrom said parking restrictions are currently in place between 7:00 a.m. and 3:00 p.m. September lst through June 15�'. These restrictions were enacted to discourage high school student parking on the street. Several residents presented a petition from all the residents on the cul-de-sac to remove the parking restrictions. The residents indicated that lack of on- street parking is causing undue hardship for one family that requires special caretakers for their children five days per week. The residents also expressed the belief that the removal of the parking restrictions was unlikely to result in undesirable parking from the school students. Mr. Blomstrom noted that one of the residents had requested modified parking restrictions to address issues with athletic league parking during the summer evenings. This request was denied due to lack of support from the other residents in the cul-de-sac. MOTION: Mr. Grawe moved, second by Mr. Shaw, to request staff to contact the resident who previously requested additional restrictions to verify that he now supports removing the existing parking restrictions. If the resident confirms he is in favor, the Committee would recommend removal of the existing parking restrictions. If the resident is not in favor, the Committee would discuss the issue again at its next meeting. Motion passed 6-0. 7. Resident Concern with Vehicle Crash along Palomino Drive near Hunters Wav Mr. Bennett summarized three previous crash incidents and the Committee's recommended actions over the past several years. Two residents expressed concern of yet another incident in which a car left the roadway and drove in their association's property. Mr. Sohrweide described the signage r i improvements installed by the City previously. The Committee discussed the possibility of studying a guard rail or other barrier. The Committee's consensus was to direct staff to provide further analysis of a guard rail and its cost for the next meeting. 8. Resident Concerns with Intersection of 140'1i Street and 141 St Street Mr. Blomstrom said a resident expressed concern over the safety of the intersection after a recent vehicle crash. The resident�roposed creating a right turn only movement out of 141 St Street onto 140 Street. The Committee thanked the resident for his input and participation,but noted that 141 St Street is the only access for a significant retail center and that creating a right turn only movement would significantly hinder traffic movement out of the center. City records indicate one crash at this intersection between January 1, 2010 and December 31, 201 l. The Committee asked staff to continue to monitor this intersection along with others along 140�` Street. 9. Resident Concern with Road Curve near Propert,v at 84 County Road 42 Mr. Grawe reported that a resident contacted the City after their house was hit by a vehicle that failed to make the turn off the frontage road. The Committee noted the unusual nature of the property with frontage roadways ending on either side. No action was requested by the resident at this time. 10. A�proval of 2011 Annual Accomplishment Report Ms. Dolan requested that the language relating to the yard sign pilot project be copied out of the 136t1i concern narrative and added as an educational item. MOTION: Mr. Marben moved, second by Mr. Blomstrom, to approve the report as amended and forward it to the City CounciL Motion passed 6-0. 11. Other Traffic Concerns Communicated to the Ci .t�pple Valley Police Concerns Mr. Marben reported no new police concerns. Public Works' Concerns Mr. Blomstrom provided updated speed data on Garden View Drive. Mr. Blomstrom noted that the intersection of Flagstaff Avenue and 140�' Street does not function optimally when Eastview High School ends and large numbers of cars exit at the same time. Flagstaff is scheduled to be extended to . 147�' Street this summer and the signal will be modified at that time. � � 12. Education Issues Mr. Shaw provided a summary of the sessions he attended at the Toward Zero Deaths Conference. Ms. Dolan said she would e-mail information about the upcoming Teen Safe Driving Summit. 13. Election of Officers MOTION: Mr. Marben moved, second by Mr. Blomstrom, to nominate Mr. Arthur Zimmerman as Chair and Mr. Joe Shaw as Secretary. Motion passed 6-0. 14. Adjourn MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to adjourn. Motion passed 6- 0. Meeting was adjourned at 8:56 p.m.
