Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m.by Acting Chair Linda Dolan
Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Jon
Rechtzigel, Joe Shaw (arrived at 7:24 p.m.), Arthur Zimmerman(arrived at
7:10 p.m.)
Members Absent: Harald Eriksen
Consultants/Alternates Present: Tom Sohrweide, Dave Bennett
Others Present: Clint Hooppaw, Jennifer Laber
2. Approval of A eg nda
Mr. Blomstrom requested the addition of items concerning 144�' Street and
Embry Path, Follow-up on 136�' Street signage, and moving the Garden View
Drive item to the end of the non-routine business items.
MOTION: Mr. Blomstrom moved, second by Mr. Rechtzigel, to approve the
agenda as amended. Motion passed 4-0.
3. Approval of July 13, 2011 Minutes
MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to approve the
Minutes of July 13, 2011 as presented. Motion passed 4-0.
4. Audience Items
There were no audience items.
5. Resident Concerns at 144�' Street and Embrv Path
Mr. Blomstrom said that Embry Path was overlayed earlier this year. Several
years ago,the city removed a crosswalk at 147�' Street and Embry Path. A
resident requested the restoration of that crosswalk and the addition of a four-
way stop at 144�' Street and Embry Path.

Mr. Zimmerman arrived.
MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to conduct a review
of the intersection of 144�' Street and Embry Path to determine if it meets
warrants for a four-way stop and to review the reasons that the crosswalk was
removed at 147�' Street. Motion passed 5-0.
6. Resident Request for One-Side Parking along Walnut Lane near Westview
Elementary School �
Mr. Blomstrom presented background information regarding a request from
Laura Miske to remove on-street parking along the early portion of Walnut
Lane near Garden View Drive. Mr. Rechtzigel reported that the City survey
the four property owners that would be affected by potential parking
restrictions along Walnut Lane. One resident supported parking prohibitions,
but the others were not in favor and one specifically did not want to create an
inconvenience for school students or their familiar. There was general
agreement that the parking is only a problem during special school events.
Mr. Shaw arrived.
MOTION: Ms. Dolan moved, second by Mr. Shaw, to not recommend the
requesting parking restrictions. Motion passed 6-0.
7. Resident Request for Left Turn on 140�' Street at Everest Avenue
Mr. Blomstrom reviewed the current four-lane road alignment and explained
that any addition of a left-turn lane would require substantial modifications to
the roadway. Mr. Blomstrom said this would need to be part of a larger
discussion of the road alignment for a large section of the road. He said he
would pull the vehicle crash data history for that area.
8. Resident Concern with Speedin�on Upper 136�' Street
Mr. Sohrweide reviewed recent concerns from residents regarding speeding
traffic Upper 136�' Street. A resident attended a previous meeting to express
concerns. Mr. Sohrweide conducted further evaluation on some of the sight
distances and recommended reverse curve signage and 25 miles per hour
speed advisory signs.
MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend the
installation of the advisory signage as described by Mr. Sohrweide. Motion
passed 6-0.

9. Update on Safe Routes to School Grant Application for Greenleaf Elementary
School
Mr. Blomstrom said the city was not awarded a grant application for a HAWK
pedestrian crossing signal at the Greenleaf Elementary School and alternate
funding sources would be required.
10. Update on Resident Concerns with Speedin�on Garden View Drive Between
CR 42 and CR 46
Mr. Blomstrom provided an overview of the resident's concerns and presented
speed data collected from the northbound sign between November 2010 and
this summer. The range of vehicles traveling at 35 miles per hour or less was
between 88 and 93 percent each month. The Committee discussed this data
along with the previously collected police enforcement data indicating few
violators. The percentage of speed violators was not significantly different
from many other city streets. However,the traffic volume on Garden View
Drive is significantly higher as it is a collector roadway. The city will
continue to monitor speeds on the roadway.
11. Other Traffic Concerns Communicated to the Ci_ty of Apple Valley
Police Concerns
Mr. Rechtzigel reported several complaints regarding truck traffic associated
with the Whitney Pond construction project.
Mr. Rechtzigel reported a complaint about a load paper delivery vehicle and
noted a faulty equipment violation tag was issued.
Public Works' Concerns
Mr. Blomstrom reported no further concerns.
12. Education Issues
Ms. Dolan reported on a teen driving summit.
Mr. Grawe reported an increasing number of small motorized vehicles using
the bike and pedestrian pathways that approach street intersections at much
higher rates of speed than traditional pedestrian or bicycle path users.
Ms. Dolan reported that National Walk to School Day is approaching.

MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to adjourn. Motion
passed 6-0. Meeting was adjourned at 8:30 p.m.
