1. Call to Order
The meeting was calied to order at 7:00 p.m. by Chair Arthur Zimmerman.
Members introduced themselves.

2. A�proval of Agenda
Mr. Grawe requested the addition of a concern relating to the crosswalk across
147t1i Street near the Paideia Academy Charter School
MOTION: Mr. Blomstrom moved, second by Mr. Grawe, to approve the
agenda as amended. Motion passed 7-0.
3. Election of Chair and Secretary Officers
MOTION: Mr. Blomstrom moved, second by Mr. Reehtzigel, to nominate
Mr. Zimmerman as Chair and Mr. Eriksen as Secretary. Motion passed 7-0.
4. ,A�proval of November 10. ZO10 Minutes
Ms. I�oian asked for a ciarification and amendment.
MOTION: Mr. Slomstrom moved, second by Mr. Grawe, to approve the
Minutes of November 10, 2010 as amended. Motion passed 6-0 (Mr. Shaw
abstained).

7. Fernando Avenue Traffic Concerns Update
Mr. Blomstrom said two resident concerns were received in July. The City
wanted to take traffic counts both durina the summer and during the school
year.
Mr. Sohrweide distributed a memo on the results of the traffic counts. It
appears there is a Qreater impact in the morning, possibly school being in
session, that amounts to one additional vehicle every 80 seconds. The average
vehicle speed was below 30 miles per hour. The volumes were still well
below normal residential street levels, under 1,500 vehicle trips per day.
There was one very abnormal count in the summer and the City will conduct
counts again when warmer weather arrives. Mr. Blomstrom said he would
contact the residents with the results of the study.
8. Findlay Avenue Traffic Concerns Update
Mr. Blomstrom said the City received a request for sidewalk extensions along
Findlay Avenue. City staff studied the radius of the curve of the road to
determine if advisory sib s are necessary for the roadway. The radius of the
curve was not particularly great and would only qualify for a 25 mile per hour
speed advisory sign if one were posted. A survey to the six resident properties
potentially impacted by the proposed sidewalk showed one in favor, two
against, and three who had yet to respond.
9. Garden View Drive Traffic Concerns
Mr. Blomstrom said the City received concems about speeds on Garden View
Drive south of Whitney. Mr. Zimmerman provided a brief description of the
issues and solutions from the Garden View Drive Ad Hoc Committee process.
Mr. Blomstrom said he would continue to evaluate the area for the next
meeting.
10. Concerns about Crosswalk on 147�' Street Near Paideia Academv
Mr. $iomstrom said the C;ity received a new concern about the crosswaik.
The crosswalk was the subject of Committee review and analysis in the recent
past. Mr. Blomstrom said the signs will be checked to see if trees obscure
visibility. The si�nage itself is in compliance with Minnesota's traffic
controls manual. The last studies of the crosswalk revealed very low

Mr. Rechtzigel reported that high snow banks are creating issues for drivers.
Public Works' Concerns
There were no other Public Warks concerns.
12. Education Tssues
Mr. Sohrweide noted that Mr. Eriksen was recognized by the North Central
Section Institute of Transportation En�ineers.
Mr. Sohrweide provided a memo on laws pertaining to bicycle operation on
streets and sidewalks.
