Call to Order The meeting was called to order at 7:06 p.m.by Linda Dolan. Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Jon Rechtzigel Members Absent: Dick Asleson, Harald Eriksen, Arthur Zimmerman Consultants/Alternates Present: Tom Sohrweide Others Present: David Ehmiller, Bobby Ghamandi 2. Approval of A eg nda Ms. Dolan asked to add an item on the Trail and Sidewalk Task Force response under Education Issues. MOTION: Mr. Blomstrom moved, second by Mr. Rechtzigel, to approve the agenda as amended. Motion passed 4-0. 3. Approval of Mav 12, 2010 Minutes MOTION: Mr. Rechtzigel moved, second by Mr. Blomstrom, to approve the Minutes of May 12, 2010. Motion passed 4-0. ! 4. Audience Items David Ehmiller and Bobby Ghamandi expressed concern over vehicle speeds on Fernando Avenue. They also ex�pressed concerns that there is no traffic signal at Fernando Avenue and 140 Street and there are no sidewalks along Fernando Avenue. Mr. Blomstrom said the City would conduct traffic counts. He recommended a neighborhood grass roots effort to raise awareness among the neighbors. Mr. Rechtzigel said the City would also increase enforcement and encouraged the residents to write down license plates of observed speeders. . � 5. Concern for S eedin�Traffic along 137�' Street north of 140� Street Mr. Rechtzigel said the Police conducted a traffic survey of 215 vehicles in May. The average speed was 26.55 mile per hour and only 13.4 percent of the surveyed vehicles exceeded the 30 mile per hour limit. Only nine vehicles were five or fewer miles per hour over the limit and only one vehicle exceeded the speed limit by 10 miles per hour or more. The Police conducted a second survey of 85 vehicles in July. The average speed was 26.66 miles per hour and only 9.4 percent of the surveyed vehicles exceeded the 30 mile per hour limit. None of the vehicles exceeded the speed limit by more than five miles per hour. The resident who raised this issue was interested in any template flyer that the Committee approved that could be distributed around the neighborhood. There was a brief discussion about the template flyer developed by the Public Works Deparhnent. 6. Concern for Speeding Traffic alon� 135�' Street at Fordham Avenue Mr. Blomstrom said a resident called originally requesting a stop sign at the intersection. Mr. Blomstrom discussed other traffic control options. The resident requested a copy of the template flyer once it is approved. Mr. Blomstrom also noted that the street section is scheduled for reconstruction in 201 l, at which time other options could be considered. The Police Department is increasing enforcement on 135�' Street. 7. Reguest for Speed Limit Si�n: Everest Avenue Mr. Blomstrom said several residents expressed an interest in the template flyer once it is approved. The Public Works Department reviewed the situation and believes that two speed limit signs are warranted due to the �, length of the road section and the visible qualities of the road that could be mistaken for a collector roadway. 8. Crosswalk Studv at Greenleaf Elementarv School Mr. Blornstrom said there are high pedestrian counts crossing Galaxie Avenue at Greenleaf School. The School is considering expanding the area of children not eligible to ride the bus due to budget constraints. He recommended further study this fall and will return to the Committee with a recommendation when more information has been gathered. • � 9. Other Traffic Concerns Communicated to the Citv of Apple Valley Police Concerns Mr. Rechtzigel reported concerns over the number of red light runners. Public Works' Concerns Mr. Blomstrom reported a resident concern for a trail along 135�' Street that dead-ends at 140�'Street. He asked that the City's Trail and Sidewalk Planning Study Task Force prioritize completion of the trail on 140�' Street between 135�' Street and McAndrews Road. There was a brief discussion of the Planning Study Task Force's findings. 10. Education Issues There was a brief discussion of the Planning Study Task Force's findings. 11.
