MINUTES OF LEBANON CEMETERY ADVISORY CONIlVIITTEE MEETING
July 19,2005-2:00 p.m.
Apple Valley Municipal Center

Chair Anderson called the meeting to order at 2:03 p.m.
Chair Anderson called a verbal role for today's meeting. The swearing in of Mike Gruber was
postponed until the next meeting. Mr. Gruber had to miss the meeting due to illness.
APPROVAL OF AGENDA
MOTION: of Wagner, seconded by Raiche, approving the agenda for
today's meeting as written. Motion passed unanimously.
AUDIENCE—For Items Not on This Agenda—No one was present to speak.
APPROVAL OF NIINUTES
MOTION: of Kemp, seconded by Raiche, approving the minutes of the
April 19, 2005,meeting as written. Motion passed unanimously.
NEW/CONTINUED BUSINESS
New Council, Commission and Committee Members List
Chair Anderson noted a change needed on the updated list distributed in the agenda
packet. Ranee Hadley's business phone should be 952-237-1459.
Activity Report
Ms. Bryant reviewed the Lebanon Cemetery Activity Report for second quarter. There
were 171ot sales in the second quarter: 10 to residents and 7 to non-residents; no niche
sales; 10 sales were preneed and 7 were at need. There were 9 burials, of which 7 were
traditional and 2 were cremations. There was 1 transfer.

Comxnittee Member Kemp asked for clarification: does transfer mean from one name to
another. Ms. Bryant conf'umed it does.
Chair Anderson noted sales in 2005 are on par with 2004 sales.
Maintenance and Grounds
Mr. Rippentrop stated two trees are to be replaced. A few axeas where people drove on
the grass need to be hydroseeded. Because of the stretch of hot weather and no rain, new
trees are being watered.
Chair Anderson said he is at the cemetery t�vo or three times a week and picks up any
litter, but there is never much. The cemetery looks very nice; he heaxs a lot of
compliments. Thanks to Rod and the crew for their good work.
Consider Amendment to the Cemetery Advisory Committee By-Laws
Chair Anderson pointed out three proposed changes to the committee by-laws:
Section III. Replace "Dakota County" with"City of Apple Valley" as committee
member residency requirement.
Sections VII. B. and C. Replace "City Hall" with "the Municipal Center" as the
meeting plaee.
Chair Anderson expressed his opposition to the committee residency change. It is too
restrictive. People from surrounding communities have interest in the cemetery and have
loved ones buried there. A diversity of inembers has been beneficial for the committee.
Having only members who are Apple Valley residents would limit the pool of interested
applicants. Committee Member Wagner stated he cannot support the amendment, and, if
the Council adopts it, would have to resign as he is a Burnsville resident. Chair Anderson
stated Committee Member Wagner has been a valuable member of the cemetery
committee for many years. Committee Member Raiche would like the committee's
opposition expressed in strong terms. Committee Member Kemp would like to know
what the City Council was thinking; he is opposed.
MOTION: of Kemp to not accept the draft amendment to the Cemetery Advisory
Committee By-Laws as currently written. Seconded by Raiche. Motion passed
unanimously. �
OTHER BUSINESS
Pilot Knob Road Closure
Mr. Rippentrop reported the Pilot Knob Road construction is going as scheduled. The
anticipated completion date is mid-November. Contractors have been courteous and shut
down.during funerals.

Update on Firefighters Tribute and Memorial
Mr. Rippentrop reported City engineers staked the memorial location. Footings are to be
poured this week or next week. The Fire Relief Association hopes to have the feature
area completed by September 11.
Newspaper Articles
Chair Anderson pointed out some informational items. Attached are a Firefighters
Tribute and Memorial article and a photo from the tree planting ceremony in April. Chair
Anderson submitted an article on the history of Lebanon Cemetery which was published
in the VIP Club newsletter of Lockheed Martin/LJnisys.
