PARKS & RECREATION ADVISORY City of September 7, 2023 COMMITTEE MEETING DATE: SECTION: Regular CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 7, 2023 Minutes of the August 3, 2023, Apple Valley Parks and Recreation Advisory Committee. PRESENT: Parks and Recreation Advisory Committee Chair Brent Schulz; Committee Members Dave Freed, Mark Schori, Lisa Hiebert, Noel Hammill, Matthew Hinrichs, and Craig Long; Parks and Recreation Director Eric Carlson; Parks Superintendent Mike Endres; Recreation Superintendent Nate Rosa; Recreation Facilities Manager Brian Christianson; and Administrative Coordinator Kayla Hechsel. ABSENT: Golf Course Manager Jim Zinck ITEM 1.Call to Order Chair Schulz called the meeting to order at 7:00 p.m.Everyone took part in the Pledge of Allegiance. ITEM 2. Approval of Agenda MOTION:byFreed,seconded by Schori, approving the Agenda as presented VOTE:Yes –7,No –0 ITEM 3.Audience –10 Minutes Total Time Limit –For Items Not on the Agenda Resident Bonita Szymanski of 13575 Gossamer Way addressed the committee to urge them to consider finding creative ways to use the defunct pickleball courts at Hayes Park.Her recommendation is to perhaps move lessons and tournaments to this location, which would limit the amount of time that pickleball is played. Her concern is that some folks will not wish to support the referendum because they see the unused pickleball courts at Hayes Park as an example of the City not using taxpayer money wisely. Committee Chair Schulz and Director Carlson responded, with Director Carlson ultimately saying that the City Council is comfortable with thedecision that was made regarding the Hayes Park pickleball courts. ITEM 4.Approval of the April2023Minutes. MOTION:byHiebert, seconded byLong,to approve the April2023minutes as presented. VOTE:Yes –7,No –0 CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 7, 2023 ITEM 5.A.Agenda Items –Recreation Division Update from Steve Skinner Recreation Supervisor Steve Skinner gave the Committee an update on the aquatics programs, including a full report from last year’s operations and a year-to-date report on this season’s operations. Supervisor Skinner highlighted the popularity of water walkingand the great work of all pool staff. Discussion occurred about where swimming lessons would go if Redwood Pool was closed. Committee Chair Schulz asked if we’ve considered adding adult swimming lessons. Supervisor Skinner said that we have offered adult lessons in the past but we have struggled to find a good time for it, but he also commented that many of our private lessons are actually adults. Committee Member Hiebert asked how the Aquatic Center’s statistics compare to the statistics of Eagan’s Cascade Bay. Supervisor Skinner emphasized that there are many differences between the two operations, a large one being that Cascade Bay operates on a season pass model and the Aquatic Center operates on a discounted entry model. Director Carlson also commented that part of a successful referendum would be to rebrand the Aquatic Center to draw more patrons. ITEM 5.B.Review Park System Sign Master Plan Director Carlson explained that one of the goals of the Parks & Recreation Department is to rebrand the park system in Apple Valley, and that the City plans to implement new signs across the whole park system if the referendum passes. Director Carlson presented the two color options of the new signs and expressed that he wanted the Committee to select their preference and make a recommendation to City Council. The Committee discussed the two options, with Committee Chair Schulz saying that he liked the option with the red stripe for it’s contemporary, polished look, and Committee Member Hammill agreed, saying he liked how easy they are to read. Committee Member Long said he liked the overall design but preferred the color choice of using green in the sign to tie the new sign family to the parks system. Director Carlson mentioned that from the City’s perspective, the option with the red stripe matches the City’s branding guidelines. MOTION:by Hammill, seconded by Freed, to adopt Design F for the new park system sign master plan. VOTE: Yes – 6, No – 1 ITEM 5.C.Agenda Items –Review Parks & Recreation Department Logo Director Carlson highlighted the three concepts of new logos for the Parks & Recreation Department and expressed that he believes the Committee is in agreement that Concept 1 (a stacked version of the logo) would be used when the situation warrants a vertical logo and -2 of 3- CITY OF APPLE VALLEY PARKS AND RECREATION ADVISORY COMMITTEE September 7, 2023 that Concept 3 (the apples to the side) would be used when the situation warrants a horizontal logo. Committee Chair Schulz agreed but stated that he does not want us to lean on Concept 3 too heavily and let it stand alone. Committee members agreed and said they were swayed more to Concept 3 after seeing how nice it looked on renderings of the new signs. Committee Member Freed commended staff for executing the process so well. MOTION: by Freed, seconded by Hiebert, to adopt Concepts 1 and 3 for the new Parks & Recreation Department logos. VOTE: Yes – 7, No – 0 ITEM 6. Agenda Items – Committee / Staff Communications Director Carlson gave a thorough overview of the upcoming Parks Referendum and the open houses that will occur before the Special Election on November 7, 2023. A short discussion took place among Committee members where they gave some suggestions to the mailing that the City will be sending to all residents prior to the Special Election. ITEM 7. Adjourn There being no further business, the Parks and Recreation Advisory Committee meeting was adjourned. Included in the agenda packet, you will find copies of the twopresentations. These are provided for informational purposes. Background Nate Rosa oversees our entire Recreation division, including the four full-time Recreation Supervisors, and Sharon Lemke oversees the Apple Valley Senior and Event Center. For this meeting, both Nate and Sharon will give oral presentations updating the Committee specifically on their programs.
