Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Mitch
Scott, Joe Shaw, Laura Turek, Arthur Zimmerman
Members Absent:
Consultants/Alternates Present: Dave Bennett
Others Present: Tim Maley Hapip, Mary Kos, Joyce Rassmussen, Eric
Scheidel, Karen Seglem, Ted Seglem
2. Approval of Agenda
MOTION: Mr. Blomstrom moved, second by Mr. Grawe to approve the
agenda as presented. Motion passed 7-0.
3. Approval of January 8, 2014 Minutes
MOTION: Mr. Blomstrom moved, second by Mr. Grawe, to approve the
Minutes of January 8, 2014 as presented. Motion passed 5-0.
4. Audience Items
There were no audience items.
5A.Resident Request for Parking Restrictions on Exley Avenue Cul-de-sac
Mr. Bennett explained the original concern was that people would use the cul-
de-sac as a parking lot due to easy access onto nearby sports fields. However,
it appears that the parking is also generated by parents parked for a short
period of time while picking their students up from school in an attempt to
avoid the traffic on the school property. Residents in attendance expressed
greater concerns over parking generated by the use of the athletic fields and
vehicles driving on a sidewalk. The residents requested parking restrictions
on the cul-de-sac itself, but preferred not to extend the restrictions down the
street in front of homes.
MOTION: Mr. Scott moved, second by Mr. Shaw, to recommend the City
prohibit parking inside the cul-de-sac, the area north of the south boundary
line of the Falcon Ridge Middle School property, and to recommend the City
install a post within the right-of-way at the entrance to the sidewalk to prohibit
vehicles from driving on the sidewalk. Motion passed 7-0.
5B.Speed Limit along Flagstaff Avenue from 140th Street to 1,350 feet south of 140th
Street
Mr. Blomstrom reported that the Minnesota Department of Transportation
maintained its previous determination that the speed limit along Flagstaff
Avenue south of 140th Street should be 40 miles per hour. The Committee
had previously discussed establishing a school speed zone in this area if the
speed limit was not reduced.
MOTION: Mr. Grawe moved, second by Ms. Turek, to recommend the City
establish a school speed zone of 30 miles per hour, Monday through Friday,
between the hours of 7:00 a.m. and 3:30 p.m. Motion passed 7-0.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Scott reported no new police concerns.
Public Works Concerns
Mr. Blomstrom noted that a resident was in attendance with concerns over
cut-through traffic on Dundee Avenue between County Road 42 and Dodd
Boulevard. The resident also expressed concerns over vehicle speed.
MOTION: Mr. Blomstrom moved, second by Ms. Turek, to direct staff to
install the temporary speed monitoring signs along this roadway this summer
and to conduct traffic counts on the roadway. Motion passed 7-0.
6B.Educational Issues
Ms. Dolan reported that controlled drinking event and car simulator events
were successful.
7. Adjourn
MOTION: Mr. Blomstrom moved, second by Mr. Scott, to adjourn. Motion
passed 7- 0. Meeting was adjourned at 8:13 p.m.
