URBAN AFFAIRS C�riMITTEE riItiUTES
JUNE 1, 1978
PRESENT: George Hecker, Hank Myers, Bill Smith, Joan Goering, Dorothy Regzs,
Clint Dixon and Rick Kelly.
ABSENT: Dick Edwards
Chairman Hecker called the meeting to order.
Minutes of the May i8, 1978 meeting were approved as written.
The proposed draft of the amendments to the Zoning Qrdinance were discussed.
The draft was revised as attached; the definitions were discussed and additions
were made.
The Committee members addressed the following questian: "Under present laws,
the City appears to have ability to infinitely regulate those group homes and
larger care facilities not licensed by the State. The quesCion arises, are
there any specific uses the City desires to prohibit compl�tely when nat
monitored by the State?„
The definitions in the proposed draft state that the units and programs must
be licensed. The committee discussed leaving the definitions as they are.
It was noted that as long as you don't violate the intent of the State Statute
there should nat be a problem. The City is protected if the units or programs
must be licensed. Bi11 Smith asked if there ar�. any of these programs that the
State does not license. Rick Ke11y stated that Chere are none that he is aware
of. The licensing proeedure makes sure that the facilities are being run
correctly. The homes would not exclude the homes that the Urban A£fairs Committee
is interested in allowing.
Section E. was discussed regarding the different types of allawed Social
Rehabilitation Programs.
Clint Dixon questioned the Sub. b B3 and the reference ta "not licensed". Kelley
stated that they can be licensed under another area, for Example, the State Boa_rd
of Health.
- Smith asked if the Social Rehabilitation Programs will be allowed in the residential
areas. Ke11ey stated that the Ordinance will allow for it.
Goering questioned the larger homes and facilities; they will be allowed in the
Multiple Family Residential District.

Committee members wi11 review the final draft at their next meeting and forward it `
to the Plannin� Commission to be included in the Update of the Zoning Ordinance
scheduled for late summer.
Rick Ke11ey stated that Jim Ronay of the Planning Commission has asked him to have
the Urban Affairs Committee review the Dakota County Shoreline Ordinance regarding
development along shorelines and the Environmental Assessment area. He nated that
the Planning Commission would like to have an Environmental Protection Folicy for
the City rather than an ordinance. These areas will be addressed by the Planning
Cammission in August - October.
