HomeMy WebLinkAbout08/17/1989CITY OF APPLE VALLEY Dakota County, Minnesota August 17, 1989 Minutes of the public hearing on the 1990 budget and property tax levy for the City of Apple Valley, Dakota County, Minnesota, held August 17th, 1989, at 8:00 o'clock p.m. at Apple Valley City Hall. PRESENT: Mayor Branning; Councilmembers Goodwin, Holton, Humphrey and Savanick. ABSENT: None. City staff members present were: City Administrator Melena, City Clerk Mueller, City Attorney Sheldon, Finance Director Ballenger, Personnel Director Boland, Public Works Director Gretz, Park & Recreation Director Johnson, Assistant Adminis- trator Lawell, Police Chief Rivers and Community Development Director Welsch. Mayor Branning called the public hearing to order at 8:06 p.m. He stated the purpose of the meeting is to conduct a hearing on the City's 1990 budget, with revenues of $16,464,676 and expenditures of $16,392,673; and property tax levy, of $5,347,513 for general purposes and $1,319,547 for debt purposes. Mr. Melena noted that notice of the hearing was published in the Minneapolis Star Tribune on August 10, 1989, as required. The Mayor asked if anyone in the audience had any questions. David Francis, 6087 West 132nd Street, said he was present because he thought the meeting would be about property taxes. The Mayor said it is about the City's portion of the property tax bill. Mr. Melena said the City's total tax levy increase is 6.4 percent, but it is not anticipated that taxes will increase because of growth in property values. Actually, two budgets have been developed; one under current law and another based on the vetoed tax bill. Mr. Ballenger presented information showing tax comparisons from 1985 through 1989 of City, School, County and other jurisdictions. The change in computations from mill rate to tax capacity rate under the current law were also reviewed. Mr. Melena asked Mr. Francis if there were any services he would like to see cut or added by the City? Mr. Francis said no, he was satisfied with what was being done, but he was interested in this meeting because his taxes have been increasing over the years. Mr. Ballenger reviewed adjustments being made in the budget to accommodate the expanded forestry program as authorized by the Council on August 10, 1989. Randy Erickson, of Dakota Gounty Tribune/This Week News, asked what the tax levy limit is? Mr. Melena said it is limited to three percent of the tax dollars raised, adjusted for the number of households in the City. The tax levy proposed is within the three percent. Councilmember Goodwin noted that if the Governor calls a special session of the legislature, any new tax bill could change what is currently in effect. Mayor Branning then read a letter from the Governor asking for support of his proposed tax bill. The Mayor asked for further comments or questions. There were none and the hearing was declared closed at 8:37 p.m.
