MOTION: by Deters, seconded by MeKay to approve min�tes
of April 17, 1980 as written. Approved unanimously.
Staff Member Kelley began continuing discussion of the
propo�al to regulate the leaving of keys in vehicles. He
suggested the Committee read in�rodactary comments in booklet �
containing '"A Model Traffic Ordinanee, " published by the
League of Minnesota Cities; he directed their attention to
Section 12 whic h deals with key removal.
Schwartz questioned what other communities had sueh an ordi-
nanee and how they handled it. Pressnall said Bloomington
has such an ordinance; however , he believed there was little
enforcement, only when the vehicle was stolen. He was unsure
of �linneapolis and St. Paul. Meyers commented the ordinance
could be a useful tool and Deters agreed it would help to
educate people.
Considerable discussion was held on how to enfore this ordi-
nance. The model sug�ests removing the keys to police head-
quarters. Schwartz questioned the feasibility af this and
what pub].ic reaction might be; sl�e also questiQned what
would be done if citizens appeal. Pressnall believed
enforcement would depend on police pr�.orities at the time ,
and appeals would depend on the Court's docket. He said
the charge would probably be "unlawful usage" as "auto
theft" is far more difficult to prove.
McKay asked if there might be any liability on the part of
the City; he also asked if Pressnall would obtain ordinances
passed by other communities, if possible � to see how they
handled it. Pressnall said he would and � additionally,
he would talk to Lieutenant Erickson to try to obtain any
ideas he might have to help resolve the problem. Kelley
will consult with the City attorney on the question of City
liability. The Committee was reluctant to act until further
information co�ld be obtained .
MeKay asked the Committee to address compla�.nts he reeeived
from several citizens regarding a public facility that sold

soft drinks and to which juveniles were bringing liquor;
he indicated that management tended to ign�re the problem.
Pressnall said State Statute controls liquor in a public
facility and how it is used. Kelley suggested checking
the lessee permit. Pressnall suggested the poliee check
the facility for consumption by minors; he indicated that
most often it is handled case by case and if warrented
a warning tag is issued to the juvenile and it is taken
up with the parents.
Schwartz asked Kelley to check with the City attorney on
the firearms ordinance; the Commi-ttee would like to act
on it before July 4th.
MOTION: by McKay, seconded by Schwartz to adjourn.
Motion carried unanimously. '
