Pressnall said Bloomington has such an ordinance; however , he believed there was little enforcement, only when the vehicle was stolen. He was unsure of linneapolis and St. Paul. Meyers commented the ordinance could be a useful tool and Deters agreed it would help to educate people. Considerable discussion was held on how to enfore this ordi- nance. The model sugests removing the keys to police head- quarters. Schwartz questioned the feasibility af this and what pub].ic reaction might be; sle also questiQned what would be done if citizens appeal. Pressnall believed enforcement would depend on police pr.orities at the time , and appeals would depend on the Court's docket. He said the charge would probably be "unlawful usage" as "auto theft" is far more difficult to prove. McKay asked if there might be any liability on the part of the City; he also asked if Pressnall would obtain ordinances passed by other communities, if possible to see how they handled it. Pressnall said he would and additionally, he would talk to Lieutenant Erickson to try to obtain any ideas he might have to help resolve the problem.
