LEBANON CEMETERY ADVISORY COMMITTEE
July 18, 2023
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held July 18, 2023, at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Tim Anderson, Tanya Grawe, Dave Kurtz, Alan Kohls, Jan Monro
ABSENT: Dave Brueshoff, Nancy Anderson
City staff members present were: Public Works Director Matt Saam, Streets Supervisor Scott
Werner, and Cemetery/Public Works Coordinator Wendy Davis
1. CALL TO ORDER
The meeting was called to order at 2:00 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of T. Grawe, seconded by T. Anderson approving the agenda for today’s meeting as
written.
3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES – April 18, 2023
MOTION: of J. Monro, seconded by D. Kurtz approving the minutes of the April 18, 2023,
meeting.
5. NEW/CONTINUED BUSINESS
A. Cemetery Improvements – New Columbarium Area
Mr. Saam informed the committee that quotes were solicited for concrete pad and footings
for the new columbarium area. One quote was received from Met-Con Construction, the
contractor who completed the Memorial Shelter at the cemetery. While the quote was more
than estimated, it is still within budget for the project. Mr. Saam also asked the committee
about determining pricing for the new columbarium. This year is a pricing survey year where
area cemeteries are surveyed to determine how Lebanon Cemetery’s pricing compares to the
market. Niche pricing for residents currently ranges from $1405-$3670. Renderings were
shown of the new area. Due to the water feature in the new columbarium area, there is a
potential for a higher price point. Committee discussed pricing and feel the price should be
set higher than the existing columbarium due to the eventual addition of the water feature.
B. 2nd Quarter Activity Report 2023
MOTION: of T. Anderson seconded by T. Grawe, accepting the Activity Report for Second
Quarter.
C. Maintenance and Grounds Update
Mr. Werner reported that cemetery mowing is taking place, but it is currently not needed every
week due to the drought. Restorations of graves have occurred; however, a couple dry spots
remain due to a couple years of drought. The burn on the cemetery berm took place in late April
and no calls or comments from resident or cemetery families were received. The parking lot has
been striped as well and crack sealing has taken place. Later this summer, garbage and recycle
bins will be replaced, as well as a couple of trees.
