Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns
regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates
proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication
programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make
our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as
there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When
evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes
the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is
received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering,
legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. We appreciate your
participation in exploring the most appropriate solution for the problem in your area.

Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman
Members Present: Todd Blomstrom, Linda Dolan, Charles Grawe, Mitch
Scott, Joe Shaw, Laura Turek, Arthur Zimmerman
Members Absent:
Consultants/Alternates Present: Dave Bennett
Others Present: Matt Cassen, Eric Nelson, Joe Shirk, Judy Shirk
2. Approval of Agenda
Mr. Blomstrom requested information on 132nd Street be added at Item 5C.
MOTION: Mr. Blomstrom moved, second by Mr. Scott to approve the
agenda as amended. Motion passed 7-0.
3. Audience Items
Several residents expressed concern over vehicle speeds and on-street parking
along Hayes Road adjacent to the Apple Valley Community Center. The
street is often full of parked vehicles during summer recreation events
between May and October. The parked vehicles obscure the sightlines for
residents attempting to back out of their driveways. The residents requested
additional parking on the Community Center campus. Staff agreed to study
the situation.
4. Approval of March 12, 2014 Minutes
MOTION: Mr. Blomstrom moved, second by Ms. Dolan, to approve the
Minutes of March 12, 2014 as presented. Motion passed 7-0.
5A.Resident Concern about Pedestrian Crossing at 157th Street and France Way
Mr. Bennett explained that 157th Street has crossings at Foliage and Galaxie
Avenues. Traffic counts on 157th Street are around 2,700 vehicle trips per
day. Residents expressed concern that approximately 10 children per day
cross 157th Street from the adjoining neighborhood to the south to reach the
mid-block bus stop on 157th which also serves another 30 to 40 children from
the apartment complex to the north. Mr. Scott said he would contact the
school district to see if an alternate bus stop location could be used closer to
an intersection.
5B.Resident Concern about Speeding Traffic on 144th Street and Everest Way
Mr. Bennett explained a possible incentive for traffic to cut-through Everest
Way in order to avoid congestion at the entrance to the Aquatic Center. Mr.
Blomstrom suggested conducting traffic volume counts during the waterpark
season and during non-seasonal times.
MOTION: Mr. Scott moved, second by Mr. Shaw, to recommend that staff
conduct traffic and volume speed studies during the waterpark season and
non-seasonal times. Motion passed 7-0.
SC.Resident Concern about Speeding Traffic on 132nd Street
Mr. Bennett explained that 132nd Street is a minor collector with a large
number of driveway accesses. The street is currently under reconstruction.
Residents have expressed concern over potential vehicle speeds when the new
roadway surface is opened to traffic. Current traffic counts on the roadway
are about 1,800 vehicle trips per day.
Staff noted that several other conditions might change when the road
reconstruction is completed. The intersection with Flagstaff Avenue might
meet warrants for a four-way stop. The speed advisory sign could be installed
on a temporary basis in later fall if weather permits. Some mature trees along
the roadway were cut down, but will be replaced, which can provide a traffic
calming effect. The Police Department will also increase enforcement when
the roadway opens.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Scott noted that there is a pedestrian crossing sign south of 153rd Street
along Cedar Avenue, but no crosswalk, encouraging illegal mid-block
crossings. Mr. Blomstrom said he would follow-up with the County on this
issue.
Mr. Scott said there have not been large numbers of violations on Flagstaff
Avenue adjacent to Eastview High School.
Public Works Concerns
Mr. Blomstrom noted that there are resident concerns in the Regatta
neighborhood for future traffic volumes and speeds when 157th Street is
extended to Pilot Knob Road.
6B.Educational Issues
Ms. Dolan reminded the group of the seatbelt campaign scheduled for
Memorial Day weekend.
Ms. Turek asked if the Council would consider purchasing another pair of
temporary speed advisory signs.
7. Adjourn
MOTION: Mr. Scott moved, second by Mr. Shaw, to adjourn. Motion passed
7- 0. Meeting was adjourned at 8:04 p.m.
