PRESENT: Parks and Recreation Advisory CommitteeChair Brent Schulz; Committee
Members Dave Freed, Mark Schori, and Lisa Hiebert; Parks and Recreation Director Eric
Carlson; Parks Superintendent Mike Endres; Recreation Superintendent Nate Rosa; and

ITEM 1. Call to Order
Chair Schulz called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Approval of Agenda

ITEM 5.A. Agenda Items – Recreation Division Updates from Nate Rosa and Sharon Lemke
Recreation Superintendent Nate Rosa gave the Committee an update on items he’s been
working on during his first three months on staff. Superintendent Rosa highlighted our new
Air Quality Index (AQI) guidelines as well as the scholarship program and the
Comprehensive Program Guide he is working to create. He also showed examples of the
ways we are using the new department logofor uniforms, tablecloth, and event canopy.

Superintendent Rosa also provided final numbers on the 2023 Aquatics season and shared a
few ideas we are working through to improve attendance in the 2024 season. Committee
Chair Schulz asked whether we are communicating with neighboring cities to share
information about aquatics attendance and asked about hosting a City-sponsored teen party at
the Family Aquatic Center. Superintendent Rosa confirmed that we are sharing information
and brainstorming ideas with other cities, and he stated that we are entertaining all event
ideas and will share our plans with the committee before the 2024 season begins.
Recreation Supervisor Sharon Lemke shared updates on the Apple Valley Seniors
organization and the Apple Valley Senior & Event Center. She provided information on the
number of members the Apple Valley Seniors currently have, where the current members are
from, the members of the Seniors Executive Committee, and the kinds of activities the Senior
Center regularly hosts. Supervisor Lemke then detailed the kinds of rentals the Senior &
Event Center allows.
Committee members Hiebert and Schori asked how we are looking for new business on the
rental side, and committee chair Schulz suggested providing coffee to rental groups.
Supervisor Lemke said we are looking to expand our marketing campaign and will consider
the coffee idea.
ITEM 6. Agenda Items – Committee / Staff Communications
Director Carlson gave a reminder of the upcoming Parks Referendum and the open houses
that will occur before the Special Election on November 7, 2023.

There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.

Motion to Approve 2024 Parks & Recreation Advisory Committee Meeting Schedule
Summary
By City Resolution, the Parks and Recreation Advisory Committee shall meet and hold meetings on
the first Thursday in January, March, May, September, and November each year. Special meetings
may be called by the Chair as needed. Staff is recommending setting a monthly meeting January
through December. A motion to approve the dates will establish the 2024 Parks and Recreation
Advisory Committee meeting calendar.
Background
City Resolution 2010-39 dictates that Parks and Recreation Advisory Committee meetings are held
the first Thursday of January, March, May, September, and November. Meetings are held in the
Council Chambers of the Apple Valley Municipal Center and broadcast on cable TV beginning at 7
p.m. Informal meetings begin at 6 p.m. and are held in the Regent conference room of the Municipal
Center on the same dates.
Because there is much planning to be done to improve the parks system after the 2023 Parks
Referendum (regardless of whether it passes or fails), staff propose adding regularly scheduled
monthly meetings January through December 2024 to cover timely business issues. Staff will cancel
unnecessary meetings if there are no business items to discuss.
Incorporating the suggested additions for 2024, the Parks and Recreation Advisory Committee
meeting schedule would be as follows:

Action Requested:
Motion recommending approval of the Parks & Recreation Department’s 2024 fees as proposed and
grantingParks & Recreation Director or Designee the latitude to adjust fees for promotions.
Summary:
Attached are the recommended rates for January through December 2024 pertaining to facilities,
aquatics, fields, parks, and Valleywood Golf Course managed by the Apple Valley Parks and
Recreation Department. (Recommended fees for the Hayes and Sports Arenas are also attached, but
they are for the 2024-2025 ice season.) Staff is proposing a few schedule modifications and slight
changes to some fees, which are noted in red text. Rates are based on expenditure costs as well as
comparison of area competitors. All fees include applicable taxes unless otherwise noted. Division
managers can address any specific questions regarding their suggested fee changes as needed.
Background:
Rates are evaluated annually, and recommended adjustments are provided for Committee review. Staff
strives to provide facilities that meet the recreational needs of the community at an acceptable cost.

Summary
During the regular meeting, Parks Superintendent Mike Endres, Recreation Facilities Manager
Brian Christianson, and Recreation Superintendent Nate Rosawill be giving updates on their
respective areas. Included in the agenda packet, you will find copies of Parks Superintendent
Endres’s and Recreation Facilities Manager Christianson’s presentations and Recreation
Superintendent Rosa’s talking points. These are provided for informational purposes.
Background
Mike Endres oversees our Parks Maintenance division, Brian Christianson oversees all recreation
facilities (including the Sports Arena, Hayes Arena, Community Center, and Senior Center), and
Nate Rosa oversees our Recreation division. For this meeting, Mike, Brian, and Nate will give
oral presentations updating the Committee specifically on their respective divisions. If a

3 Annual Trunk-or-Treat held at Apple Valley Family Aquatic Center parking lot on
Saturday, Oct. 28. Once again, a partnership with the Apple Valley Police Department.
This program continues to be popular and involves many of the city departments.
MID-WINTER FEST:
Details being reviewed with changes being made to the layout and event offerings.
Save the date for Saturday, February 3, in Johnny Cake Ridge Park West.
o Event kick-off at 10 a.m. with a Mites Hockey Jamboree
o Main Mid-Winter Fest activities taking place from 3–7:30 p.m.
o Fireworks Finale begins at 7 p.m.
