HomeMy WebLinkAbout03/24/1988CITY OF APPLE VALLEY Dakota County, Minnesota March 24, 1988 Minutes of the regular meeting of the City Council of Apple Valley, Dakota County, Minnesota, held March 24th, 1988, at 8:00 o'clock p.m. at City Hall. PRESENT: Mayor Branning; Councilmembers Goodwin, Holton and Savanick. ABSENT: Councilmember Humphrey City staff members present were: City Administrator Melena, City Clerk Mueller, City Attorney Hanson, City Engineer Gordon, Public Works Director Gretz, Personnel Director Boland, Parks & Recreation Director Johnson, City Planner Kelley, Assistant Administrator Lawell and Polite Chief Rivers. Mayor Branning called the meeting to order at 8:06 p.m. The Councilmembers and everyone in attendance took part in the pledge of allegiance to tho flag. MOTION: of Holton, seconded by Goodwin, approving the agenda for tonightts meeting as amended including tabling award of a contract for Project 87-280, Storm Sewer Improvements, until March 31, 1988. Ayes - 4 - Nays - 0. APPROVE AGENDA MAR. 10, 1988 MINUTES AUDIENCE DISCN. CONSENT AGENDA COUNTY HIGHWAY DESIGN & CONSTRUCTION AGREEMENTS GOVERNMENT COMPLEX MEMO RES. 1988-50 FINAL PlAT VALLEY POND 1ST MOTION: of Holton, seconded by Goodwin, approving the minutes of the regular meeting of March 10th, 1988, as written. Ayes - 4 - Nays - 0. Mayor Branning asked if any one was present to address the Council at this time on any item not on this meeting's agenda. There was no one present to speak. MOTION: of Holton, seconded by Goodwin, removing agreements for cleaning services to the regular agenda and approving all remaining items on the consent agenda. Ayes ~ 4 - Nays - 0. CONSENT AGENDA ITEMS MOTION: of Holton, seconded by Goodwin, approving and authorizing the Mayor and Clerk to sign agreements with Dakota County for Highway Design and Construction as follows: Project C.P. 9- 10, Dodd Road & Pilot Knob Road Intersection; Project C.P. 23~34, Cedar Avenue from Whitney to County Road 46; and Project C.P. 46-04, County Road 46 from Cedar Avenue to Burnsville. Ayes - 4 - Nays - 0. MOTION: of Holton, seconded by Goodwin, receiving Mr. Gretz's memo dated March 8, 1988, on the Government Western Services Complex and Design Advisory Committee meeting. Ayes - 4 - Nays - O. MOTION: of Holton, seconded by Goodwin, adopting Resolution No. 1988- 50 approving the final plat of Valley Pond 1st Addition and authorizing the Mayor and Clerk to sign the same. Ayes - 4 - Nays - 0. CITY OF APPLE VALLEY Dakota County, Minnesota March 24, 1988 Page 2 MOTION:of Holton, seconded by Goodwin, accepting as final and approving final payment on the contract with Shaw-Lundquist Associates for the Central Maintenance Facility construction in the amount of $10,221.00 for a total contract price of $1,464,638.50. Ayes - 4 - Nays - 0. MOTION of Holton, seconded by Goodwin, directing the City Engineer to prepare a preliminary feasibility report for sewer and water improvements to serve The Woods subdivision. Ayes ~ 4 -Nays - 0. MOTION of Holton, seconded by Goodwin, adopting Resolution No. 1988- 51 approving specifications for a Traffic Signal Pre-emption System and authorizing advertising for bids to be received at 2:00 p.m. on May 9, 1988. Ayes - 4 - Nays - 0. MOTION of Holton, seconded by Goodwin, approving 1988 licenses for cigarette sales for Perkins Restaurant and Apple Valley Golf Course and an on-sale 3.2 beer license for Apple Valley Golf Course. Ayes - 4 - Nays - 0. MOTION of Holton, seconded by Goodwin, adopting Resolution No. 1988- 52 amending the 1988 Personnel Plan by modifying the salary schedule for parttime Liquor Store Sales Clerk/Cashiers and Head Clerks. Ayes - 4 ~ Nays - O. MOTION of Holton, seconded by Goodwin, approving hiring Daniel J. Rutzen and Robert M. Glasrud for the fulltime position of Police Officer at starting salaries of $1,947.00 per month. Ayes - 4 - Nays - 0. MOTION of Holton, seconded by Goodwin, approving hiring Steve Thom and Ivan Spencer for the fulltime position of Maintenance Worker at starting salaries in accordance with the AFSCME contract. Ayes - 4 - Nays - 0. MOTION of Holton, seconded by Goodwin, approving hiring the various parttime employees as listed in the Personnel Director's memo dated March 24, 1988. Ayes .- 4 ~ Nays ~ O. END OF CONSENT AGENDA MOTION of Savanick, seconded by Goodwin, adopting Resolution No. 1988-53 awarding the contract for Schedule A only for the Eastern Athletic Complex Final Grading, Seeding and Sodding to Braun Turf Farm, the low bidder, in the amount of $133,132.50. WORKERS HIRE PARTTIME EMPLOYEES RES. 1988-53 AWARD CONTRACT ATHLETIC COMPLEX GRADING & SEED CITY OF APPLE VALLEY Dakota County, Minnesota March 24, 1988 Page 3 MOTION: of Savanick, seconded by Goodwin, adopting Resolution No. 1988-54 awarding the contract for Project 88~291, Deep Well No. 8 Pump Repair, to Keys Well Drilling, the low bidder, in the amount of $12,055.00. Ayes ~ 4 - Nays - 0. RES. 1988-54 AWARD CONTRACT PROJ. 88-291 RES. 1988-55 TRANSIT STUDY J.P. AGREEMENT MOTION: of Goodwin, seconded by Holton, adopting Resolution No. 1988- 55 approving the Joint Powers Agreement with the Cities of Prior Lake, Savage, Rosemount, Burnsville and Eagan for an Area Needs Assessment/Transit Study and authorizing the Mayor and Clerk to sign the same. Ayes - 4 - Nays - 0. The Council received a sheet containing a summary of the building COMMUNITY CTR rental fees for Apple Valley, Hayes and Redwood Community Centers. RENTAL FEES Couneilmember Savanick asked where reservations for the buildings will be handled? Mr. Johnson said after April 9, 1988, they will be taken at the new Apple Valley Community Center. He also invited everyone to attend the grand opening at the Community Center on April 9th with the ribbon cutting scheduled for 3:00 p.m. MOTION: of Savanick, seconded by Goodwin, adopting Resolution No. 1988-56 establishing usage categories and fee schedules for Apple Valley Community Center and Hayes Community Center rentals as recommended by the Park & Recreation Director. Ayes - 4 - Nays - 0. RES. 1988-56 COMMUNITY CTR USAGE & FEES Mr. Melena reviewed the Recreation Director's memo dated March 21, ATHLETIC FIELD 1988, concerning an athletic field maintenance policy. It would MAINTENANCE provide complete maintenance and upkeep service for the various users at a 1988 cost of $29,497.25. Mr. Melena noted that $3,000 is available from the VoA.A. this year for paint and $3,000 for equipment. The organization will also help set up the fields the first time. A lease/purchase of a striper will also be pursued. Councilmember Goodwin asked about the status of maintenance for the School District's fields. Mr. Johnson said this proposal includes those fields because it is not being done during the summer months. MOTION: of Goodwin, seconded by Savanick, authorizing the expenditure of approximately $29,497.25 for 1988 athletic field maintenance in accordance with the Recreation Director's proposal dated March 21, 1988. APPROVE ATHLETIC FIELD MAINTENCE SET SPECIAL MEETING PALOMINO TOWER PAGING USAGE MOTION: of Holton, seconded by Savanick, setting a special meeting at 12:00 Noon on March 31, 1988, for the purpose of awarding a contract for City Hall Renovations and such other business as may come before the Council. Ayes - 4 - Nays - 0. The Council received the Police Chief's memo dated March 22, 1988, describing a proposal by Hennepin County Medical Center for installa- tion of a paging transmitter on the Palomino Water Tower. CITY OF APPLE VALLEY Dakota County, Minnesota March 24, 1988 Page 4 MOTION: of Savanick, seconded by Goodwin, authorizing General Communications to analyze potential radio interference from a proposal by Henneptn County Medical Center to locate a paging transmitter on the Palomino Water Tower and, subject to this analysis, directing the City Attorney to prepare an agreement for this utilization at a negotiated rental fee of $100 to $150 per month subject to the Public Works Directorfs review of the installation method. Ayes - 4 - Nays - O. Mr. Melena reviewed a letter dated March 21, 1988, from the Dakota County Administrator requesting the Council to appoint representatives to the Recycling Subcommittee and Routed and Organized Collection Subcommittee of the Countyfs Solid Waste Management Advisory Committee. MOTION: of Savanick, seconded by Goodwin, appointing Councilmember Holton as the City's representative on both the Recycling and the Routed and Organized Collection Subcommittees of the County's SWMAC and appointing the City Administrator, or in his absence the Assistant Administrator, to serve as alternate. Ayes - 4 - Nays - 0. Mr. Melena reviewed a proposal for contract cleaning services at City buildings by Fidelity Services, Inc., as contained in Mr. Gretz's memo dated March 23, 1988. MOTION: of Goodwin, seconded by Holton, approving agreements with Fidelity .Services, Inc., for contract cleaning services, on a month-to-month basis, with monthIy charges as follows: City Hall $1,015.00 for existing area and $1,233.00 for remodeled area; Central Maintenance $650.00; Apple Valley Community Center $763.00; Hayes Community Center $399.00 and Redwood Community Center $348.00 and authorizing the Mayor and Clerk to sign the same. MOTION: of Goodwin, seconded by Holton, authorizing use of Hayes Park for a hot air balloon lift off by Scenic Adventures on April 9, 1988, pursuant to City Code Section 14.5-3(s). Ayes - 4 - Nays - 0. MOTION: of Savanick, seconded-by Goodwin, receiving comments on the Vermillion and Black Dog Watershed Management Plans, as contained in Meg McMonigal's memo dated March 17, 1988, and authorizing their transmittal to each watershed. Ayes - 4 - Nays - O. Mr. Gretz reminded the Council that the ground breaking for the new water treatment plant will be held at 9:30 a.m. on Monday, March 28, 1988. HENN. COUNTY PAGING TRNSMTR.
