HomeMy WebLinkAbout07/14/1988CITY OF APPLE VALLEY Dakota County, Minnesota July 14, 1988 Minutes of the regular meeting of the City Council of Apple Valley, Dakota County, Minnesota, held July 14th, 1988, at 7:00 o'clock a.m. at City Hall. PRESENT: Mayor Branning; Councilmembers Goodwin, Holton, Humphrey and Savanick. ABSENT: None. City staff members present were: City Administrator Melena, City Clerk Mueller, City Engineer Gordon, Public Works Director Gretz, Assistant Administrator Lawell, Police Chief Rivers and Planning & Development Director Welsch. Mayor Branning called the meeting to order at 7:05 a.m. MOTION: of Holton, seconded by Goodwin, approving the agenda for today's meeting as amended. Ayes - 5 - Nays - 0. APPROVE AGENDA JUNE 30, 1988 MINUTES AUDIENCE DISCN. CONSENT AGENDA MOTION: of Savanick, seconded by Goodwin, approving the minutes of the meeting of June 30th, 1988, as corrected. Ayes - 5 - Nays - 0. Mayor Branning asked if any one was present to address the Council at this time on any item not on this meeting's agenda. There was no one present to speak. MOTION: of Savanick, seconded by Humphrey, removing Valley Sanitation license revocation, Apple Valley Villa refinancing and Police Dictaphone equipment lease from consideration at this meeting and approving all remaining items on the consent agenda. Ayes - 5 - Nays - 0. CONSENT AGENDA ITEMS MOTION of Savanick, seconded by Humphrey, approving issuance of a temporary on-sale liquor license by State Liquor Control for the Minnesota Zoological Garden on July 30, 1988. Ayes - 5 - Nays - O. ZOO TEMPORARY LIOUOR LICENSE TAXI LICENSES CABLE TV RATE INCREASE RES. 1988-110 PURCHASE POLICE LEKTRIEVER FILE MOTION: of Savanick, seconded by Humphrey, approving 1988 taxicab licenses for three vehicles for Apple Valley Cab Company. Ayes - 5 - Nays - 0. MOTION: of Savanick, seconded by Humphrey, receiving notice from Star Cablevision of a rate increase, to $16.95 per month, for basic cable television service effective September 1, 1988. Ayes - 5 - Nays - 0. MOTION: of Savanick, seconded by Humphrey, adopting Resolution No. 1988-110 awarding the purchase of a Lektriever mechanical file for the Police Department to Mid-America Business Systems, the low bidder, in the amount of $15,t18.40. Ayes - 5 - Nays - 0. CITY OF APPLE VALLEY Dakota County, Minnesota July 14, 1988 Page 2 MOTION: of Savanick, seconded by Humphrey, approving a temporary closing, until May 1, 1989, of approximately 260 feet of Dorchester Trail, beginning at a point east of the intersection of Durango Place and Durham Way, in the Huntington model home area, and authorizing posting of appropriate signage. Ayes - 5 - Nays ~ 0. MOTION: of Savanick, seconded by Humphrey, adopting Resolutign No. 1988-111 approving specifications for Project 88-301, Deep Well No. 13, and authorizing advertising for bids to be received at 2:00 p.m., August 4, 1988. Ayes - 5 - Nays ~ O. MOTION: of Savanick, seconded by Humphrey, adopting Resolution No. 1988-112 approving specifications for Project 88-303, Deep Well No. 14, and authorizing advertising for bids to be received at 2:00. p.m., August 5, 1988. Ayes - 5 - Nays - 0. MOTION: Of Savanick, seconded by Humphrey, approving Change Order No. 2 to the contract with McNamara Contracting for Project 85- 228, 132nd Street Construction, in the amount of an additional $7,680.00. Ayes - 5 - Nays ~ 0. MOTION: of Savanick, seconded by Humphrey, approying Change Order No. 1 to the contract with McNamara Contracting for Project 87- 277, Johnny Cake Ridge Road Reconstruetion, in the amount of an additional $30,102.75. Ayes - 5 - Nays ~ O. MOTION: of Savanick, seconded by Humphrey, approving reduction of the financial guarantee for improvements in Shadow Estates from $71,404.00 to $13,750.00. Ayes - 5 - Nays - O. MOTION: of Savanick, seconded by Humphrey, adopting Resolution No. 1988-113 approving the final plat and development agreement for Summerfield 3rd Addition and authorizing the Mayor and Clerk to sign the same. Ayes - 5 -Nays - 0. MOTION: of Savanick, seconded by Humphrey, approving retaining Economic Research Corporation as a consultant to conduct a comprehensive study of the City's liquor operations, based on its proposal submitted June 8, 1988, at a cost not to exceed $17,500. Ayes ~ 5 - Nays - 0. MOTION: of Savanick, seconded by Humphrey, receiving notice from Police Chief Rivers of Police Department firearms training, under supervision, on the McNamara Contracting premises. Ayes - 5 - Nays - 0. TEMPORARY CLOSE DORCHESTER TR. IN HUNTINGTON RES. 1988-111 TAKE BIDS PROJ. 88-301 RES. 1988-112 TAKE BIDS PROJ. 88-303 CHANGE ORDER 2 PROJ. 85-228 CHANGE ORDER 1 PROJ. 87-277 SHADOW ESTATES BOND REDUCTION RES. 1988-113 PLAT & AGREEMENT SUMMERFIELD 3RD RETAIN ECONOMIC RESEARCH LIQUOR CONSULTANT POLICE FIREARMS TRAINING CITY OF APPLE VALLEY Dakota County, Minnesota July 14, 1988 Page 3 MOTION: of Savanick, seconded by Humphrey, proclaiming Tuesday, August 9, 1988, as "National Night Out" in connection with national crime prevention activities which will be conducted. Ayes -5 - Nays - 0. PROCLAIM NAT'L NIGHT OUT PARK& REC. COM. MEETING SEND EAGLE POND LETTER CLAIMS & BILLS END OF CONSENT AGENDA Mr. Melena reminded the Council that there will be a joint meeting with the Park & Recreation Committee, prior to the next regular Council meeting, at 6:00 p.m. on July 28, 1988, at City Hall. MOTION: of Holton, seconded by Goodwin, approving sending a letter of explanation, under the Mayor's signature, to Steve Modderman concerning the Eagle Pond development proposal and extension of Garrett Avenue. Ayes - 5 - Nays - 0. MOTION: of Holton, seconded by Savanick, to pay the claims and bills, checks numbered 62063 through 62153 and 62163' through 62347, in the total amount of $8,334,274.40. Ayes - 5 - Nays - 0. MOTION: of Holton, seconded by Humphrey, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 7:20 o'clock a.m. The Council then continued with an in{ormal meeting, at 7:30 a.m., to receive a verbal report by Glen VanWormer on the Pennock Avenue traffic study. Following his report, Mr. VanWormer said he will prepare a written report of his study in approximately two weeks.
