NEXT REGULARLY SCHEDULED MEETINGS: Wednesday November 12, 2014 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley July 9,2014 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman Members Present: Todd Blomstrom, Charles Grawe, Mitch Scott, Joe Shaw, Laura Turek, Arthur Zimmerman Members Absent: Linda Dolan Consultants/Alternates Present: Dave Bennett Others Present: Judy Shirk 2. Approval of Agenda MOTION: Mr. Scott moved, second by Mr. Grawe to approve the agenda as presented. Motion passed 6-0. 3. Audience Items There were no audience items. 4. Approval of May 14, 2014 Minutes MOTION: Mr. Blomstrom moved, second by Mr. Shaw, to approve the Minutes of May 14, 2014 as presented. Motion passed 6-0. 5A.Resident Concern about Sightline at 144th Street and Johnny Cake Ridge Road Mr. Bennett reported that after talking with the property owner about moving the fence back slightly to improve the sightline at the intersection, the property owner was not interested in moving the fence. A remaining option would involve relocating the trail near the intersection so that it is closer to the street and further away from the fence that obstructs the visibility. Mr. Bennett suggested that there may be other similar situations at intersections of collector and local streets around the City and it would be prudent to inventory the number of similar situations with visibility issues before committing to potentially expensive policy solutions. 5B.Resident Concern about Speeding Traffic on 144th Street and Everest WaY Mr. Bennett reported results of the traffic studies conducted in May and June with average daily traffic counts of 279 and 230 in May and 224 and 216 in June. The 85th percentile speeds were 29 and 32 miles per hour. The results of the study do not support the theory that there is an increase in cut-through traffic when the waterpark is open in the summer months. He noted that the situation may have changed this year with the addition of the nearby four-way stop on 147th Street and Johnny Cake Ridge Road. 5C.Resident Concerns about Pedestrian Crossing at 157th Street and France WaY Mr. Scott reported that he talked with the bus company and they are looking at adding another bus stop on the south side of 157th Street, eliminating the need for students to cross 157th Street to reach a bus stop. 5D.Resident Concern about Parking on Hayes Road Mr. Bennett reported the results of traffic studies on Hayes Road. At the location just south of 140th Street, the average daily traffic count decreased from 3,050 in 2010 to 2,700 in 2014. However, the 85th percentile speed at this location increased significantly from 27 miles per hour in 2010 to 3 7 miles per hour in 2014. At the location just north of County Road 42, the average daily traffic count increased from 3,150 in 2010 to 3,300 in 2014. The 85th percentile speeds also increased at this location from 34 to 40 miles per hour. There were 24 vehicle crashes reported on that mile stretch of Hayes Road over the past 10 years, but six of those were at the intersection of 140th Street, leaving 18 crashes at other points along Hayes. Mr. Bennett recommended working with the Parks and Recreation Department to avoid over-scheduling facilities at the nearby Hayes Complex. Mr. Scott said the Police Department will increase enforcement efforts to deal with the speeding. Mr. Blomstrom said he would look into options for discouraging vehicles from parking too close to the pedestrian crosswalk. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Scott said new traffic control for the Freedom Days fireworks show was successful. Public Works Concerns Mr. Bennett reported a concern over one or more vehicles parked on the grass boulevard on 13 8th Street. The concern is this may be a place that BRT riders may be tempted to park as it is a relatively short distance north of a station. There was brief discussion about possible parking restrictions for the south side of 138th Street. MOTION: Mr. Blomstrom moved, second by Mr. Scott, to recommend prohibiting parking on the south side of 13 8th Street between 11:00 a.m. and 1:00 p.m., Monday through Friday, contingent upon no objections from the property owners on the north side of 13 8th Street. Motion passed 6-0. 6B.Educational Issues Mr. Bennett distributed crash data. Ms. Turek noted speed enforcement initiatives in July and DWI initiatives in August. 7. Adjourn MOTION: Mr. Scott moved, second by Mr. Blomstrom, to adjourn. Motion passed 6- 0. Meeting was adjourned at 7:52 p.m.
