Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Dave McKenzie.
Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Dave
McKenzie, Matt Saam, Joe Shaw

2. Approval of Agenda
MOTION: Ms. Dolan moved, second by Mr. Grawe, to approve the agenda
as presented. Motion passed 6-0.

4. Approval of September 13, 2023 Minutes
MOTION: Mr. Grawe moved, second by Mr. McKenzie, to approve the
Minutes of September 13, 2023. Motion passed 4-0 (Ms. Dolan and Mr.
Samm abstained).
5A. Review of Crosswalk at Dodd and Dundee/Dunbar Intersection
Mr. Acosta said the intersection has around 3,650 vehicles per day traveling
on Dodd with an 851h percentile speed of 44 miles per hour, which is under the
posted limit of 45. The conditions warrant an enhanced crosswalk on the east
side with advanced warning signage, stop bar, and crossing signage. A small
section of sidewalk should be upgraded to a trail width. In the long-term, it is
desirable to eliminate the left turn lane on Dodd to create a larger median as a
pedestrian refuge.
MOTION: Mr. Grawe moved, second by Ms. Dolan, to recommend
installation of the proposed signage and pavement markings. Motion passed 6-
0.
5B. Stop Si Request Request at Griffon Path and Granada Avenue
Mr. Acosta said the average daily traffic counts are around 475 on Griffon
Path and 625 on Granada. There are no stop signs at similar intersections in
the neighborhood and it would be consistent not to install signage and
continue using the right-of-way rule.
MOTION: Ms. Dolan moved, second by Mr. Shaw, to table the issue for
reconsider at a future meeting when new information is available. Motion
passed 6-0.
5C. No Outlet/Dead End Si Request Request on Diamond Court
Mr. Acosta explained that the condition is a three-way intersection with a
longer cul-de-sac that curves, so that the end is not visible from the
intersection. He proposed adding rider signage on the existing street sign.
MOTION: Ms. Dolan moved, second by Mr. McKenzie, to recommend
installation of the appropriate rider signage as proposed. Motion passed 6-0.
5D. Review of Crosswalk at Hopewell and Whitney Drive
Mr. Acosta said that Whitney Drive is scheduled for reconstruction in 2025.
The average daily vehicle trips on Whitney are around 1,025. Conditions
warrant an enhanced crosswalk with pavement markings, advanced warning
signage, and a bump out of the curb. The adjoining school speed zone could
also be extended slightly to incorporate the crosswalk within the school speed
zone area.
MOTION: Mr. Shaw moved, second by Mr. McKenzie, to recommend
installation of proposed signage,pavement markings, and curb alterations.
Motion passed 6-0.
5E. Stop Sign Request at Eagle Stone Road/Eastbrook Lane
Mr. Acosta explained that this is a situation where a private driveway merges
into a public street. There are no stop signs at similar intersections of private
driveways with public streets in the neighborhood.
MOTION: Ms. Dolan moved, second by Mr. McKenzie, to recommend
against installation of a stop sign in City right-of-way, but to advise the
homeowners' association that it may be appropriate for them to erect at stop
sign on their private property for the private driveway. Motion passed 6-0.
5F. Review of Upper 139th St Parking Restrictions
Mr. Acosta explained that there is a large volume of contractor parking
occurring off-site for the Fire Station 2 construction project. Contractors have
been asked to park in the Galaxie Park parking lot, but many are choosing to
park on Upper 139th Street which is closer. As a result, neighbors are having
trouble accessing their mailboxes and the traffic lane on Upper 139th will be
quite narrow once snow storage begins. The Fire Department has requested
temporary parking restrictions during workday hours on a short segment of
Upper 139th until the project is complete this summer as determined by the
Public Works Director.
MOTION: Mr. Saam moved, second by Mr. Grawe, to recommend the
temporary parking restrictions as proposed. Motion passed 5-0 (Ms. Dolan
abstained).
5G. Germane Avenue Parking Restrictions
Mr. Acosta explained that there is considerable on-street parking occurring on
Germane along an apartment property. Staff suspects that the apartment
parking pass policy without providing guest parking is incenting guests to
park on the street. Many of the vehicles are parking on the boulevard grass,
likely because the driving lane is very narrow when cars are parked on both
sides. Staff recommends removing the center striping when weather permits,
enforcing existing ordinances prohibiting parking on grass, and posing
signage notifying drivers of the 3:00 am to 6:00 am parking prohibition.
MOTION: Ms. Dolan moved, second by Mr. McKenzie, to recommend the
installation of signage and proposed actions and to continue to review the
situation in the spring and after street reconstruction to determine if further
measures are needed. Motion passed 6-0.
5H. Review of 157th and Galaxie Study Findings
Mr. Acosta briefly reviewed the proposed improvements, including a
roundabout. The group expressed general support for a roundabout, but
recommended staff continue to monitor the situation to see how traffic flows
and accident rates change after the improvement.
5I. Driver Feeback Sign Results Review
Mr. Acost presented data from the driver feedback sign deployments in 2023.
5J. Approval of 2024 Meeting Schedule
MOTION: Ms. Dolan moved, second by Mr. Saam, to set the 2024 regular
meeting dates for January 10, March 13, May 8, July 10, September 11, and
November 13. Motion passed 6-0.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Dahlstrom reported no new concerns.
Public Works Concerns
Mr. Anderson noted that residents continue to express concerns about the
crosswalk on 142nd Street near Scott Highlands Middle School and staff is
attempting to set up a meeting with school officials.
6B.Educational Issues
The Toward Zero Deaths Conference is November 14 and 15.

passed 6-0. Meeting was adjourned at 9:02 p.m.
