LEBANON CEMETERY ADVISORY COMMITTEE
October 17, 2023
Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley,
Dakota County, Minnesota, held October 17, 2023, at 2:00 p.m. at Apple Valley Municipal Center.
PRESENT: Nancy Anderson, Tim Anderson, Dave Brueshoff, Tanya Grawe, Dave Kurtz, Alan Kohls,
ABSENT: Jan Monro
City staff members present were: Public Works Director Matt Saam, Streets Superintendent Jeff
Lathrop, and Cemetery/Public Works Coordinator Wendy Davis
1. CALL TO ORDER
The meeting was called to order at 2:00 p.m. by Chair Kohls.
2. APPROVAL OF AGENDA
MOTION: of D. Brueshoff, seconded by T. Anderson approving the agenda for today’s meeting
as written. Ayes - 6, Nays - 0
3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA
There was no one present to speak.
4. APPROVAL OF MINUTES – July 18, 2023
MOTION: of T. Grawe, seconded by D. Kurtz approving the minutes of the July 18, 2023, meeting.
Ayes - 6, Nays - 0
5. NEW/CONTINUED BUSINESS
A. Cemetery Improvements – New Columbaria Area
Mr. Lathrop informed the committee that the concrete pad and footings have been installed
for the new columbaria area. The crew is currently working on grading and restoration of the
area, but experienced a rain delay last week. This restoration work should be completed
soon. The first of four columbaria is scheduled to be installed next week. Once installed, the
waiting list of purchasers will be contacted for an opportunity to purchase.
B. 3rd Quarter Activity Report 2023
MOTION: of T. Grawe seconded by N. Anderson, accepting the Activity Report for Third Quarter.

C. Maintenance and Grounds Update
Mr. Lathrop reported that grave restorations have occurred, along with seeding of the areas.
Shrub and tree cutting for the winter season will occur at the end of this month. New garbage
and recycling containers were installed. The irrigation system has been blown out for the season.
Crack sealing of the roads and parking lot took place in the spring, with chip sealing and fog
sealing occurring in the future. The mini excavator is now being utilized for traditional burial digs
and this is going well.
D. REVIEW PROPOSED REVISIONS TO PRICING FOR 2024
Ms. Davis reviewed the updates to the General Price List for 2024. A pricing survey was
completed in 2023 that considered rates at area cemeteries. This pricing survey is completed
every three years. Lebanon Cemetery was found to be lower than average. Due to the survey,
most cemetery rates received a 12%-20% increase with some of the rates only increasing 4% as
an inflationary increase. Discussion was had by committee members on the increase as some of
the committee members felt the proposed pricing was too high. Committee members also asked
if pricing could be reviewed at the July meeting rather than the October meeting so that more
time was allowed to review pricing.
MOTION: of D. Brueshoff seconded by D. Kurtz, approving the General Price List for 2024. Ayes
- 4, Nays - 2
