Minutes of the December 7, 2023, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Committee Members Dave Freed, Mark Schori, Lisa Hiebert, Matt Hinrichs,
Noel Hammill, and Craig Long; Parks and Recreation Director Eric Carlson; Parks
Superintendent Mike Endres; Recreation Superintendent Nate Rosa; Recreation Facilities
Manager Brian Christianson; Golf Course Manager Jim Zinck; Administrative Coordinator
Kayla Hechsel; and Clubhouse Coordinator Jordan Johnson.

ITEM 1. Call to Order
Acting Chair Hiebert called the meeting to order at 7:00 p.m. Everyone took part in the
Pledge of Allegiance.
ITEM 2. Approval of Agenda
MOTION: by Hinrichs, seconded by Hammill, approving the Agenda as
presented

ITEM 4. Approval of the November 2023 Minutes.
MOTION: by Freed, seconded by Schori, to approve the November 2023
minutes as presented.

ITEM 5.A. Agenda Items – Consider Approval of Contracts with JLG Architects, Confluence,
Inc., HGKi, and JQP, Inc., for 2023 Parks Referendum Projects
With the passing of the 2023 Parks Referendum, City staff are seeking approval by the
Committee to enter into agreements with the following consultants: JLG Architects,

Confluence, Inc., HKGi, and JQP, Inc. Staff plan to enter into agreements with JLG as the
principal architect on the Apple Valley Community Center/Apple Valley Senior Center and
Apple Valley Family Aquatic Center projects; Confluence, Inc., as the landscape architect on
the Redwood Park, Kelley Park, and youth baseball/softball complex at Hayes Park projects;
HKGi to perform a parks amenity study; and JQP, Inc., to assist the City throughout these
projects to ensure that our plans meet and exceed all requirements of the Americans with
Disabilities Act.
After a few clarifying questions from the Committee,Director Carlson emphasized that these
agreements are for various consultants providing professional services on our 2023 Parks
Referendum projects—the agreements are not for any contractors. The bid process and hiring
of contractors will take place at a later time, once more plans have been made.
MOTION: by Hammill, seconded by Long, to approve the agreements as
presented and recommend City Council do the same.

ITEM 5.B. Agenda Items – Consider Approval of Right of Entry Agreement with ISD 196 for
Westview Elementary School
Staff are seeking the Committee’s approval to enter into a Right of Entry/Waiver of Trespass
Agreement with ISD 196 for Westview Elementary School. Because ISD 196 has agreed to
allow the City to use some of the their land at Westview Elementary for the construction of
the youth baseball/softball complex, this agreement will allow City-appointed personnel to
access school district property to perform necessary survey and geotechnical work in
preparation for the complex’s construction.
MOTION: by Freed, seconded by Hammill, to approve the agreement with
ISD 196 as presented and recommend City Council do the same.
VOTE: Yes – 6, No – 0
ITEM 6. Division Updates – Jim Zinck and Jordan Johnson
Golf Course Manager Jim Zinck provided a detailed summary of the completed irrigation
and on-course improvement project and voiced his satisfaction with how smoothly the
project went as well as his excitement for future seasons after these improvements. Golf
Course Manager Zinck expressed his gratitude to Leibold Irrigation, Norby Golf Course
Design, Arnt Construction, and Valleywood staff Jordan Johnson, Ryan Browning, and Tom
Dostal for their diligent work in making this project a huge success.
Clubhouse Coordinator Jordan Johnson highlighted how Valleywood staff provided
communication about the construction project to patrons and managed patron expectations

and frustrations. Overall, there were very few unhappy patrons, and everyone is excited for
the improvements that have been made.
Golf Course Manager Zinck and Clubhouse Coordinator Johnson also provided a summary
of the 2023 season, which was very successful and resulted in a net profit. The Committee
expressed their gratitude to the staff for their success and facilitation of the improvement and
irrigation project.

There being no further business, the Parks and Recreation Advisory Committee meeting was
adjourned.

Sign Master Plan

Approve new sign master plan and make recommendation to City Council.
Summary
Staff hired Confluence to design a new sign family master plan. After several iterations, the Parks
and Recreation Advisory Committee selected their preferred design. Staff are looking for the
Parks & Recreation Advisory Committee to give final approval to the full sign master plan
developed by Confluence that uses the selected design and recommend City Council also approve
the new sign master plan.
Background
Currently, signs in Apple Valley’s parksystem vary widely—they are different sizes and they
utilize different colors and fonts. The goal is to create consistent signage and branding across
the whole park system. The aim is for residents and park visitors to know they are in Apple
Valley parks, whether they are enjoying a baseball game at Quarry Point Park or using the
playground at a small neighborhood park on the other side of the city.
Now that the base design has been approved, staff are seeking the approval of the full sign
master plan. Signs in all parks will be replaced with contemporary, welcoming, accessible, and
matching signage. The new sign master plan includes wayfinding, trail marking, rules, park
identification, and monument signs.
Included in this packet are details and sketches of the proposed full sign master plan along with
details of the current sign inventory. This information will be presented by Parks
Superintendent Mike Endres, whose crew has diligently inventoried and mapped all existing
signage across the park system.

Summary
During the regular meeting, Parks Maintenance SupervisorSteve Rotherwill be giving an update
on the Parks Maintenance Division. Included in the agenda packet, you will find a copy of his
presentation. This is provided for informational purposes. Also included in this packet is a written
memo of updates at the Hayes and Sports Arenas. This memo is provided for the Committee to
review on their own; no oral presentation on the arenas will be given.
Background
As the Parks Maintenance Supervisor, Steve Rother supervises the daily operations of the
maintenance crew. He creates daily duty rosters, orders safety equipment and parts, and schedules
the staff among many other duties. For this meeting, Steve will give an oral presentation updating
the Committee on current operations of the Parks Maintenance division.
Recreation Facilities Manager Brian Christianson oversees the Sports Arena and Hayes Arena,
as well as the capital projects of the Community Center and Senior Center. His updates are
provided in the attached memo.

SUBJECT:ArenasDivision Update
SPORTS ARENA:
To date,we have hosted 38 high school games, and we are scheduled to host 12 more
games before the end of the season.
Our second winter session of Learn to Skate began January 6 and runs until February 26.
We hosted the annual Play for Patrick Bantam A/AA tournament with teams from all over
Minnesota along with other area arenas.
We are scheduled to host a PWHL Minnesota practice at the end of February.
Public skating continues every Sunday from 3:30–5p.m.through February 25.
The ISD196 Icettes Ice Show will take place March 7–9.
Ice will be inuse one week longerthan normal due to hockey association ice needs and
construction at Hayes Arena. The facility will be turned over to tennis courts beginning
March 16 with our first dry floor rental scheduled for March 23.
HAYES ARENA:
We hosted the annual Play for Patrick Bantam A/AA tournament with teams from all over
Minnesota along with other area arenas.
With no way of having outdoor ice over winter break,two free public skating sessionswere
hostedat Hayes Arena and saw about 100 skaters over the two days.
No spring Learn to Skate will be offered this year due to the constructionprojectat Hayes
Arena.
Ice is rented through March 10 with the refrigeration project set to begin the next day.
REFERENDUM –HAYES ARENA REFRIGERATION PROJECT
The project is set to begin in early March with completion expected in early June.
We will be replacing our refrigeration system, ice rink floor, and dasher boards.
This project eliminates R-22 (freon) as the primary refrigerant, which means we are
applying for a Mighty Ducks grant of up to $250,000 to help with our project. The
application is due mid-February, and grants will be awardedin March.
