Minutes of the special meeting of the City Council of Apple Valley, Dakota County,
Minnesota, held January 20th, 1987, at 8:00 o'clock p.m. at City Hall.
PRESENT: Councilmembers Goodwin, Holton, Humphrey and Savanick.
ABSENT: Mayor Branning.
City staff members present were: City Administrator Asleson, City Clerk Mueller, City
Attorney Sheldon, Personnel Director Boland, Community Development Director Gretz, City
Planner Kelley, Assistant Administrator Lawell, Planning Assistant McMonigal and Police
Chief Rivers.
Acting Mayor Holton called the meeting to order at 8:00 p.m. and noted the purpose of
the meeting is to consider AFSCME Council 14's request for interest arbitration.
MOTION: of Goodwin, seconded by Humphrey, adopting a resolution
approving the request to submit the labor dispute between the
City and AFSGME Council 14 to arbitration in accordance with
M.S. 179.69, subd. 3.

TION REQUEST
Acting Mayor Holton said he would hope they could negotiate a settlement rather than go
to arbitration. Ron Nelson, representing AFSCME, said they would like to continue to
try and work out a settlement, but if it cannot be reached, they want the option to go
to arbitration. Personnel Director Boland reviewed the status of the negotiations and
said another session is scheduled for January 22, 1987.
Ron Robb, Bob Hanson and Ron Nelson spoke representing AFSCME and expressed a desire for
a step pay system, similar to the current system for non-union employees, which would
allow them to move through the range in a reasonable number of years. Mr. Nelson also
asked whether a representative of the Council could sit in on a negotiating session.
Acting Mayor Holton said the City has a Personnel Director and a management team to do
the negotiating. The Councilmembers all expressed a desire for both parties to continue
negotiations to reach a settlement rather than arbitration.
Vote was taken on the motion. Ayes - 0 - Nays - 4. Motion Failed.
MOTION: of Savanick, seconded by Goodwin, to adjourn. Ayes - 4 - Nays - 0.
The special meeting was adjourned at 8:28 o'clock p.m. The Council then continued with
an informal meeting to review a proposed new sign ordinance.
