HomeMy WebLinkAbout01/29/1987CITY OF APPLE VALLEY Dakota County, Minnesota January 29, 1987 Minutes of the special meeting of the City Council of Apple Valley, Dakota County, Minnesota, held January 29th, 1987, at 12:00 olclock noon at City Hall. PRESENT: Mayor Branning; Councilmembers Goodwin, Holton, Humphrey and Savanick. ABSENT: None. City staff members present were: City Clerk Mueller, City Attorney Sheldon, Finance Director Ballenger, Personnel Director Boland, Community Development Director Gretz, Parks & Recreation Director Gurban, City Planner Kelley, Assistant Administrator Lawell and Police Chief Rivers. Mayor Branning called the meeting to order at 12:05 p.m. He read a letter dated January 29, 1987, from Richard Asleson, City Administrator, confirming a request for a 30 day sabbatical leave as discussed January 27, 1987, by the Mayor and Mr. Asleson. MOTION: of Holton, seconded by Goodwin, approving a voluntary leave for Richard Asleson, City Administrator for a period of 30 calendar days commencing January 28, 1987, with full pay and benefits during this period, and temporarily relieving him of all duties and responsibilities associated with the positions of City Administrator and City Treasurer during this period. Ayes - 5 - Nays - 0. VOLUNTARY LEAVE APPROVAL - CITY ADMINISTRATOR APPOINT ACTING ADMINISTRATOR MOTION: of Holton seconded by Savanick, appointing John Gretz as temporary Acting City Administrator during Mr. Asleson's leave. Ayes - 5 - Nays - 0. The Council received a memo dated January 29, 1987, from the Personnel Director describing the terms of the AFSCME labor agreement for 1987 for maintenance employees. The agreement includes step adjustments for a total cost of 4.8 percent. The union approved the agreement January 27, 1987. MOTION: of Holton, seconded by Goodwin, adopting Resolution No. 1987- 20 ratifying the 1987 contract with AFSCME Local No. 479 and authorizing the Mayor and Clerk to sign the same.- Ayes - 5 - Nays - 0. RES. 1987-20 1987 AFSCME AGREEMENT LICENSES & PERMITS COUNCIL LIAISON: CLAIMS & BILLS MOTION: of Holton, seconded by Humphrey, approving renewal of various 1987 licenses and permits as shown on the list dated January 29, 1987. Ayes - 5 - Nays - 0. Mayor Branning asked that the Council reconsider changing liaison areas for 1987. He asked that this item be scheduled for the February 26, 1987, Council meeting. MOTION: of Goodwin, seconded by Savanick, to pay the claims and bills, checks numbered 52959 through 53044, in the total amount of $361,327.64. Ayes - 5 - Nays - 0. MOTION: of Goodwin, seconded by Savanick, to adjourn. Ayes - 5 - Nays - 0. The meeting was adjourned at 12:14 o'clock p.m.
