Adjourn Next Regularly Scheduled Meeting Date: July 16, 2024 CITY OF APPLE VALLEY LEBANON CEMETERY ADVISORY COMMITTEE January 16, 2024 Minutes of the regular meeting of the Lebanon Cemetery Advisory Committee of Apple Valley, Dakota County, Minnesota, held January 16, 2024, at 2:00 p.m. at Apple Valley Municipal Center. PRESENT: Nancy Anderson, Tim Anderson, Dave Brueshoff, Dave Kurtz, Alan Kohls, Jan Monro ABSENT: Tanya Grawe City staff members present were Streets Superintendent Jeff Lathrop, and Cemetery/Public Works Coordinator Wendy Davis. 1. CALL TO ORDER The meeting was called to order at 2:00 p.m. by Chair Kohls. 2. APPROVAL OF AGENDA MOTION: of N. Anderson, seconded by J. Monro approving the agenda for today’s meeting as written. Ayes - 6, Nays - 0 3. AUDIENCE – 10 MINUTES TOTAL TIME LIMIT FOR ITEMS NOT ON THIS AGENDA There was no one present to speak. 4. APPROVAL OF MINUTES – October 17, 2023 MOTION: of N. Anderson, seconded by D. Kurtz approving the minutes of the October 17,2023, meeting. Ayes - 6, Nays - 0 5. NEW/CONTINUED BUSINESS A. 2024 Goals Maintenance Shed - Mr. Lathrop informed the committee that a maintenance shed for the cemetery is budgeted for 2024. The maintenance shed will be on the west side of the cemetery and will be an approximately 30 x 40 building that stores cemetery equipment such as lowering devices and vaults. The estimated cost of the project and building is $100k. Prefabricated buildings are being considered as well as new construction. Staff plans to have the building installed by the end of the year. Chip Sealing – Last summer, crack sealing took place on the internal roads at the cemetery. This year, chip sealing is planned to take place as part of the City’s maintenance JPA which provides better pricing. Chip sealing is emulsion oil with granite rock on top. While this can be a messy process, it is generally considered the best option for low traffic roads, such as those within the cemetery. Chip sealing is planned to take place in late summer/ early fall. Columbaria Area Water Feature – Mr. Lathrop updated the committee on the status of the water feature near the new columbaria area. There are funds allocated in the budget to begin the process of designing and installing the water feature. Previously, a private donor has expressed interest in assisting with the water feature as well. Matt Saam is in discussion with the private donor, updates will be provided at a future meeting. Boulder Area – A new section in the boulder area will be opened in the spring of 2024.There are currently half a dozen boulder locations available for purchase. The new section will be opened in the southeast corner of the boulder area near the berm. MOTION: of T. Anderson seconded by D. Brueshoff, approving the proposed 2024 Goals. Ayes - 6, Nays - 0 B. Maintenance and Grounds Update Mr. Lathrop reported that several maintenance activities took place in the fall of 2023 due to the warmer weather. The concrete pavers were removed and replaced near the Fireman’s memorial by a vendor for the City. The first of four columbaria were installed in mid-November and several sales have already taken place. With the nicer weather, grading and seeding took place at the new columbaria area as well as grave restorations throughout the cemetery. This spring, new planters and flowers will be added to the area as well. Fascia and door sealing of the cemetery shelter is planned to take place in the future. C. 4th Quarter Activity Report 2023 MOTION: of J. Monro seconded by D. Kurtz approving the 2023 4th Quarter Activity Report. Ayes - 6, Nays - 0 D. 2023 Cemetery Report MOTION: of T. Anderson seconded by N. Anderson, approving the 2023 Cemetery Report. Ayes - 6, Nays - 0 E. Cemetery Advisory Committee Term Expirations The terms of Timothy Anderson and Jan Monro expire March 1, 2024. All have expressed interest in serving another term. 6. COMMUNICATIONS / UPDATES 7.
