Minutes of the April 4, 2024, Apple Valley Parks and Recreation Advisory Committee.
PRESENT: Committee Chair Lisa Hiebert; Committee Members Dave Freed, Mark Schori,
and Craig Long; Parks and Recreation Director Eric Carlson; and Administrative Coordinator
Kayla Hechsel.
ABSENT: Committee Member Noel Hammill; Recreation Superintendent Nate Rosa; Parks
Superintendent Steve Rother; Recreation Facilities Manager Brian Christianson;
and Golf Course Manager Jim Zinck
ITEM 1. Call to Order
Chair Hiebert called the meeting to order at 7:00 p.m. Everyone took part in the Pledge of
Allegiance.
ITEM 2. Election of Officers — Chair and Secretary
MOTION: by Freed, seconded by Long, approving the election of Parks &
Recreation Committee officers by nomination and approval as
Chair Lisa Hiebert and Secretary Mark Schori.

ITEM 3. Approval of Agenda
MOTION: by Schori, seconded by Long, approving the Agenda as presented

ITEM 6.A. Agenda Items — Committee's Annual Report
The Parks & Recreation Department prepares an annual report about the year's work done by
the Parks & Recreation Advisory Committee, and the report is approved by the Committee
and then by the City Council. Upon approval of the report, it is posted on the City's website
for the public to view.
Committee Member Schori commented that the report mentions the Park Dedication Fund
and he requested that staff bring information about the Park Dedication Fund to the
Committee at a future meeting. Director Carlson promised to do so. Committee Member
Long asked for more information about the Adopt -a -Park program. Director Carlson shared
that local organizations or businesses that participate in this program adopt a park for a year
and clean up their park a few times or take on a special project, such as replacing the mulch
or trimming trees.

Advisory Committee's annual report as presented.

ITEM 6.B. Agenda Items — Department's Annual Report
The Parks & Recreation Department staff create an annual report for the work done by the
Department each year. After the report is approved by both the Parks & Recreation Advisory
Committee and the City Council, the report is posted online for the public to view.
Committee Chair Hiebert highlighted the attendance numbers, such as for the Aquatic
Center, are trending upward, especially after the pandemic. Director Carlson agreed and
mentioned that other cities seem to be experiencing a similar upward trend. Committee
Member Long asked about the new Air Quality Guidelines, and Director Carlson gave
background as to why these guidelines were put in place. The specific guidelines are not
published, but they are an internal policy that will help guide staff in making decisions about
when we close our facilities or cancel programs due to poor air quality.
Committee Chair Hiebert commented that this year's Mid -Winter Fest was a great success,
and Director Carlson gave a brief overview of the highlights of this year's event and thanked
our wonderful sponsors.

ITEM 7. Committee/Staff Discussion Items
Director Carlson gave a brief update on the 2023 Parks Referendum projects, specifically the
Hayes Arena project, which is on track to be completed by early June. Director Carlson also
mentioned that improvements to the Apple Valley Family Aquatic Center are in the planning
stages of the process, with implementation scheduled to happen beginning at the conclusion
of the 2024 swim season. He mentioned that there will be opportunities for the public coming
up to give their feedback on the youth baseball/softball complex at Hayes Park and the park
improvements and new pool at Redwood Park.
Director Carlson highlighted the additional funding we have received and are applying for to
help supplement the Parks Referendum funds. The funding we have received includes
$1,410,000 from the State and $500,000 from the Federal Government for the inclusive
playground, and $166,000 from Mighty Ducks Grant Program for the Hayes Arena
refrigeration project. The department has grant applications for $250,000 and $350,000 from
the MN DNR for trails at Cobblestone Lake Park and Redwood Park's sport courts
respectively.
Committee Chair Hiebert thanked former Chair Brent Schulz and former Committee Member
Matt Hinrichs for their service on the committee. Two new members will be brought onto the
Committee by the May meeting. The Committee Members wanted to also thank Mike
Endres, our Parks Superintendent, for his 23 years at Apple Valley and wish him well in his
retirement.
