NEXT REGULARLY SCHEDULED MEETINGS: Wednesday November 12, 2014 7:00 p.m. (Regular) Welcome to the Apple Valley Traffic Safety Advisory Committee meeting. The Committee is a forum to hear citizen concerns regarding traffic and parking on City streets, as well as pedestrian and bicycle safety issues. The Committee also evaluates proposals for traffic control devices, signage, and striping and considers citywide traffic education and communication programs. The Committee encourages residents to bring their concerns forward and appreciates your efforts to help make our City a safer community. Specific traffic solutions may also have unintended and potentially dangerous consequences as there are often engineering and liability issues involved with traffic controls and roadway designs to consider. When evaluating resident concerns, the Committee follows a process that looks broadly at multiple possible solutions and utilizes the City's engineering resources to help determine the most appropriate solution for identified problems: 1) The concern is received. 2) Options are identified to address the concern. 3) Additional analysis of the options to determine engineering, legal liability, and financial constraints or issues may be necessary. 4) A recommendation is made. Traffic Safety Advisory Committee City of Apple Valley September 10,2014 7:00 p.m. Municipal Center Minutes 1. Call to Order The meeting was called to order at 7:00 p.m. by Chair Arthur Zimmerman Members Present: John Bermel, Todd Blomstrom, Linda Dolan, Charles Grawe, Joe Shaw, Arthur Zimmerman Members Absent: Laura Turek Consultants/Alternates Present: Dave Bennett Others Present: Lynn Hernandez 2. Approval of Agenda MOTION: Ms. Dolan moved, second by Mr. Grawe to approve the agenda as presented. Motion passed 6-0. 3. Audience Items Ms. Hernandez expressed concern on behalf of Diamond Path Elementary School about potential parking restrictions on 144th Street. Mr. Bennett said neighbors had suggested parking restrictions in response to the new school childhood education facility under construction across from Diamond Path. Most of the parking on 144th Street is associated with summer athletic programs using the school fields, not the school activities during the school year. There were concerns that general parking prohibition on the street could have negative impacts on the school activity, such as parents cued in line to pick up children at the end of the day. There was concern about preserving visibility at the designated crosswalk. MOTION: Ms. Dolan moved, second by Mr. Bermel, to paint the curb yellow on 20 feet on either side of the pedestrian crosswalk bump-out and 144th Street. Motion passed 6-0. 4. Approval of July 9, 2014 Minutes MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to approve the Minutes of July 9, 2014 as presented. Motion passed 5-0. (Mr. Bermel abstained) 5A.Request for Right Turn Lane Markings on Eastbound 155th Street at Embry Mr. Bennett said a resident requested the turn lane in advance of the lane merge just east of Embry Path. Mr. Blomstrom suggested that the merge area could possibly be moved further to the east, eliminating the confusion caused by the lane merge at the intersection. He requested additional time to study the options before proceeding. 5B.Request for Pedestrian Crosswalk at Cobblestone Lake Parkway and Eagle Stone Road Mr. Bennett said a resident requested a mid-block crosswalk. However, from looking at the parking spread all along the street for a considerable distance, there is no single point that would appear to have the volumes of pedestrians needed to meet a threshold. MOTION: Mr. Blomstrom moved, second by Mr. Grawe, to share the City's crosswalk policy with the resident and offer to monitor the area and ask if the resident believes there is a particular peak crossing time or crossing location that the City could study further. Motion passed 6-0. 5C.Survey Results for Intersection Sight Lines at Collector and Local Streets Mr. Bennett reported that the resident with the fence that started this issue has since agreed to relocate the fence to improve visibility. In studying other similar areas around the City, Mr. Bennett found eight other properties. Six have issues inside the right-of-way that the City can more easily address. Two have issues outside of the right-of-way. 5D.Crash Statistics and Trends Mr. Bennett provided crash data from 2010 to 2014. There are about 500 reported crashes each year, with between 150 and 200 personal injury crashes and between 275 and 375 property damage crashes. 6A.Other Traffic Concerns Communicated to the City of Apple Valley Police Concerns Mr. Bermel reported no new concerns. Public Works Concerns Mr. Blomstrom reported no new concerns. 6B.Educational Issues There were no new educational issues. 7. Adjourn MOTION: Mr. Grawe moved, second by Mr. Blomstrom, to adjourn. Motion passed 6- 0. Meeting was adjourned at 8:00 p.m.
