Minutes
1. Call to Order
The meeting was called to order at 7:00 p.m. by Arthur Zimmerman.
Members Present: Greg Dahlstrom, Linda Dolan, Charles Grawe, Dave
McKenzie, Matt Saam, Arthur Zimmerman
Members Absent: Joe Shaw
Consultants/Alternates Present: Brandon Anderson, Evan Acosta

2. Approval of Agenda
MOTION: Mr. Grawe moved, second by Ms. Dolan, to approve the agenda
as presented. Motion passed 6-0.
3. Audience Items
There were no audience items.
4. Approval of January 10, 2024 Minutes
MOTION: Mr. Dahlstrom moved, second by Mr. Saam, to approve the
Minutes of January 10, 2024. Motion passed 6-0.
5A. Request for Do Not Block Intersection Signage on Hayes Road
Mr. Acosta gave a brief review of the traffic on Hayes Road north of 1451h
Street by the Apple Valley High School. The issue stems from stacked
vehicles attempting to turn into the High School Parking lot in the morning.
The stacked vehicles make it very difficult for vehicles on 143rd Street to turn
either left or right and difficult for vehicles on 1441h Street to run left. The
Manual on Uniform Traffic Control Devices allows for Do Not Block
Intersection signage, but such signage is generally intended for situations
where blockages are occurring throughout the day, not just one or two brief
periods.
MOTION: Ms. Dolan moved, second by Mr. Grawe, to recommend
installation of the proposed signage to allow the right-turn southbound
movement from 143rd Street and to allow the left-turn northbound movement
from 1441h Street. Motion passed 6-0.
6A.Other Traffic Concerns Communicated to the City of Apple Valley
Police Concerns
Mr. Dahlstrom said the Police Department applied for a grant for a distracted
driver enforcement vehicle.
Public Works Concerns
Mr. Anderson said the City is working on a traffic safety grant.
Mr. Anderson said driver awareness feedback signs will be deployed on
Havelock Trail in the near future.
Mr. Anderson said feedback signs will also be deployed on Flagstaff and
157Ih.
Mr. Anderson said wrong way driving continues to be an issue on Founders
Lane.
6B.Educational Issues
Ms. Dolan gave an update on upcoming seminars and workshops on traffic
safety.
7. Adjourn
MOTION: Mr. Grawe moved, second by Mr. McKenzie, to adjourn. Motion
passed 6-0. Meeting was adjourned at 7:28 p.m.
