HomeMy WebLinkAbout05/29/1986CITY OF APPLE VALLEY Dakota County, Minnesota May 29, 1986 Minutes of the Board of Review meeting of the City of Apple Valley, Dakota County, Minnesota, held May 29th, 1986, at 7:00 o'clock p.m. at City Hall, pursuant to due call and notice thereof. PRESENT: Mayor Branning; Councilmembers Goodwin, Holton and Humphrey (attended at 7:11 p.m.); City Clerk Mueller. ABSENT: Councilmember Savanick. Mayor Branning called the meeting to order at 7:00 p.m. and noted receipt of the affidavit of publication of the meeting notice. He stated the purpose of the meeting is to conduct the City's annual Board of Review on the assessed valuation of property in the City for 1986. He then turned the meeting over to Bill Peterson, of the Dakota County Assessor's Office. Mr. Peterson said because Apple Valley was revalued in 1985, none of the property values were adjusted for 1986 except new construction and improvements. The estimated market value for the City as of May 20, 1986, is $680,646,500 and the assessed value is $160,054,132 which represents a five percent increase over 1985. He then answered general questions from the public. Questions were asked on how the assessed value is determined from the market value and how was the revaluation done last year. Mr. Peterson explained the process and said when the results of the revaluation were analyzed, the average for the City was found to be at 86 percent of market value. Prior to the revaluation, the average was at 81 to 82 percent of market value. A question was asked about the increase in value on commercial property. Mr. Peterson said the State mandated an across the board increase on commercial property throughout the state. In Apple Valley, all commercial property was increased 10 percent and some received a 20 percent increase. Members of the Assessor's Office Staff then reviewed individual property records with those present. After this was completed, Mr. Peterson reported there was no further action to be taken at this time. He had received a letter concerning a lot in Nordic Woods 8th Addition on which the City has an option to purchase and would be making a recommendation as to its value for future action. MOTION: of Goodwin, seconded by Humphrey, referring any further correspondence on valuations to the Dakota County Assessor's Office and closing the 1986 Board of Review meeting. Ayes - 4 ~ Nays - 0.
