B UD G E T I M PAC T: N/A AT TAC HM E NT S : Minutes ECONOMIC DEVELOPMENT AUTHORITY City of Apple Valley Dakota County, Minnesota May 23, 2024 Minutes of the Special Meeting of the Economic Development Authority of Apple Valley, Dakota County, Minnesota, held May 23, 2024, at 6:15 p.m., at Apple Valley Municipal Center. PRESENT: President Tom Melander, Commissioners Clint Hooppaw, Tom Goodwin, John Bergman, Ruth Grendahl, Jodi Kurtz, and Ken Johnson ABSENT: City staff members present: City Administrator Tom Lawell, Finance Director Ron Hedberg, Community Development Director Tim Benetti, City Planner Kathy Bodmer, City Attorney Sharon Hills, and Department Assistant Breanna Vincent APPROVAL OF AGENDA President Melander asked staff if there were any changes to the agenda. – None. MOTION: of Hooppaw, seconded by Grendahl, approving the agenda. Ayes – 7 - Nays - 0. CONSENT AGENDA MOTION: of Hooppaw, seconded by Bergman, approving the minutes of the special meeting on January 25, 2024. Ayes – 7 – Nays – 0. REGULAR AGENDA A. Former Gaslight Park and Ride Property (15584 Gaslight Drive) City Planner Kathy Bodmer provided a brief presentation. MOTION: of Hooppaw, seconded by Goodwin, to adopt Resolution Authorizing Execution of Disclaimer of Interest in Easements on Lot 1, Block 1, Carroll Center Fourth Addition. Ayes – 7 - Nays – 0. Convene into Closed Session to Discuss Potential Sale of EDA Owned Property – The Gaslight Site - 15584 Gaslight Drive President Melander requested a motion to close the meeting under the exceptions to the open meeting law to review real property appraisal information related to lands identified as the Gaslight Site (15584 Gaslight Drive). MOTION: by Grendahl, seconded by Goodwin to convene in closed session. The EDA convened in the Regent Conference Room at 6:25 p.m. In attendance were President Tom Melander, Commissioners Clint Hooppaw, Tom Goodwin, John Bergman, Ruth Grendahl, Ken Johnson, and Jodi Kurtz; City Administrator Tom Lawell, Community Development Director Tim Benetti, Finance Director Ron Hedberg, City Planner Kathy Bodmer, City Attorney Sharon Hills, and Department Assistant Breanna Vincent. The meeting was tape recorded as required by law. E D A ME E T I NG D AT E :J uly 25, 2024 S E C T I O N:Regular A genda Description: Closed Session to Discuss Potential S ale and Negotiation of E D A Owned P roperty - T he Gaslight Site at 15584 Gaslight Drive S taff Contact: Tim Benetti, Community Development Director & K athy B odmer, City P lanner Department / Division: Community Development Department AC T I O N RE Q UE S T E D: Convene in closed session, under exception to the open meeting law, to review and consider various offers to negotiate and purchase the ED A-owned lands identified as T he Gaslight Site, located at 15584 Gaslight Drive. S UM M ARY: City staff requests the ED A meet in closed session at the regular J uly 25, 2024, ED A meeting, in order to review confidential or protected nonpublic data and information (offers to purchase and related information) as outlined in Minnesota Statutes 13D.05, Subd. 3(c). T he ED A is being asked to review and consider various offers to purchase and develop the subject property from several development groups. T hese offers were submitted under separate requests for proposals (RF P's), which were sent out directly to a number of interested development groups and real estate professionals. T he RFP was posted and advertised on the C ity's website J une 10th; posted on LinkedIn; and advertised on MN C A R's (MN C ommercial Association of Real Estate/Realtors) website. T he RF P submittal deadline was J uly 8, 2024. B AC K G RO UND: T he Gaslight Site consists of 3.1 acres; and is generally located at the S E corner of 155th Street and Gaslight Drive. T he site is guided "SIHD" (Suburban Intensive High Density Residential) and is situated in the P D- No. 507 District, Zone No. 2. T he site is owned by the ED A. On J anuary 25, 2024, the ED A met to review and discuss an "initial offer" by a developer to purchase and develop the subject site, and staff requested direction on how to proceed. Direction was given to have an appraisal completed; and upon its completion, the ED A met again at the May 23, 2024 regular meeting, and in closed session to review the appraisal. Subsequent to this review, City staff was directed to prepare and offer to the general public an opportunity to purchase and develop this site under an official request for proposal (RFP) process. Staff will have all of the submitted RF P documents available to review during the closed session meeting. B UD G E T I M PAC T: If the ED A authorizes the sale of the subject property, the City is expected to receive considerable revenue proceeds from said sale; and any future (proposed) development of the site will generate additional property tax revenue for the community.
