URBAN AFFAIRS ADVISORY COMMITTEE
MEETING MINUTES
WEDNESDAY, OCTOBER 26, 2005
1 CALL TO ORDER
The meeting of the Urban Affairs Committee was called to order at 7.00 p.m. by Chair Shirley Doering
at 7 00 p.m.
Members Present: Barry Berg, Sandy Breuer, Shirley Doering, Shelley Madore, Sharon Schwartz and
Pam Sohlberg.
Members Absent: Robin Curran.
Staff Present: Kathy Bodmer, Associate City Planner; Margaret Dykes, Associate City Planner; Mike
Hammerstad, Code Enforcement Officer; Tim Miller, Code Enforcement Officer and Val Thoemke,
Code Enforcement Secretary
Guests present: Janice & Greg Helmes and Jerald Howland
2. APPROVAL OF AGENDA
MOTION Sharon Schwartz moved, seconded by Shelley Madore, to approve the agenda. The motion
carved 7-0

4 DISCUSSION ITEMS
RESIDENTIAL PARKING ISSUES
a. Survey Results
Chair Shirley Doenng stated that she wanted to focus the discussion of the meeting on definitions.
Staff began by presenting a brief summary of the results of the web-based survey that was conducted
between August 9 and September 15, 2005 The results indicated strong support for continuing to
restrict the parking of vehicles on residential properties.

b Proposed Ordinance Amendments
Staff noted that the Committee is asked to review the City Code section that regulates the number of cars
that may be parked in a residential driveway The Committee has decided that a comprehensive review
of residential parking issues is warranted.
The first significant item of concern is that the Code currently limits the number of passenger vehicles
that may be parked outside on a residential property to four However, the section of the code that deals
with late-night parking of vehicles states that on-street parking of vehicles is prohibited from 3 00 a.m.
to 6 00 a.m. unless the driveway is full. This section of the code does not limit the number of trailers,
recreational vehicles or other items that may be taking up room on the driveway At the same time, the
code allows boats, trailers, and other vehicles to be parked overnight on the street if the driveway is full.
Staff would recommend that the code be amended to state that late-night parking would only be allowed
if the driveway is full of passenger vehicles and that no on-street late-night parking of recreational
vehicles or trailers would be permitted.
Next, staff outlined a proposed set of goals to guide the meeting discussion.
1) Create new definitions
2) Establish setbacks
3) Limit number of vehicles (passenger vehicles, open & enclosed trailers, RVs)
4) Limit the size of vehicles
Some concern was voiced about the enforcement of the ordinances, and what department has
jurisdiction over this matter Mike Hammerstad of Code Enforcement, advised that Code Enforcement
handles complaints from the boulevard back to the residence and the Police handle from the curb to the
street.
Sharon Hills, City Attorney's office, sought to create a frame of reference for the Committee's future
work. Ms. Hills stated that any amendments to the City code should align with the City's overall goals.
The Committee worked to create language for the definitions fort the following items. Passenger
Vehicles, Non-Residential Vehicles, Trailers, and Recreational Vehicles. The Committee agreed that the
City should remove the definition of commercial vehicles as this is difficult to enforce. The Committee
also agreed that there should be two classifications for recreational vehicles and trailers. Class I
recreational vehicles and trailers should measure less than 8 feet in height overall and less than 22 feet in
length overall, including the hitch for trailers. Class II recreational vehicles and trailers should measure
8 feet or greater in height overall and/or 22 feet or greater in length overall.
The Chair then opened the floor to the attending residents. Janice and Gregory Helmes stated they were
concerned that the City would outright ban all recreational vehicles from residential properties and that
they would be opposed to such action. The Chair assured them that the City would not impose such a
ban and that any changes to the ordinance would be those that would ensure proper placement of such
vehicles on a residential lot. Mr Jerald Howland stated that he would be in favor of allowing residents
with recreational vehicles to have a slab for the parking/storage of the motor home, but, being able to
traverse to and from this pad without a driveway
The Committee directed staff to finalize the language for the definitions and to begin drafting language
for the other areas of concern raised by the resident survey
