CALL TO ORDER The meeting of the Urban Affairs Committee was called to order at 7:00 p.m. by Chairman John McKay. Members Present: Barry Berg, John McKay and Pam Sohlberg. Shelley Madore arrived at 7:02 p.m. Shirley Doering arrived at 8:13 p.m. Members Absent: Robin Cmran and Shazon Schwartz. Staff Present: Assistant Planner Mazgazet Milton, Community Development SecretarylRecycling Coordinator Nelda Werkmeister and Assistant Planner Kathy Bodmer. Guests Present: Gary Fredricey, Herbert Olander, Kathy and Bill Hering, David Weidenfeller, Gary Boywn, Rick Morcomb, David Domack, Mike Berkopec, Jim and Diane Baumiller, Pat Horton, Lynn Schulberg and Donna Voehners. 2. APPROVAL OF SEPTEMBER 28,1999 AGENDA John McKay asked to add to the agenda receipt of a letter. MOTION: Pam Sohlberg moved, seconded by Barry Berg to approve the agenda as amended. The motion carried unanimously. 3. DISCUSSION ITEMS A. REFUSE PROGRAM -COLLECTION AT GARAGE V. COLLECTION AT CURB Nelda Werkmeister introduced the item to the Committee. A letter was sent out to the licensed haulers asking them to identify the concerns they had with the City's doorside refuse collection program. She reviewed the issues presented by the haulers and discussed the different types of refuse collection programs Chairman McKay asked if there were any haulers present who would like to address the Committee regazding this issue. David Domack of Lakeville Sanitary cited the following concerns with the current. refuse collection program in Apple Valley: driver longevity, increased liability exposure from walking up and down driveways, winter collections, cars and boats in driveway, and difficulty seeing garbage up at the garage. Mr. Domack concluded his comments by saying that City's concerns could be addressed by using carts and implementing a zone collection program. Mike Berkopec of Asgard Sanitation agreed with the concerns stated by Mr. Domack. Mr. Berkopec stated that service satisfaction would go up overall if the City implemented a curbside collection program. Dave Weidenfeller of BFI also agreed with the concerns stated by Mr. Domack and noted the difficulty of retaining drivers on Apple Valley routes. If the City were to switch to a zone collection program, he would have to review it to see how many of the routes would have to be changed. Gary Boyem of Waste Management stated that since January 1999, 79 drivers have left the company. He cited the difficuhy of retaining drivers for Apple Valley routes. Urban Affairs Advisory Committee Minutes September 28,1999 Page 2 Rick Morcomb, a track driver for Lakeville Sanitary, Inc. who does cellections in Apple Valley, said that door-side collections are time consuming because the drivers have to walkup and down the driveways. He stated that he thinks the additional walking required on the Apple Valley routes resulted in his need for several knee surgeries. He stated that City of Apple Valley should institute a curbside collection program with collection zones like Eagan. Gary Fredricey approached the Committee and said that he was a resident of the Morning View Ponds neighborhood. He stated that his neighborhood had been placing their garbage on the curb for six years until the City recently informed them they were in violation of City Code. Mr. Fredricey stated that he does not like the fact that with the door-side program the tracks aze now backing down his driveway. He further stated that the neighborhood had good service with their curbside collection and that they liked it. Chairman McKay thanked the haulers for their input and asked the committee if they had any fiuther questions or comments before the committee moved onto the next item. Committee Member Berg said that the residents he has talked to said they didn't mind paying more for the door-side wllection. B. PARKING OF RECREATIONAL VEHICLES Margaret Milton introduced the item to the Committee. She reviewed the City's current requirements for parking of recreational vehicles and then presented the requirements of other cities. Cha;rman McKay asked if a representative of the neighborhood would like to address the Committee. Jim Baumiller introduced himself and stated he was a resident in the Greenleaf Court neighborhood. He said that a neighbor was pazking a very large RV on the driveway. He stated that the neighborhood was concerned about the lack of visibility mound the vehicle and its appeazance. He presented photos of the RV to the Committee. Mr. Baumiller stated when he called the City regarding his concerns he was told that the ordinance does not prohibit the pazking of the RV in the driveway. Mr. Baumiller said he would like the Committee to review the ordinance to see if the ordinance could be changed. Chairman McKay thanked the neighborhood for coming to the meeting and for bringing their concerns forwazd. MOTION: Shelley Madore moved, seconded by Pam Sohlberg to further study the two issues brought before the Urban Affairs Committee and to invite the Code Enforcement Officer to provide additional information on these issues. Motion passed unanimously. 4. RECEIPT OF LETTER Chairman McKay distributed a copy of a letter that he had written to the Mayor announcing his resignation from the Committee effective October 31, 1999. 5. SCHEDULE NEXT MEETING The next meeting of the Urban Affairs Committee was scheduled for October 26, 1999, at 7:00 p.m. at City Hall. 6. ADJOURNMENT MOTION: Shirley Doering moved, seconded by John McKay, to adjourn the meeting. The motion passed unanimously. The meeting adjourned at 8:24 p.m.
