CITY OF APPLE VALLEY

CALL TO ORDER
The April 21, 1992 meeting of the Apple Valley Urban Affairs Advisory Committee was called
to order at 7:03 p.m, by Chairman John McKay.
Members Present: Chairman John McKay, Members Robin Curran, Shirley Doering,
Van Holston, and Sharon Schwartz.
Members Absent: JoAnne Ellison and Pamela Sohlberg.
Staff Present: Terry Cook and Scott Hickok.
Others Present: None.

APPROVAL OF THE MINUTES OF JANUARV 21, 1992.
Sharon Schwartz noted that the massage therapy discussion had been omitted from the January
21, 1992 minutes.
MOTION: Sharon Schwartz made a motion that the minutes be approved with the addition
of the therapy discussion item, seconded by Shirley Doering. Motion carried.
DISCUSSION ITEMS
A. Housing Preservation Program
-Scott Hickok-
Scott Hickok opened the discussion by asking the Committee for a reading of their position
on the housing preservation policy.
John McKay stated that in the past, Staff and the Urban Affairs Committee discussed the
preservation ordinance and he felt the next phase of the review process would be a review
and comment session regarding the draft preservation ordinance. McKay stated the he has
concerns which include items such as ceramic the around bath tubs, shower stalls, etc. John
shared an experience where he had observed moisture related decay of sheetrock behind
ceramic or a tub surround that had not been properly caulked. John concluded by stating that
educating people of the importance of simple preservation skills, such as caulking, should be
part of the focus of our program.
Shirley Doering stated that she is aware of homes where the firebricks in the chimney had
shifted and asked if things like this are a common problem? A question was also raised

regarding the quality of construction by builders in the early years of our community's
development. Scott Hickok responded that as a community we were fortunate to work with
high quality builders/developers. Our housing stock appears to be aging very well.
Sharon Schwartz asked questions regarding underlayment and windows.
John Mckay reiterated that he felt education is an extremely important element in our process.
Scott Hickok responded by stating that if the ordinance is in a form that can be presented and
adopted by the City Council by June or July of this year, the second half of the year will be
devoted to educating the public about the housing preservation program and preparing rental
property owners for implementation January 1, 1993. An effective date of January 1, 1993
would allow time to educate and prepare the annual licensing process for rental property
owners..
Robin Curran asked about the licensing process. Hickok explained that a per unit fee would
help off-set the cost of the future contract inspection arrangement with the Dakota County
Housing And Redevelopment Authority. The City would not hire additional staff for these
inspections. Through a contract arrangement with the HRA, we can utilize their expertise.
Sharon Schwartz stated that going through the ordinance, she noted the same issue as
highlighted in the Dakota County Board of Realtors (Christopher Caller's) letter. One specific
area the Committee discussed is the carpet prohibition in kitchens and bath areas. The
consensus of the Committee was that maybe this is too restrictive.
Van Holston voiced his support for a preservation ordinance and stated that the Gity must deal
with properties' issue and it only makes sense to set standards to maintain the quality of the
community.
A general discussion ensued. Scott Hickok concluded by stating that if the Committee feels
comfortable with recommending the ordinance with their changes, the issue would be brought
back on the May agenda.

Update on Development in Apple Valley, Minnesota
Scott Hickok presented information about present, future, and potential development in Apple
Valley for the 1992 building season.
