HomeMy WebLinkAbout02/28/1990CITY OF APPLE VALLEY URBAN AFFAIRS ADVISORY COMMITTEE MINUTES February 28, 1990 1. CALL TO ORDER The meeting was called to order at 7:05 p.m. by Apple Valley Staff. Members Present: No members were present at the meeting. Members Absent: Jeannine Churchill, Shirley Doering, JoAnn Ellison, John W. McKay, Sharon Schwartz, Pamela Sohlberg, and Councilmember Barbara Savanick. Staff Present: Linda Brinkhaus, Dennis Welsch, Captain Bruce Erickson, Dennis Miranowski, and Scott Hickok. Others Present: Councilman Gary Humphrey, Lowell Johnson of the Minnesota Public Service Energy Department, and Peggy Tittle of the Self Reliance Center. 2. APPROVAL OF THE AGENDA The agenda was not approved due to non-attendance of Committee members. 3. APPROVAL OF NINUTES OF FEBRUARY 14, 1990 The minutes of February 14, 1990 were not approved due to non- attendance of Committee members. 4. DISCUSS ENERGY CONSERVATION PROGRAM - Special Guest Lowell. Johnson of Minnesota Public Service Energy Department Mr. Lowell Johnson discussed the State Energy Program and explained a number of programs that could be structured within the guidelines of the Governor's Energy Program. Mr. Johnson noted that the City of Apple Valley is serviced by Minnegasco, Dakota Electric and possibly, NSP. Johnson continued by stating that Dakota Electric provides an audit to evaluate the electrical use in residences. Mr. Johnson continued by stating that in 1974 the energy program began and since then over 100 cities have participated. Seventy-five percent of these cities still have some utility participation and assistance. These cities use grant money over a two year period, have monthly reporting, and must have at least five members representing different sectors of the community. The energy program possibilities include a residential energy conservation program, a retail industrial program for businesses in the community, and a transpor- Urban Affairs Advisory Committee Minutes February 28, 1990 Page 2 tation program for car pooling or community service. Mr. Johnson reported the need for a transportation program, stating that 70% of the vehicles on the roads in Minnesota are carrying one person. A fourth energy program is the Student Weatherization Action Team. This program has worked with energy education in the schools. An example Mr. Johnson gave was a ninth grade energy conservation curriculum in which the school made energy conservation studies part of the curriculum, the ninth graders audit the school which they attended and the school then makes modifications, as necessary, to correct energy cost areas or correct deficiencies which increase the energy efficiency of that school. This program was closely documented and savings, after the corrections were made, were put into a pool of funds that would go back into their program for further studies. The energy program could also involve the development of a community energy budget. Mr. Johnson explained that an example would be on Cedar Avenue in the morning, or actually Cedar Avenue as a daily figure of 60,000 average daily trips, multiplied by .005 equals 300 cars per day that we could eliminate through an energy transportation program. To support this type of program, Mr. Johnson introduced a book called "Wav To Go" which discusses energy conservation programs. This book helps outline the different tramsportation programs available in the State. The final program Mr. Johnson suggested was the Urban Reforestation Program. This program encourages the use of shade trees to reduce energy costs. The maximum possible grant over a two year period is $45,000.00. These funds are broken down into two payments - $30,000.00 the first year and $15,000.00 the second year. In order to acquire a grant through this program, the City must provide a local match of at least 10%. The City must do the accounting and report, in writing, the evaluation of the program. Peggy Tittle added that the Self Reliance Center would be able to assist with the administration of our program once we decided which direction, or which program we would like to pursue. Ms. Tittle distributed information about the Self Reliance Center, which is a non- profit organization designed to implement energy programs and make cities and individuals more self reliant. The goal of the Urban Affairs Advisory Committee is to assemble an energy profile of the community and create an energy program to increase energy conservation. DISCUSSION - OTHER ITEMS BY COMMITTEE MEMBERS Due to non-attendance of Committee members, there was no further discussion. 7. ADJOURNMENT The meeting adjourned at 8:20. kg
