URBAN AFFAIRS COMMITTEE MINUTES
JULY 25, 1989
1. CALL TO ORDER
The July 25, 1989 Urban Affairs Committee Meeting was called to order
by Chairman John McKay in the City Hall Council Chambers at 7:00 p.m.
Members Present: Sharon Schwartz, Barb Savanick, Jeffrey Weldon,
Shirley Doering and John McKay.
Members Absent: Jeannine Churchill, JoAnne Ellison, and Pamela
Sohlberg.
Staff Present: Scott Hickok and Kurt Chatfield.
2. APPROVAL OF THE AGENDA
MOTION: A motion was made by Sharon Schwartz, seconded by Shirley
Doering, that the Committee wrap up parking code issues and not discuss
home occupations or housing maintenance codes until the next meeting. The
agenda was approved as revised. The motion carried unanimously.
3. APPROVAL OF THE MINUTES OF JULY 25, 1989
The minutes were approved as written.
MOTION: A motion was made by Shirley Doering, seconded by Sharon
Schwartz, to have a briefing on code enforcement procedure. The motion
carried unanimously.
Staff member Scott Hickok gave a presentation on code enforcement
procedures.
Scott Hickok proceeded to explain that land use codes are enforced
according to complaint and through drive-by inspections. He stated that
it is crucial that when enforcing city codes, cases should be treated
consistently. He explained that code violations are entered into the
computer and tracked to ensure this consistency. Scott explained that he
treats code enforcement as an educational process before becoming an
enforcement process.
The Urban Affairs Committee complimented Scott Hickok on a fine
presentation.
4. DISCUSSION OF ADDITIONAL RESIDENTIAL PARKING CRITERIA
The Committee began the discussion by talking about the location of
vehicles on residential lots.

Sharon Schwartz stated that she liked the idea of restricting
vehicles to an area around the house. She expressed concern over someone
paving in the distant backyard.
Barb Savanick suggested that vehicles only be allowed in back by
variance.
Shirley Doering stated she feels vehicles should be stored within 20
feet of the house, but she questioned about holding utility trailers to
the same standards.
Chairman McKay stated that he felt 25 feet was reasonable.
A general discussion ensued.
Scott Hickok suggested that a permit process for impervious surfaces
could prevent some future problems.

MOTION: A motion was made by Sharon Schwartz, seconded by Shirley
Doering, that a permit should be required for the installation of
impervious surfaces and the fee should be no more than twenty-five
dollars. The motion carried unanimously.
Barbara Savanick inquired as to what will be required of existing
impervious surfaces.
Chairman McKay instructed the staff that it should be made clear to
the Planning Commission and the City Council that current impervious
surface conditions should be grandfathered in.
A general discussion ensued.
MOTION: A motion was made by Sharon Schwartz, seconded by Shirley
Doering, that all vehicles shall be parked within twenty-five feet of the
principle structure on a residential site (R-1C, R-1B, R-lA and R-2). The
motion carried unanimously.
5. ADJOURNMENT
MOTION: A motion was made by Sharon Schwartz, seconded by Shirley
Doering, to adjourn. The motion carried unanimously.
